God shall not be angry with the thieves if they have stolen for meeting their basic needs. God knows very clearly these monies dont reach Him, but reaches to the trustees who become rich and fight for trusteeship. Police should catch hold of thieves, check their background. If these are professional thieves they must be punished. If theft is carried out for meeting basic needs, then these people must be let go so that God bless us all.
