Hubballi, Dec 12: The Congress government’s flagship five Guarantees scheme, launched for public welfare, is now drawing criticism for allegedly hindering the state’s development. Among these, the Shakti Scheme — one of the most popular guarantees — has severely impacted the financial condition of the North Western Karnataka Road Transport Corporation (NWKRTC). The government has reportedly withheld a massive Rs 988 crore due under the scheme, adding to the woes of a corporation already operating under heavy losses.
The Shakti Scheme, introduced state-wide in June 2023, has allowed women to enjoy free bus travel across Karnataka. While the initiative has benefited lacs of women, the government has allegedly failed to reimburse the transport corporations on time. As a result, NWKRTC, which caters to Dharwad, Bagalkote, Belagavi, Gadag, Haveri and Uttara Kannada districts, is facing a deepening financial crisis.

More than 27 lac passengers travel daily under NWKRTC, of whom over 17 lac are women. However, the government has reportedly been releasing only about 75% of the reimbursement amount every month, leading to a sharp rise in pending dues since two and a half years, with the total touching Rs 988 crore.
The financial strain has affected key operations, including bus repairs and staff salaries. NWKRTC managing director Priyanka expressed concern, stating that although the government is providing facilities such as bus purchases and other support, clearing the outstanding bill would significantly ease the corporation’s burden.
