Daijiworld Media Network - Mangalore (SB)

Mangalore, Nov 14: The success of democratic fabric of the country depends on success of gram panchayats (GPs), said Justice HN Nagamohandas, High Court Judge.

He was delivering the inaugural address at the legal awareness workshop for the elected representatives of the GPs of the district, organized under the joint auspices of Dakshina Kannada Zilla Panchayat and Dakshina Kannada Legal Service Authority.

He called on the elected representatives to work together setting aside party differences. The onus lies on these representatives to live up to their responsibilities for they have been elected by the people with a hope for good as the rural India now is facing a number of challenges such as farming crisis and economic bankruptcy among others, he observed.

G S Narayanaswamy, secretary, department of rural development and panchayat raj, released a Kannada book “Grama Rajya - Mahatma Gandhijiyavara Kalpane” authored by Nagamohandas. The 23 page Kannada book deals with the works and responsibilities of representatives of GPS.

President of DK Zilla Panchayat Santhosh Kumar Bhandary presided. Deputy commissioner Subodh Yadav, commissioner of Mangalore City Corporation K N Vijayaprakash and chief executive officer of zilla panchayat P Shivashankar among others were present.

After the 73rd Amendment to the Constitution of India the GP has become a powerful means of self governance. But the States and especially Karnataka suppress the authority of the GPs for political and personal gains of the corrupt. Unless the judiciary comes down heavily and quickly against such road blocks country cannot achieve the self governance and we can forget fullfilling Bapu's dreams of "Swarajya" ever. Extreme example is in Udupi itself. UPCL power project is built without GP License thanks to Dr.VS Achar &Co.
