'Only Gau Rakshaks lost lives’: DCM Ashwath Narayan defends anti-cow slaughter Bill

Bengaluru, Dec 11: The anti-cow slaughter Bill which was passed in the state Assembly on December 9 amid the ruckus was pulled back by the BJP government. Fearing the loss of face, the ruling BJP on Thursday did not table the Karnataka Prevention of Slaughter and Preservation of Cattle Bill - 2020 in the Legislative Council. The state anti-cow slaughter Bill is said to be more stringent than that of Maharashtra's beef ban. Defending the Bill, deputy chief minister Dr Ashwath Narayan said that the anti-cow slaughter Bill will protect the 'Gau Rakshaks'. The Bill expands the definition of 'cattle' and includes bulls and buffaloes under 13 years of age and strengthens the punishment for people involved in any form of cattle slaughter.

Meanwhile, Section 17 of the Bill provides protection to 'people who are acting in good faith' from legal action. However, there is no clarity on whether it is referring to 'Gau Rakshaks'. "Vigilantes or anyone who is working for a cause and the law of the land should definitely have a scope to work in this provision," the DCM said.

Stating that the protection of cow vigilantes was also considered while preparing the Bill, Dr Narayan said that in Karnataka, it is only the cow vigilantes who have lost their lives.

The minister claimed that the vigilantes in Karnataka were putting themselves at great risk. "People in the (cattle) trade were completely armed. They were taking lives and killing people. It is not the vigilantes," he said.

Regarding the statement of objects and reasons in the Bill, the DCM maintained that the BJP government in the state wants to ensure the 'preservation and improvement of breeds of cattle' and 'organisation of agriculture and animal husbandry'.

"We need to protect and promote our culture. That is the main reason for us to... come out with a law. Not with any agenda. We are already in power," he maintained.

    Ooh, now we can not accompanied by cow , even if you take cow for Gow Doctor for vaccination, need certificate and also banner on vehicle or put garland on neck of the cattle to make understand the Gau Rakkas , slowly time has come to stop keeping cattle in house and need to depend Nandini milk only.

    'Gau Rakshaks'....!!!!???? Most of the so called "Gau Rakshaks" do not have a cow at home or they are not worried about taking care of them. Forget about protecting them....there are many who are "Gau Bakshaks " provide them a decent meal instead of exporting beef to foreign countries and not allowing Indians to eat. If beef exported is given to Indians many will get all the other meat and fish at cheaper rate than at present. Stop beef export once for ever and make India Atma Nirbhar. Building another Parliament building is called as Atma Nirbhar.....!!!!!???? I failed to understand what does this means......can anybody clarify please.

    Transporting cows with proper documentation is one thing. Stealing and transporting them is a criminal offence. Even if one is not a police he or she has the moral authority to stop the crime.

    Stealing of cows was not there in my young age (35 years back) although there were so many beef sellers in our village. Stealing the cattle has started after this BJP came to power if i am not wrong. Reason is well known.

    Why would anybody be stopping you while driving on the road? I've been driving around Mangalore for over three decades and no one has stopped my vehicle except in emergencies or during religious processions (where volunteers stop you and guide)

    Yes, if you are stealing someone's cattle from their shed by brandishing sword / threatening them, then I would definitely support whoever stops your vehicle.

    Please Open website, who ever has bull and old cow can register online and government should pay them money to take care of useless cows.

    Atleast poor hindu family will not sale cows. If they dont sale no one can buy and eat. It would be simple steps to impliment effectilvely.

    Other minorities can survive eating chicken, mutton or fish.

    Government can allow open shops of baffalo meat , as per government it is allowed to eat and it is not gow matha.

    What a crazy idea???? as per you MIA Udupi, Government can allow open shops of buffalo meat , as per government it is allowed to eat and it is not gow matha. Please explain is it concern about Gau pitha, here we can imagine what respect we have to Pitha. If beef banned means everything should be banned including beef export.     Gau Rakshaks!!! Do we really require Gau Rakshaks??? Banning of beef and cattle in the name of culture is shameful and some exports beef. One country and each states has different set of rules, some states ban beef, cattle and some states allowed beef. I mean each state different way of culture!!!

    Most of the people doesn't know what is happening?? Instead of saving the so called culture by some people, let them save human beings or their near and dear ones or old age family members from POVERTY and its also a CULTURE.

    Most of the people around the WORLD use cattle for different purposes dairy products, leather and finally for their consumption too. Cows have been slaughtered for meat for generations when they attain old age but now some people treat them as CULTURE but GOVERNMENT is EXPORTING the meat for foreign countries!!!??? DOUBLE STANDARDS OR CULTURE????
