Mangaluru: HC concludes hearing in PIL regarding handing over airport to Adani

Mangaluru, Sep 2: The state high court (HC) has completed hearing in a public interest litigation (PIL) filed against the government's decision to handover the operations of Mangaluru international airport to Adani Enterprises Ltd. The HC has now reserved its orders on the petition.

Mangalore Airport Authority Employees Association had knocked at the high court doors through the said PIL, as it insisted that this measure of the government was illegal.

The division bench of the HC presided over by acting Chief Justice of Karnataka High Court, Satishchandra Sharma, which heard arguments made by the advocates representing petitioner, central government and the state government on Wednesday September 1, reserved its orders.

Appearing for the petitioners, senior advocate, Ashok Harnahalli, argued that the decision to hand over the airport operations to Adani group for a period of 50 years is one-sided. He said that the amount of income during the contract period has not been specified. He added that excepting the air traffic control, most of the other services have already been handed over.

Ashok argued that the rent and lease amounts during the contract period have not been taken into consideration and the model of sharing of income as done in the case of Mumbai airport has not been followed. He argued that there is no scope for giving on lease the entire airport, and insisted that only the area within airport can be given on contract. He argued that the handing over of the airport is illegal and demanded to scrap it.

Additional solicitor general, M B Nargund, argued that giving airport operations to private entities is a matter of central government policy. He pointed out that a decision to handle operations and development of the airports on a public-private sharing basis had been taken in the year 2004. He also brought to the notice of the bench that Kerala high court has upheld the legality in handing Thiruvananthapuram airport to a private firm.

He explained that the income out of the operations of the airport goes to Airport Authority Fund and not to the central government. This fund is utilised for the modernisation and development of airports and this becomes advantageous for medium and small airports, he stated, duly adding that in such cases, the central government does not have to set aside money in its budget for the development of airports.

    We haven't seen much development after the Adani takeover. There should have been specific goals, investment and revenue plans put up by the govt. Before handing over. The only visible change at the airport is they have a large Adani board.

    These airport employees had a ball of a time prior priviatization. They came at their own will. Worked lethargically, Looted innocent passengers . Took numerous breaks for any petty reason. There was no performance appraisal and no competition. They were indispensible. Now that they are monitored .Efficiency evaluated. Absences tracked .Monthly management meetings for performance review they feel it in their axxes. Good going!

    People commenting here do not know the reality about privatization. Its good that Airport is privatized. Whatever it is, we thank God for this move. I am a contract worker and you wont believe, I have been receiving Rs18000/- monthly salary in cash ,,but only after privatization did I learn , that I have been singing for a blank slip that said Rs 25,000/- that was my actual salary- and mind you, I am not alone. An enquiry was conducted and I now received my arrears. An individual who was being paid salary into his account never turned up for work for 10 months , surprisingly was marked present. He was working elsewhere part time .Only when the Airport got privatized, he shows up daily now. The list is endless.

    Even privatisation won’t make any difference in the quality of services since core staff such as customs and immigration will be handled by the same Central Govt. employees, except that passengers may have to shelve additional amount as fees for using airport services.

    Airports are are public assets built from taxpayers money. We, the People are owners of National Assets. Government run organizations particularly in India, administrative inefficiencies are common. It requires improvement in the quality of its service to meet the standard of most of the European countries like Sweden Denmark etc. Under no circumstances such precious assets could be given away to your favorites.

    Future children need answer these question in school History :----------- Who built our Airports, ports, Railways, Banks, LIC etc ? -------------------Who sold our Airports , ports, Railways, Banks, LIC etc? to whom? why? when? ------------------------then who brought back our Airports from bla bla, then Modi, BJP, Amit Shah will be big history and chemistry.
