On August 22, 2011, Daijiworld in these columns had published a report on the vehicle registration racket wherein expensive vehicles were found to be registered in Puducherry (Pondicherry) and other states as a means of evading tax in the state.

Within four months after the matter was taken up by the RTO here, a whopping Rs 1.55 crore of tax has been collected from 25 vehicle owners.

Addressing a 'meet the press' interaction here on Wednesday May 30, C Mallikarjuna, RTO said that 45 other vehicles were traced for registering in others states and thereby a tax of Rs 30 lac was collected.

"No one should be encouraged to practice this in future," he said.

On the issue of high beam headlights being used on the highway by vehicles, he said both the RTO and the police department will look into the matter.
 
On implementaion of the order against tinted glass in vehicles, he said to whatever possible extent RTO has been trying to educate people on this, however, by June 4, strict action will be initiated, he said.

On Jokatte incident wherein eight labourers were killed while being transported in a goods tempo vehicle, he said cases have been registered on the violators.
 
About tax collection by the RTO in the year 2011-12, he said the target was Rs 101 crore, but it collected Rs 112 crore. Tax collection was Rs 47.60 crore in the year 2006-07.
 
Speaking on administration of the RTO office, he said that at present the RTO office lacks sufficient staff, however, more staff will be recruited in the coming days. "There are demands for issuing smart cards, and after the problem of staff scarcity is sorted out, driving licenses will be converted into smart cards by the month of August," he said.
 
"Search for land for automated driving track for effective tests is going on near Mudipu. Rs 4 crore is set aside by the state government for the purpose," he said, adding that there was a need for a 10-acre land for the project.
 
Every day, about 150 driving licenses, 100 LLRs, 200 new registrations of vehicles, and  in all 1,500 applications are sorted out in the city's RTO office, he said.
 
He also said that the current building of RTO will have a corporate look with air condition among other facilities to provide good working atmosphere for the staff.

    ur a joke. if u have enough money to buy high end vehicles then why cant u also pay the tax? it is a shame that people who can afford to pay taxes for such vehicles are acting cheap and devading tax. pay up or go to puducherry dnt come back...

    If you are a citizen of India, you dont need a passport to go to another state. So why make an issue about car registration. If you had standard road tax for the whole country, we would not have to make use of so called "loop holes".

    He says that everyday 200 new registrations for vehicles are received, that is 50,000 new vehicles in DK district.
    God help us, surely we cannot walk along the footpaths sooner, within a year or two.

    The taxes in Karnataka are the highest by far and we still find our RTO seriously understaffed, inefficient and the worst kind of testing system for drivers. Perhaps I could train the RTO driving techniques of International Standards, Defensive driving and what to be done in breakdown and emergencies. A friend of mine passed his car driving test just by dis-engaging his handbreak on a downhill while the car was in Neutral. The inspector must have thought, this is a good driver. he saved petrol by not turning the ignition ON. And yeah, we also have pathetic roads despite collecting so much of taxes. Now like one of the comments above, how much routed to the officers' pockets? And last of all, my License was renewed also on a old torn defaced booklet with only a New photo pasted on old photo, instead of scrapping the book and issuing a smart card. Seriously, we are paying too much tax for nothing.

    Rakesh has so much of Congi Phobia that even while reading any news article on Daiji website he can see the UPA faces , and he thinks like him all readers support congress blindly .. I can just pity this guy and Wish get well soon message . Probably he would have the realisation that when he wouldn thave the guts to ask the doctor treating are you BJP or Congress .

    mr R.T.O what about the KL registration vechiles.These kadapus (Keralates) are living in Mangalore and having kl registation pls collect tax from them you will at least get more than 3 crores.Half for goverment half nimma kesege ok

    Here in India everyone flashing their light to indicate they have the right of way first, unlike in other countries, wherein, if a vehicle flashes their light, it means that the other vehicle should proceed with caution. When will RTO learn global traffic rules with regards to vehicle honking, helmet wearing, tinted glass on windows, number plate standardization etc. These people can collect so many fines from the vehicle owners, if only the RTO knew about vehicle rules themselves!

    I would request the RTO officer to go for a Training abroad to know How other countries issue Licenses. Here in Oman it takes around 5 months to clear the tests and outcome you can expect is a Good Driver and safe roads.

    In the press conference, our media friends didn't ask the RTO, why people are registering their vehicles outside Karnataka!! Its because compared to other states,registration fee is double in Karnataka.Let the Govt.take necessary steps to equal it to other states.

    Well all praises for RTO for doing a good job. BUT when I applied for the renewal of my DL which was a easy to carry plastic card to my surprise I got a 1947 book format of the renewed licence. Whereas my wife applied for a new DL last year she got a chip enabled plastic card. Why RTO is going back to past???

    Why are the RTO staff sleeping in Udupi dist aginst this and tinted glasses? The supreme court gave the deadline for the tinted glasses, the police dept is involved in mockery of the same by removing it. Dear Police personnel of both DK & Udupi dist - it is not your duty to remove but to fine as per the rules. Please do it. How can they say about grace period when the court order says 4th May as the deadline?

    Congrats RTO Mr mallikarjuna...for being kept informed about RTO's business.Tax evading is a racket which is a loop hole in the system which should be irradiated legally by amending MVA.

    Importantly, the outer environment of RTO office should be monitored to clip the pimps and unauthorised agents who are virtually a parallel system to get RTO service done.The norms of Driving License should be tightened in order to bring discipline in the driving in the roads.We are looking forward a corrupt free or Corrupt controlled services from Mangalore Regional RTO OFFICE.
