Udupi, Jul 26: “All the hospitals and clinics registered under KPME Act in the district should compulsorily display at prominent places in their premises the details of treatment available with them, the rates of treatment, methods of treatment such as Allopathic, Ayurveda etc and the doctors,” said deputy commissioner (DC) G Jagadeesha. He asked officials of the department of health and family welfare to conduct inspections in this regard. He was speaking after presiding over the meeting of district private medical organizations registration authority at the deputy commissioner’s office on Monday July 26.

He further said, “Hospitals registered under KPME should be inspected to ensure that those adhere to all the necessary conditions when they approach to renew their license. Make sure that quack doctors do not open clinics. Cancel the licences of hospitals which do not renew them. Issue licences to new clinics if applications are received. Surprise checks will be conducted to hospitals to verify if they observe conditions under the KPME Act.

“Regarding the male to female ratio in the district, prepare a list of gram panchayats where the female ratio is less than 750. Investigate the reasons for the disparity. Conduct surprise checks on scanning centres to find out about foetal detection,” he said.

Additional deputy commissioner Sadashiva Prabhu, district health officer Dr Nagabhooshan Udupa, district family welfare officer Dr Rama Rao, officers of the department of health and other departments were present.

    Private Hospitals all over India are a haven to roll black money. Most do not Accept cheques for large amounts and prefer cash. Cancer Hospitals are one Example. Mangalore Institute of Oncology has a Rate Board stating Rs,350.- for Consultation and Rs,250,- for Registration. However, every time one Visits this Hospital, there are some lady employees who will give you a small Chit scribbled Rs.600. I mean how many times does one charge Registration charge for the same person in a given year. Then there is a scam in Hospitals of carrying out unnecessary blood tests and various scans on equipment they own or facilitate third party companies to operate in their premises with an appropriate cut for the Hospital, in tandem with insurance companies . If one visits KMC Hospitals one might get the impression that most people in Udupi and Mangalore are ill in some form or the other, Yes, Rate Charts must be valid, displayed, and implemented to ensure fair practice in Clinics and in Hospitals all over India. The Minisrry of Health should look into all these Hospitals for fair practices. Now a days doctors own 5+ apartments to give on Rent and one or two foreign brand cars as status symbol

    Displaying rate charts will not change anything. Suppose you go to the doctor for a pain in the left arm. The later steps will be as below. Might be angina pectoris... lets check your heart with an ECG. ECG is normal, lets rule out other things with a doppler scan Doppler scan is okay. Let us do an angiogram. Oh!!! there is a block, let us put a stent! ( A normal adult might have many blocks in the heart arteries) You pay 6-7 lakhs and come back. The pain in the left hand is still there. Grand mother applies some oil and the pain abates!!!!

    How can DC implement such rules of his own only on doctors? Why not on lawyers, mechanics, car service centers, masons, carpenters, electricians, fishermen, etc? Just because this DC does not understand medical profession and complication involved from case to case, he wants rates to be displayed. Such ad hoc rules will be knocked down by court. My carpenter charged me Rs.1000 for 4 hrs of work. Electrician charged me Rs.2000 for half days work. Can the DC bring in some rules of carrying a price list by all these people? DC cannot even control auto rickshaws over charging, leave alone doctors and other professionals.
