Vehicle Registration Racket: Owners Find New Ways to 'Bypass' Tax in State

Mangalore, Aug 22: A huge tax evasion racket wherein expensive vehicles are registered outside the state and then brought in, has come to light. The practice has made a big dent in the state exchequer, but the officials of the department concerned, however, are content to turn a blind eye to this hi-tech method of fraud.

A network of such agents is active in the state and is helping many to successfully evade huge amounts of tax rightfully due to the Karnataka state government.

Registering a vehicle in Karnataka involves paying the registration fees and other taxes. For a car costing Rs 1 crore, approximately Rs 10 lac will have to be paid as tax. However, with the help of these agents, owners can register their vehicles in Pondicherry where the approximate registration fee for a vehicle valued at Rs 1 crore, is Rs 50,000 at the most.

Once fake proof of address is produced, the owners register their vehicle in Pondicherry and pay tax to that state. But basic facilities like roads and bridges used by them are provided by the Government of Karnataka!

The vehicle owners do not even need to go to Pondicherry for the purpose. There are enough agents is places like Bangalore, Mangalore, Dharwad, and Mysore among others. They charge Rs 50,000 to Rs 1 lac as commission for their ‘work’. With this, the owner of the car evades about 90 percent of  the tax he would be liable to pay otherwise.

It is not just Pondicherry, but vehicles bearing registration numbers of other states are also rapidly increasing in the city.

At times, actual residents of Pondicherry or other states might visit the city. These are people whose purpose is not tax evasion. They will just have to get permission from the regional transport office (RTO) by paying the specified tax.

When contacted by this correspondent, C Mallikarjuna, RTO, Mangalore, said that the matter has come to their notice, but due to the ongoing Anna Hazare protest and lorry strike, it has been pushed to the background. The RTO department will soon inform the public of the issue and keep a watch on vehicles bearing registration numbers of different states.

“Time will be allotted to vehicle owners to prove that they have business in both the states and keep travelling with permission. Failure to do so may even lead to seizure of the vehicle. The issue will be fully sorted within a year,” he said.

    Karnataka takes road tax on imported cars in india which is 15% to 20%. Keeping in mind the fact that buying a lamborghini in india is like paying for two and driving on because of the 120% import duty including other charges its totally rediculous considering the fact that we have to search for roads good enough to drive on. Its better to evade tax and eat our own hard earned money than watch some uneducated politician eat it for us. Bring back all black money from swiss banks and develop the country's i.frastructure and then people will wholeheartedly pay tax without any hesitation.

    one India is for votes only. each stae is a country with their own rules and laws.but one can visit any country in the India without VISA or Passport. It is the available freedom the people enjoys. but in near future everybody should have two passport.domestic passport and international passport. Am I correct

    This is happening because of the high taxation. Govt of K'taka should review the taxation policy and reduce it to a reasonable level.
    When you buy a car, there is no rule that you should own business in the state where its registred. You just need a valid address proof which can legally provided. This is the info I got. I believe that the car owners also get fuel bills reguylary from Pondy or Kerala to show that the vehicles plies regularly between the two states.. be it PY of KL. Only way is to bring reforms. It simply does not make sense, even for small car owners, to pay such a heavy road tax of 12% or so.

    hai everybody the taxation in karnataka is the highest in entire india, take for that matter VAT in rest of Karnataka is 12% and in karnataka it is 14%, we pay 2% more,
    road tax in kerala is 6%, Mumbai its 14%, tamilnadu its 13.5% karnataka its 19.7% for cars above 20lakh, roads except karnataka is excellent, why should we pay more tax in karnataka, people here are unaware of the taxation as we are all busi in our own world.
    please check the RTO act - Section 46 of the Road Tax act- says effectiveness in India of Registration, subject to section 47, a vehicle registered in any state shall not required to be registered elsewhere in India, and a certificate of Registration issued or inforced under this act in respect of such vehicle shall be effective throughout India,
    See I have business in 8 states in India and I keep travelling throughout India, and do ?I have to pay Road Tax of all 8 States.... madness, Road Tax amount would be 500% of the Car,
    No RTO can stop our car registerd outside karnataka cause we are all statying in India if such then we may have to have VISA to enter each state, its only local RTO brokers creating problem by eating RTO's head so that both cannot make more bribes....they charge 5000 to 7500 for registration per car which they are not getting thats the reason for all these news........

    First of all let the RTO do something about the rules he has made & bring that under control.
    a) Use of Mobile while driving
    b) removal of dark tint on glass
    c) Loud horns on busses.
    d) City buses stopping anywhere & everywhere.
    e) Illegal basement shops which are actually car parks.
    f) provide us with decent car parks.
    (the list can go on & on.

    take care of all this first & then talk about road tax.

    Secondly, ins't this one big democratic country ?? So why make a big noise about tax. Kerala & Pondy belong to India & tax is paid right !!!!

    This is all because the Tax in Karnataka is high compare to any other state.The Govt loots the people & fill the Pocket. The Minister who did not house to stay, they have crores now. Even after register the vehicle in Karnataka & pay huge tax, we still pay the Toll everywhere. Where does that money goes, there is nothing illegal registration doing in Pondicherry or Kerala. This is all because government giving Ideas & way to commit crime. First Review the Tax Structure & Cancel the Toll Booths. Then Nobody wil register Elsewhere.

    Wow. Great news. Whoever has discovered this loophole he is great. What is the problem in saving tax and yet not break the law. IS it illegal to register vehicles out side state? All the software companies are doing same thing. They are basing in such a place where there is less tax. So that they can make more profit(Save money). All these Semi economic zone(SEZ), x zone, Y zone, Green zone are meant for this. How this is different form this news?

    In 1985 - 1992, my dad used to change his fiat cars very often- he used to get fiats from kerala or tamil nadu and used to change number plates to MANGALORE REGISTERATION and he says it used to cost him only 200 or 500 rs to get it done cos he loves to keep MANGALORE REGISTRATION. Now, at our times, it is  hectic tax that it is painful to think of having a MANGALORE REGISTRATION CAR. What say- an ordinary alto has a difference of 45k between karnataka and kerala and SX4 of 1 lac. CAN U BELIEVE IT.....ITS BETTER TO REGISTER ON SOME RELATIVE'S ADDRESS TO AVOID THIS HECTIC ADDITIONAL TAX FOR THE SAME CAR....THIS BLOODY POLITICIANS OF K'TAKA MAKE PEOPLE SACRIFICE ON OTHER STATES FOR ECONOMY.

    Why should we pay 10 lacs if there are no roads in this state?

    so this is good for all vehicle buyers buy in other state registation done same state after trasfer to karnataka this is not cheatting. cheaters in RTO place if we go correct way to register our vehicle they will tell come tommorow or they fix the date when we went fix date they will tell our records are not correct or our officer is not here. They will ask you openley if you pay some money we will do next day come this time and take your registrastion documents or whatever your job you want from them they will done for you at any cost even a driving lincence also what to do our poor people they want ererything ontime here middle agents are making money from public when agents are in RTO our RTO officers are promtly asking money from them if agent not given they will next time never do there job correctly this is in not only MANGALORE all over INDIA.

    What is the connection between Anna Hazare or lorry strike on the issue of fraudulent vehicle registration??RTO just taking a ride of public.Karnataka need to bring tax net to all possible sectors which is left but in the rate must be reasonable and equal comparatively other states.At present all taxes including VAT cap also higher than other state.To stop all these kind of leakages Govt should give an thought to reform tax structures so that Karnataka's revenue would levied and utilized in Karnataka only.

    If I am the car owner, I would have done the same, to avail tax efficiency benefit.

    Nothing wrong. Why in Pondichery , the car registration is much less comparing to Karnataka. It is the govt. policy which drives people to register in other states. No where in Indian laws says, the vehicle registered in one state cannot run in other state. exceptions might be for inter state transport/passenger vehicles.

    Getting benefit of tax efficiency is intelligent of one's quality. Cheating is absolutely wrong. What I could observe here her availing tax efficiency. Like tax professional CA's these agents are charging money as their professional fess. Thanks to Daiji Dubai for this piece of information.

    The taxes in all states are un-uniform Its because all these states have thier own govts & own rules. They function & behave independently. Its like a different country. So we have many countries within a country!!!!! If there was uniformity...there wouldnt have been any problems. India & Indians are divided within themselves. Its a shame

    This is what happens when the govt fleece people with all hi-fi tax components,i recently got my cars Plates changed from KA to CH, as i am residing in the north and to my shock the LTT i paid for a vehicle costing 10 lakhs was 1500/- and for the same in KA i have paid around 42000/- thats plain robbery, the RTO people in Chandigarh were laughing at me when i showed them the LTT slip of Karnataka.

    Karnataka At TOP(No.1)-
    Fuel tax- Highest in whole India.
    Road Tax No. 1
    Corruption No. 1
    If only 10% of Road Tax collected goes to maintain roads- then we will be No.1 in Best Maintained Roads (in whole India, not even 2% goes for roads).
    RTO offices-
    No SMART Cards to Renewal of licenses even after 2 years of its Introduction in the state.
    Why the govt., outsource it to private players, where it will be done efficiently-just like Mangalore 1. Pan Cards by UTI etc.
    Are We in 21st century in Karnataka?-IT capital of India.
    Minister Ashok please take note-
    In KSRTC buses people blare music on their cell phones disturbing others peace of mind. Please enforce laws to curb this nuisance, allow only the travellers to listen to their own music by ear phones.

    Why you want the vehicles to be registered Karnataka alone ? I have registered my car at M'lore & paid heavy life tax. For what ?

    A strech of road between Punjalkatte to Kuvettu on which i travel frequently has not been asphalted for the last 3 years. The useless "NUNGAPPA'S" of Karnataka just eating tax payers money !!!

    Just let RTO travel in that road for a joyride & see the 3 year achivement of Karnataka Government !!!

    Do we need Anna and the bill to clear this road tax mess.We just need a 1 hour protest in front of Mangalore RTO by any activists to force the RTO to check the documents of just the veichles of Mangalore alone and the RTO has right to impose fine if the fine.The fine is enough to fix the Mangalore bad roads.The veichle owner can keep only few months in Mangalore or should show proof that he or she has a to stay for few months in Mangalore or else the veichle can be seized.We have so many groups in Mangalore to protest for useless matters and to protect the culture.But these groups are useles and will never work for a real public interest work.We readers here can collect signatures online and send the letter to the transport ministry can do a lot of changes. I am ready for this , are you ready ,then ask Daiji readers to make a signature campaign so let us stop this mess .So that crores of rupees can be credited to Mangalore RTO .

    100% agree with mr.john & suraj...Mr Prakash Samaga, let us just analyse that the amount of tax paid for the luxury price vechiles on an average is 10 lac in karnataka state and let us consider that around 25-30 vechiles are been registered per day in the state...the amount comes to 30,000,000 Rs which is minimum and a huge amount....so for a month it will be around 720,000,000 rs (24 days) which is just for a luxury class vechiles, then pls think about other class of vechiles been registered in the state and the amount of tax been paid on daily basis for registration...even the number wont appear in ur calci i hope.

    Now where is all these money gone ???? first of all there is no proper roads,no trafic signals, no footpaths...the only original tar of 1970's u can see on the roads..recently done was only patch works

    If govt spend atleast 20% of the finance from the Registration tax,that is per day taget one road or a street.. our road system would have been like foreign countries and people would not hesitated to pay any amount of tax irrespective of any initial registration fee...

    So which one u feel better now...better not to pay anything to the govt.....there is no question of corruption here, because already the system is corrupt and they hav no right to point out on public. let them take a action on the all the amount collected in the name of road tax and discuss on this new issue

    Which roads are developed by Government?? Most of the roads are developed using PPP and every one of us are paying Toll which is almost double to the amount spent on constructing the road then where is the amount spent by government?.

    Money saved by registering outside the state can be utilised for the vehicle repairs resulted by bad roads of Karntaka, specially Mangalore and Udupi. Provide better roads, if you can not...keep the tax as low as Pondichery. You can drive all over India with any state registration.

    Supreme court has already ordered that you can use vehicles which is registered in other state. It has also ordered that there is no requirement of passing. If other state charge less tax whatz bad in it. Karnataka govt charges high taxes and not utilized for general public, instead it will be in politicians bank account. And @ RTO, its better to clean the RTO office from corruption than speaking about taking action against the Vehicles and its owners.

    I think this calls for a uniform tax policy in all the states of India. When Pondicherry charges only Rs50,000/- why should Karnataka charge 10 lakhs. Does it provide better roads or bridges??? or does the excess money goes to fill the pockets of the politicians.
