'No Funds' in Govt Account, Poor Woman Seeking Compensation Ends up Paying!

Moodbidri, Jan 13: In a strange case, an old aged woman was compelled to pay penalty, after the cheque issued to her by the tahsildar towards natural calamities compensation was returned unpaid for want of funds.

The house of Chennamma (70) from Badaga Yedapadavu village near here had suffered damages because of strong wind and rain two years ago. Her family, comprising a daughter and three grandchildren, is poor. The village accountant, after surveying the damage to her house, had sent his report thereof to the tahsildar of Mangalore taluk.

Based on this report, the tahsildar issued a cheque dated November 30, 2011 for Rs 1,500 in Chennamma’s name and delivered it to her through the office of the village accountant on December 27. She delivered the cheque to Badaga Yedapadavu post office for being credited to her savings bank account there. The cheque was returned unpaid by State Bank of India, Mangalore branch, for insufficient funds.

State Bank of India charged her Rs 100 for the returned cheque, while the post office debited Rs 55 as its charges. Chennamma, who did not have money to meet these unexpected levies, had to borrow from neighbours.  She is now apprehensive, that delivery of the sane cheque again for collection may result in more such levies, and hence thinks it better to retain the cheque with her for the time being at least.

    Reserve Bank has instructed Banks not to charge beneficiary of the cheque if returned. State Bank should pay Chennamma Rs 100/- so also the Post Office. That stupid irresponsible Tehelsidar should be put behind bars for issuing cheques without sufficient funds.

    No worries!!! Shameless officers will apologize soon....and they will tell her to return the cheque to their office. And yet again this poor lady will lose one day wages and bus ticket fare to fulfill the requirement of our public servants.

    no point in blaming as govt, the Babus are to be blamed , we were rated 9.2 in corruption out of 10 for nothing. The ministers are not involved here , they just dont know what is happening around them, they are busy making money, and this is a small issue to them unless someone getz this to their notice.

    Will 1500/- be sufficient to make up losses as today the labor cost of 3 persons a mason , carpenter or helpers will finish of 90% of this amount. if this lady is borrowing from others to clear dues for a bounced cheque issued from a govt arm you surely will find the truth why you are bouncing and vibrating on rural roads......

    Shame on the BJP government. They have funds for everything but to clear dues owed to them, they dont have funds in the coffers. I am aware of another carpenter who had done work for three courts and has to be paid INR 13 lakhs as dues and he has been going to the courts on a regular basis and the judge tells him that funds have not been transferred to the court account to settle his dues for over 3 years!! Wonder if there is any other authority whom this person can approach!!
