Centre to Review Air Safety

New Delhi, May 27 (DHNS): Jolted by last Saturday’s disastrous Boeing aircraft crash in Mangalore that cost the lives of 158 people, including passengers and crew members, the Centre has decided to initiate a safety review of all airports across the country. 

Fully aware that the Directorate-General of Civil Aviation (DGCA) has, for successive years, failed to take urgent corrective steps to improve flight safety, the Union Civil Aviation Ministry on Wednesday decided to set up a Civil Aviation Safety Advisory Council (CASAC) that will comprise experts from all related fields, including the Indian Air Force (IAF).

Facing the flak for the country’s poor track record on flight and passenger safety, Civil Aviation Minister Praful Patel, who has been holding a series of meetings here with sernior officials since the crash involving a Boeing 737-800 aircraft, took the step to establish the CASAC. The Council will work directly with the DGCA and recommend steps for improving air safety standards and other related issues.

But it is not clear whether the proposed inter-agency Council will play any significant role in investigating Saturday’s crash which is being probed by a DGCA team of officials.
In this context, aviation experts criticised the government’s approach to crash investigations, questioning the DGCA’s position since, in the course of the probe, issues concerning the agency’s failures might arise.

“It is like asking the very organisation that may have failed on many fronts to investigate itself,” a former DGCA official said, adding that “putting the entire blame on pilot error” will only “constitute a cover-up of the failures in the directorate”.  The official said any investigation must not only fix responsibility on DGCA’s senior officialdom, but also identify individuals for specific lapses.

The proposed Council will have specialists drawn from all fields of aviation, including pilots, air traffic controllers, airport operators, and the IAF. It will also have aviation medical specialists who can look into issues involving pilot fatigue. Besides, representatives from manufactures like Boeing, Airbus and Bombardier will be special invitees to the Council, ministry sources told Deccan Herald.

Air safety experts from regulatory bodies like the American Federal Aviation Administration and those from the United Kingdom will also be invited to share their expertise, the sources said. The ministry also decided to set up independent technical panels of experts to advise the DGCA on a range of safety issues.

    Driving in India (pathetic)
    Workers in Construction of Building,
    Construction of Roads with no signs,
    Digging a waterwell and leave it open,
    Crossing the Road,
    Catching a Bus,
    Travelling in a local train in metro cities,
    Trucks with heavy loads,
    Spilling fish trucks,
    Spilling ready mix trucks
    Rash Overcrowded Buses,
    Priority of Auto Rikshaws,
    Swimming in Beaches,
    Ferry Crossing,
    On and on and On......
    People have no respect of each other. All are in a hurry.
    The one comes from left has the priority, The one comes from the right has the priority, and the one in center has the priority.

    But, still there is hope of getting the things better in INDIA in next 500 years. JAI HO!

    It is better to speed up the runway expansion work and add another 1000 to 1500 feet so that the pilots would feel comfortable enough to land on our table top runway. Also don't compromise on the safety factor like landing instruments both on ground as well as inside the AI aircrafts. In future the pilots flying to Mangalore should take extra precaution to touch the aircraft within the Ground Touch Zone on the runway so that the aircraft will comfortably stop within 7000 feet of the runway. May God bless our airport and also I extend my ‘Inna Lillahi Inna Ilaihi Rajihoon’ to all those unfortunate victim of this great tragedy. May their soul rest in peace.

    My point is why the PM, Civil Aviation and DGCA shouldn't face the law and stand in court for their omission? it is gross violation and international standard and they should talk the responsibility and why PM did not accept the resignation of Mr. Praful so he has more question to answer... and face the justice...

    we indian keep quite and forget soon and our leaders are becoming richer and greedy day by day by making decision costing our lives... and they come up with saftey committee and run away instead of facing the justice... and i dont agree with PM's remark...for Mr. Praful to face it instead of quitting... rather he should have said ...face the justice...

    Please privatize the entire aviation system in India, you will see the difference, These are political gimmick, this will not going to help us in any which way. politicians are doing only the show off to brush off current crisis, their tenure is temporary, hence their plans and projects are also limited to their political career,

    we have lost good no of precious lives, we just have to pray for them.

    One such point that foreign captains (Pilot) may not be totally familiar with the topography of airport such as Mangalore airport. They should give them special training for landing and takeoff. Only highly experienced pilots can land the plane safely in table top airpors such as Mangalore.

    Pilots duty hours also blame for crash. Air India pilots are force to fly up to 10/12 hours continuously causing stress,lack of sleep. The pilot in command is responsible for everything that takes place during a flight. Most of incidents are caused by pilots error. Air India pilots to go through a medical check ( breath test ) before they fly an airplane. Most airlines have zero tolerance policy on drinks and drugs. It is no longer the eight hours. Pilots can only drink in moderation withen twenty four hours of reporting for duty and not at all within eight hurs of duty. Runway length must increase as much as another 1000 feet because incase when pilots misjudged the landing distance or overshoot the runway pilots can bring the flight under control. Passengers are not allowed to use their private cell phone during the flight till they leave the aircraft.

    The mobile phones interfere with flight navigation and communication systems. Another important point that the Nagarujana power plant was being constructed near by airport. Now days landing flights change the direction because of chimney. This another reason disturbing pilots upon landing as high temperature or heat and black smoke rises.

    They should get the findings out fast . i am sure it they will hold it for a year and blame it on the pilot . More people could have been saved if they had emergency plans around the airport . There should have been acess to the place where the plain fell ....atleast some temporary road for emergency !!!

    All these changes are coming after such a big tragedy. Our politicians poke there figures right through the peoples eye and we sit quite. As I commented on Eulalia Dsouza’s article, human value is very low in India. All I can say is the aviation minister has got more publicity then before.

    I read a comment on Daiji that at earlier stage new runway was planned in different location and it was safer at the planned place than the one constructed. As per the comment the runway was relocated to accommodate a Congress leader B. A. Moideen. If it was true, authorities must investigate on this and punish the culprits for causing the death of innocent 158 lives.

    A little late Mr. Patel for those 158 innocent lives, neverthless I hope the ministry and DGCA learns something and corrects its behaviour to improve passenger and airport safety. It is a fact that Indian air traffic has increased voluminously over the last decade and so many airlines have cropped up congesting airspace. That itself puts the onus on civil aviation to be on the top of things.
    While Indias aspirations to be a superpower status are on the front burner, its time for the Indian government to improve the safety related standards across Indian airports without risking precious lives of innocent people.
    While this awakening is welcomed let us hope the ministry will not forget after the crash news are forgotten. Indian government and Indian bureaucracy is slow moving elephant and the corruption angle flourishes across the government and politics at the cost of innocent people of India.
    Its time the government puts priority on people rather than power and politics.
    Are we ready for superpower status when millions of Indians have no basic necessities.
    Do our ministers have a vision to improve the lives of poor people?
    Its time the government sets its priorities straight rather than playing with the lives of poor people and farming communities in the name of development. In the name of development are the capitalistic vultures ransacking the nation ?
    Is our government reacting when disasters happen or is proactive to envision the consequences from its failure
