Mangalore: Anyone with Two Cents of Land can Construct House - MUDA

Mangalore, Feb 25: "Construction of houses and other buildings was allowed under the Comprehensive Development Plan (CDP) that was in force from 1992 to October 1, 2009. From October 2009, a revised Master Plan II was introduced under which, anybody who owns two cents of land is permitted to construct a house along with 3-mtr wide path," said Mangalore Urban Development Authority (MUDA) president Ramesh S.

Addressing a press meet here on Saturday February 25, he made the above statement in the wake of allegations from some quarters that the poor are not being allowed to construct houses in the city. Ramesh clarified that there are many land owners under MUDA limits who are eligible to contruct their own houses, and reiterated that in case of any confusion, one should approach the MUDA office in Urva Stores, Ashoknagar, directly and get the necessary details and permits.

He said that MUDA was not a profit making concern, and that on December 5, 2011, the Authority completed 25 years. The state government then appointed Ramesh S as its president, along with four other members Sharatchandra Shetty, advocate M Sudhakar Joshi, technical expert Suresh Rao, advocate Kasturi Panja, and advocate M Surekha. "It was for the first time that a technical expert was appointed to the team," added Ramesh. All the members were present at the press meet.

The MUDA president further said, "Nearly 75 percent of the files have been cleared in two-and-a-half months after I took up as president. Application received by the MUDA are mostly single-site applications, and steps will be taken from March 1 to clear the pending files within 15 days under the single site housing project.

Elaborating the Master Plan II, he said that it was formed keeping the future in view. "The current population of Mangalore is 6 lac-odd, and in 2021, it is expected to be 10.71 lac. The Master Plan II has been designed in such a way as to meet the demands of the growing population," he said.

He also said that no construction work will be allowed at the cost of the city's beauty or by damaging the surroundings. Citing the example of the fish market at State Bank, he said that it was set up by the people considering accessibility and economy, however, it has no legal permission and will soon be shifted. "That is not how markets should be constructed, and MUDA will take steps to shift it in the near future," he said.

On a query about the increasing number of high-rise buildings in the city, he said that Mangalore City Corporation (MCC) is the licensing authority and not MUDA. "The licences were given by MCC under CDP. MUDA is concerned only with development plans. However, under Master Plan II, illegal high-rises will not be allowed, and we will not hesistate to demolish such structures," he asserted.

He also said that the work on the proposed multi-level car parking project in Hampankatta, Suratkal, Kavoor, Urva Stores, Pumpwell, and Kankanady would be initiated within six months.

The MUDA will also direct the MCC to construct 3-mtr wide footpaths in the main roads of the city, he said. Also, the development of colonies will be encouraged. Already many colonies have been built.

On problems arising out of partition of ancestral land among family members, he said that families must ensure that the partition is done according to the norms of National Building Code (NBC) so it does not interfere with MUDA's plans of development. He added that before dividing the land, the family members should meet and take suggestions from MUDA officials, so that no problems arise later while undertaking development works.

On a query if MUDA would be under citizens charter which will be introduced soon, Ramesh said that it will not be so for the time being, but may be in the future.

    I think muda should work seriously from now on. bribery is rampant in mooda. He should release the actual cost of single site for a given site. And about breaking unauthorised building only in Balmatta 3 years back obrele towers basement was broken but there are so many in balmatta it self which has no parking at all.
    When a flat is build the number of flats should be equal to the covered car parking. They show the surrounding as play are then convert it to parking. All flats are like that in mangalore.

    Changes appears attractive but cannot expect much because most politicians/Govt. officials have passed out from devil's liars college!

    1. Being a Senior Citizen, I find it difficult to walk round Mangalore ! Forget 3 metres foot path proposed, even 3 feet footpath could enhance beauty of Mangalore and also provide great service to public.

    Just visit Bendore St. Agnis college area footpath. It was announced that our M.P. Mr. Nalin Kumar's area development funds will be used and the footpath will be repaired or upgraded. Where is the M.P.'s funds? Where is the promise? Giving empty promises has become the habit to politicians.

    Looks like Palemar's steam has run out . VIsit Mangalore Registration Office , Apparently Palemar walks and pulls any file , Since he and Jagadish Rao Donated all the Steel Cupboards. Just beacause of the Builder lobbby headed by Palemar , Small Land holders were affected. Shame on BJP for bowing to Palemar as a Candidate, There are more able people. Palemar is just another Land Broker turned big, So whats the big brokers are always as in Kannada Tale Hiduyuvavuru - Pimp. I am Not surpprised with this new change with the exit of Palemar.

    In the new CDP alot of areas have been defined as " park and open Space ". Many Citizens are not aware of it and their properties have been rendered useless and worthless.This mischief has been played overnight without calling for objections.In these areas renovation/ reconstruction of a house is not possible.Lets find out who was the master brain behind this move.

    Such properties are now available for a song.The Mangalore land mafia buys it , changes the zone at Bangalore level and then resells it for a bomb.This is the trick.Watch out , your property may be one of them.

    It is really stupid to change the law like changing shirts! How can anyone talk of 'development plan' when the building laws in Mangalore change every 3 months? MUDA is passing on the buck on Municipality for allowing illegal construction while they themselves are party to it. People should be informed the pitfalls of miniscule division of property so that they avoid the problems later.

    Previously City Improvement Trust later Mangalore Urban Development Authority were the Govt. bodies only to fleeze the people. If it was really for planning theCity, the position of roads wd not have been as they are now. Only Multist oreyed buildings were permitted without planning for the wider roads required when more and more building users/customers with vehicles. Roadslide building are being constructed even now. So,the said Bodies though existed for last 150 yrs., were extracting monies from people wanting constructions, but no actual planning for a future city.

    If MUDA is really want to help the poor, they should grant single site approval upto 5 cents. But, they have not granted Single Site approval for my 4 cents land for the reason that as per the new CDP I should have approached MUDA before going for partition of my family property. Neither my lawyer nor the Registrar informed us about this new CDP. As a result MUDA denied single site approval for my inherited property. Now what is the solution ?

    This is a very good move by MUDA. Definitely the small land owners are benefited and also people can think of buying 2 cents of land in the city. I know Thokur Sharatchandra Shetty, he is my classmate and really he is for common man's rights. He is from Suratkal and BJP should consider him as a potential candidate for the Vidhana Sabha Elections knowing fully well what Palemar has done, who is presently MLA from Suratkal.

    Friends, you may say anything. But the truth was those who approached MUDA to built houses were not having proper documents to prove the ownership. Then its’ start the irregularity. Pay the money, MUDA official itself issue duplicate certificate to build houses on this plot but it will be problem in future for those people who constructs houses on this plot. Most of the time people get permission on illegal sites for construction of houses and then slowly convert them to hotel, massage centre, etc. Do you have to pay bribe when we have all legal papers to prove the ownership? Never, no official have guts to ask for bribe in that case. We, our own people offering bribe to do illegal business and then blame concerned official.
