Don't spit in public or you will be fined: MHA


New Delhi, Apr 15 (IANS): Spitting in public spaces shall be a punishable offence with fine as per the new lockdown guideline issued by the Ministry of Home Affairs to mitigate the spread of COVID-19 pandemic.

There should be a strict ban on sale of liquor, gutka, tobacco and the "spitting should be strictly prohibited" during the new lockdown period extended up to May 3.

The National Directive for novel coronavirus or COVID-19 management made it compulsary that "no organisation, management of public place shall allow gathering of five or more persons".

 

In the fresh order issued on April 14, all the work places shall have adequate arrangement for "temperature screening and providing sanitizers at convenient places".

"Work places shall have a gap of one hour between shifts and will stagger the lunch break of staff to ensure social distancing. Persons above 65 years of age and persons with comorbidities and parents of children below the age of five may be encouraged to work from home."

The order specifically mentions the use of Aarogya Setu app. "Use of Arogya setu will be encouraged for all employees both private and public."

The order stress that all organisations shall sanitize their work places between shifts and "large meetings will be prohibited".

For the manufacturing establishments, the order mentions frequent cleaning of common surface and mandatory hand washing. "No overlap of shifts and staggered lunch with social distancing in canteens shall be ensured."

"Intensive communication and training on good hygiene practices shall be taken up."The revised guidelines will not apply in containment zones, as demarcated by states, UTs Aand district administration.

"If any new area is included in the category of containment zone, the activities allowed in that area till the time of its categorization as a containment zone, will be suspended except for those activities as are specifically permitted under the guidelines of the Ministry of Health and Family Welfare (MoHFW)."

Besides, wearing face cover is compulsory in all public places and workplaces, the guideline mentions. To mitigate hardship to the public, select additional activities will be allowed and come into effect from April 20, mentions the order under Disaster Management Act 2005.

The new order was issued after Prime Minister Narendra Modi on Tuesday morning announced extension of the 21-day lockdown for another 19 days till May 3 to contain the spread of the novel coronavirus or COVID-19 pandemic that has crossed 11,000 cases in India.

    Ban is too little too late. Spitting in Public I have seen only in India. It is just just disgusting. There is natural spitting, Gutka and Paan Spitting. It is time that the highest fine for spitting in public places should be implemented strictly. Even all Paan shops should be closed for good as they are the menace of spitting.

    Not only during Lock down, spitting in public should be ban completely. I have seen many men using Gutka or Panparag or something like that and spitting it out from inside the buses while it is running, dirty people.

    It is only few days only Chief Minister in India of West Bengal Mamta Banarjee has made healiness about civic sense. She picked the brick in market and marked every spot public has spit and asked the authority to be strict.

    This advisory should come from "Ministry of Housing and Urban Affairs" under which this jurisdiction falls rather than Ministry of Home Affairs.

    In India 'Swach Bharat' that copied from 'Nirmal Bharat' became symbolic day only for few photo session. After the days event same person can be seen wetting the walls and spitting or throwing the cigarette butt.

    I don't understand in Modi's government all department functions normally or have power to give public address to the media.

    It is time to make 'Nirmal Bharat' our motto. The responsibility of cleanliness starts with every citizen bed to his surroundings. Let make this every day practice so that we are not far from Singapore.

    India needs to control spitting public.

    One of the real needs to have paan chewing banned permanently.

    However, so far as I know, MHA rules are neither law nor enforceable in states.

    So, how are these rules going be implemented?

    First what we have to do is to find out who are the owner of Pan chewing co, and Guttka company. And who are the suppliers to them, that is mainly (Arracnuts )suppliers. If it can be possible, then everything will go smoothly.

    Appreciated should be implemented all over India. Even those who smoke in public places need to carry their own carry boxxto dispose filter and ash similar like North Korea.
