Bring ordinance to control population: Ashwini Upadhyay to PM


New Delhi, Jul 11 (IANS): BJP leader Ashwini Upadhyay on Saturday urged Prime Minister Narendra Modi to bring an ordinance to control India's population which, he claimed, was linked to how much "atmanirbhar" or self-reliant the country became.

Interestingly, he cited the example of China, calling it "mahashakti" or superpower, and credited the communist country's rise in the world pecking order to its population control measures.

"Parliament is difficult to run due to the coronavirus epidemic; so, you are requested to immediately bring an effective population control ordinance to stop the population explosion. The law should be strong and effective. Ration card, voter ID card, Aadhaar card, bank account, electricity and mobile connections of individuals who violate it should be cancelled/revoked, the BJP leader wrote in his letter to Modi on the occasion of International Population Day.

Upadhyay advocated a lifetime ban on violators vis-a-vis applying for government jobs, contesting elections, forming political parties, and even becoming party officials.

"Such people should be denied all government facilities, including access government schools and hospital facilities and should be sent to jail for 10 years," he opined.

Upadhyay claimed that contrary to official figures, India's actual population was around 150 crore, considering the Rohingya refugees and illegal Bangladeshis living in India, as well as "unaccounted Indians".

"Most taxpayers follow the 'we two-our two' rule; but it's the freeloaders who are causing the population explosion," Upadhyay alleged.

Blaming India's population for more than 50 per cent of its problems, he also connected the failure on the population control front to the rising crime rate.

Citing parliamentary records from 1976 and a recent Public Interest Litigation in the Supreme Court, the BJP leader argued it would be virtually impossible for India to generate jobs if it refused to sternly control its population growth.

"At present, 70,000 births are recorded daily in India. That is two-and-a-half crore children in 2020. It's impossible for any country to create 2.5 crore new jobs every year," Upadhyay reasoned.

Last year, in his Independence Day speech, Modi had said: "There is one issue I want to highlight today: Population explosion. We have to think 'can we do justice to the aspirations of our children?' There is a need to have greater discussion and awareness on population explosion."

    Let us get the facts straight. The average TFR (Total Fertility Rate) is 2.2 (2017 estimate), and has probably reached the replacement level of 2.1. With the exception of eight or nine states, we are well below the replacement level, and the effect is more pronounced in southern states where literacy rates are much higher. The median age is about 28 years, which is why we have a huge demographic dividend that is contributing to the economy. Therefore, our investment must be in producing an ethically strong skilled workforce, which our politicians are least bothered to do so. It is not that there is a dearth of jobs because there are too many people; our education is not equipped to cater to current industrial requirements, which is why many of our graduates are unemployable. Ask how many can write a simple letter to an official. Most of us are experts in WhatsApp University level communication.

    When the whole country is aiming at eliminating Chinese influence, why bring in a Made in China law. India has an international commitment of following a rights based approach without inflicting punitive actions, where each couple decides how many children they would like to have. The TFR statistics reflect that many couples are not wanting to bear more than one/two children, and we are below population replacement levels in many states. It is reasonable to say that in a decade, we will see the population shrinking. The momentum gained from the growth in the last two decades is what we are experiencing today. Such a law is hence simply useless, and is an utter waste of Parliament's resources. Coercive laws will negatively impact the population at large, with the poor hit the hardest. The only benefit is for the politicians to capitalize on gaining votes. When fellow humans are not treated as a resource, but a burden, this will have significant impact on how we treat others.

    If that is happening naturally as you say. why concerned about a law?. The problem is some pockets like mallapuram are breeding grounds. We have some ghettos within the cities. So if these people overtake some day the natural efforts put also will go in vain. Anyways i know why you steadfastly want to stall a law?

    I have stated some statistics as to why a law is useless. The population growth rate is already on decline. The bursting balloon theory is a myth and facts cannot back it today. Extrapolating a few examples here and there is not a sufficient reason at all. A law cannot halve the population drastically either. A stringent policy like that of China ultimately yields to killing of the unborn, a skewed sex ratio, and a significant proportion of aging population in a decade or two, like in Japan, China and European countries. An aging population has a negative impact on the economy, when the demographic dividend is not able to offset healthcare costs. Statistics also show that the level of education significantly determines the growth of a demographic. Many states, especially in South India where the education levels are higher, the TFR is well below replacement levels. And many politicians are not focusing enough on improving public education standards, to chain the masses to the political machinery. Education is a long-term investment and you can reap significant economic benefits. A law to control population will not have any effect when many states have TFR less than replacement levels. We are not a Communist regime to infringe upon people's personal liberties.

    First of all why cry on a proposed law if its not affecting anybody? If the law places a cap based on replacement levels, there should not be a problem at all. What difference does that make to you?There is no draft law in the fist place. While China had a one child policy we can have two instead. Chinese have benefited out of their one child policy. Today they are second biggest economy and soon to become the biggest. Mallapuram is only an example we have many pockets such as those. Google yourself and see why Mallapuram became one of the fastest growing city in terms of population? In an era where automation is taking place in every fields your demographic dividend may not work. You cannot change the education levels that easily.it will take years. Add to that the gulf countries are not employing Indians the way they did earlier.

    A noted religious scohalar was advocating against family planning. Saying that it is against his religion. We are scared that people of his ilk may play the spoilsport and mischief causing all the efforts of people like us go in vain.

    There are many govt sponsored free medical treatments available in every hospital since many years but voluntarily. If BJP wants to bring in a ordinance it should be for all Indians. But before that govt should exhaust all other avenues like incentives and benefits etc.

    Very long back in BC there was an order to kill new born boy baby child. In the past many wars were taking place and male child dying in this world.In many states of India younger generation is less than 30 to 40 percent population.
    Now war don't consume much of population.But sunami, accidents, pandemic diseases flooi rain earth quake and natural disaster kills many people. Even suicide take place to a great extent this will reduce the population.which method we have to apply population control? Oldest is BC time killing after birth of a child now people kill infant before birth.so suggest a birth control those who enjoyed this world with intent stop birth of unborn child.

    Sure India has a very large poulation.Now someone advices our PM to control with lots of planes.Well madam,Now just dont go to touch this plan first .Instead first try to educate people who there are.Many had failed about birth control before with or without force,.when a person is educated he will understand itself why birth control is needed and how it can be done.I am sure there are still lot of people who are not registered in offices.China had used a very tight pan about birth control.we need not follow a communist plan.First in India ,a big problem is everywhere corruption.Take hard steps to eradicate that.Higher authorities self ,Govt .officers ,ministers too are in this involved in it.Teach people first how to take care and control population.you see hardly any educated ones have more than two or three children.Otherside Hindu religious gurus self tell people to have more children.Now what do you say to that?

    Oh, great observation. Now, split these births on the basis of community. What do you see ? Look, Mr. Upadhyay, there was a time, when a BJP leader called onto Hindu women to bear 8 sons. The advice is coming into reality now. Therefore, please undo the advice, the population will come under control.

    Well, please don't point your finger at the other two communities - their percentage remained at 11% and 2%, yet PM candidate of 2014 elections proclaimed during election campaigns - 'Hinduism is on the verge of extinction because Hindus are converted to Islam and Christianity, vote for me, I'll revive the shortfall' How can you ask same person to control population now ?? He's been proved wrong because the percentage of other communities never crossed from where it was.

    Nevertheless, the population control that you are suggesting, is happening without PM's intervention. Corona will do it for you.
