Panaji, Dec 10: Chief minister Pramod Sawant on Wednesday announced strict action against all tourism establishments operating without a valid fire No Objection Certificate (NOC) or essential safety compliance. He said such units would face immediate suspension, and confirmed that a Joint Enforcement and Monitoring Committee has already begun conducting inspections and taking on-the-spot action.
Providing an update on the investigation into the Birch nightclub fire, Sawant said that two of the three suspended government officials — Shamila Monteiro and Siddhi Halankar — have joined the probe. However, Arpora-Nagoa panchayat secretary Raghuvir Bagkar has still not recorded his statement.

“If he doesn’t appear before police, we will arrest him,” the chief minister warned, signalling a firm stance on accountability.
Sawant stated that police are working closely with central agencies and expect to identify and trace the nightclub’s owners soon. He noted that the club had no construction licences and was functioning solely on a trade licence issued by the local panchayat.
The chief minister added that the government will consider initiating a judicial inquiry once the magisterial investigation report is submitted. “Based on the report, if required, more officers will be issued notices,” he said, emphasising that the state will not hesitate to act against negligence.
Reiterating his administration’s commitment to public safety, Sawant also declared that all illegal constructions will be demolished.
