Bengaluru, Oct 2: It is common knowledge that when driving or riding vehicles, mobile phones should not be used as it has been banned by the government. However, many have confusing ideas on the issue of using hands-free, Bluetooth, headphone etc when driving.

As per the Central Motor Vehicles Act, use of hands free, Bluetooth, and headphone when driving or riding is also treated as traffic rule violation. For the first time offenders, fine of Rs 1,000 is levied and Rs 2,000 for the repeat offence.

If a rider or driver uses a mobile phone when the vehicle is on the move, his attention is diverted and accidents, injuries, loss to life, property etc can happen. It also results in blocking the other vehicle riders and traffic blockage. For this purpose, use of mobiles when driving is banned.

There are some who keep their mobile phones inside the helmets and converse when riding. Their number has come down now. Nowadays, new electronic tools are introduced one after the other and people use equipment along with mobile phones. Many converse using hands free, Bluetooth, headphone or wrist watches when riding. Using of music, navigation apparatus etc is also illegal.

The said act simply says that use of mobile phones is barred. The aim is to ensure that the rider or driver concentrates on road and driving. The officials say that use of electronic equipment, music, navigation by holding the mobile phone in hand etc also can divert attention and that is why their usage attracts fine. Even though navigation use when driving is banned as per law, in case its use cannot be avoided, they can be attached to vehicles and used so that it does not create problems for the others. If the noise is kept at a low level, the officials are exempting such devices. However, if they are hand held and the sound is increased such violations attract fines.

Joint police commissioner (traffic), Dr B R Ravikanthe Gowda, said that use of hands free, Bluetooth, headphone, smart watches, conversing, hearing of music etc when driving are violations of traffic rules and therefore fined.

    If using blue tooth devices, navigation apparatus and listening to music system are banned, then why they are allowed to fit into the vehicles !!!!!!????? Just to make the customer to pay more for vehicles and the government to collect taxes...!!!????? I think Dr B R Ravikanthe Gowda...has to attend college again before giving stupid rules to the public. Being a joint traffic commissioner it is better for him to concentrate on making roads motorable .

    Let's get facts correct. Motor vehicle driver act done in 1989. Yes this rule was introduced that no communication using electronic devices at that time. Fact was navigation was not part and not available in mobile at that time. But recently, in 2019, GOI made a ammendment to that saying mobile phone can be used for sole purpose of navigation but with riders. These were- mobile not holding in hands of driver, no voice commands to navigation. So navigation is allowed on desk mounted devices. I assume even paying music on desk mounted devices are allowed because when forming law in 1989, vehicle dash was not mounted with recent fitment.

    OMG! I know conversing while driving using any method through mobile is banned, I support it. But music, navigation to banned, damned. If conversation inside car using electronic devices is banned then driver should also banned to converse with fellow passengers- same logic diverts mind while driving. What if back side person plays music with his electronic item while vehicle on move. Whom they fine? I was planning to book Mahindra 700, but have to buy Bullock cart now, anyone is selling?! Why don't citizen file PIL, get justice for everyone. I will finance it. But due to unknowing process, can't file by myself

    time to sue all car companies who have taken money for providing navigation , music system and bluetooth in them . if its illegal in the eye of blind govt then it should not be allowed . we are heading into stone age time to take out the bullock cart

    Some people equate hands-free phone conversation to music and radio. But there is a BIG difference. When listening to music and radio, our mind does not go into THINKING/CONCENTRATION mode - as it does with a phone conversation. After all human mind can do active thinking on one thing or another. For example, we can do reading OR writing. But not both at the same time. Drivers must focus on driving - which requires watching the pedestrians, other traffic, traffic signs, etc. A person fully engrossed on her phone conversation does not focus on driving.

    using bluetooth while driving for four wheelers can be allowed I feel....the main thing that needs to be banned is the horns of private buses.....but dist admn and traffic police will never do that as they get hefty sum everymonth as hafta...

    This is absurd. If so, then ban music players abd radios in car. Ban talking while driving. Ban honking by buses which is very scary and distracting. Don't make rules that do not make sense and font create an opportunity to increase bribe cases. Think, use your brains and then implement rules that are needed.

    This is added incentives for cops to loot the public. While it is important that required precautions and safety measures must be taken it isabsurd if they are saying cannot lusten to music etc. Next they will say you cannot open your mouth in the car for any reason . Let them ban driving and provide good,rekiable,timely public transport service or theycan start ferry services... public.

    Ok. Use of Bluetooth is Banned.. what about telephony Provided by the Manufacturer? In other Words the Integration of Mobile phone Calling into the Audio System.. is it Banned?? if Banned why is it Homologated by the ARAI while allowing the vehicle for Sale in India? Maps are also Loaded into the In Car Entertainment System of New age Cars.. why are they allowed by GOI / ARAI if they are banned by GOK
