NRI Doctors will be Allowed to Practise in India: Azad


Bangalore: Sept 9 (DHNS) : ‘Centre plans to screen people for major diseases’
Non-resident Indian (NRI) doctors, who were recently allowed to join as faculty in medical colleges in India, will soon be allowed to practise here, Union Minister for Health and Family Welfare Ghulam Nabi Azad announced on Saturday.

He was speaking after inaugurating India’s first Employees’ State Insurance Corporation (ESIC) medical college at Rajajinagar at a formal function at the Vidhana Soudha.







Azad said NRI doctors who had done their post-graduation in the United Kingdom, the United States, Canada, Australia or New Zealand would be allowed to practise in India. The move was aimed at reducing the acute shortage of doctors in the country, he said.

“We had allowed NRI doctors from these countries to teach medicine. Now, we will allow them to practise,” Azad said.

The minister said suitable changes would be made in the National Council of Human Resources in Health (NCHRH) Bill and placed before parliament for approval.

Azad said, under the national programme for control of non-communicable diseases, the Centre planned to screen the nation’s entire population for diabetes, hypertension, cardio-vascular diseases and cancer.

A pilot project had already been launched in 100 districts of 21 States for prevention, early detection and treatment of these ailments. However, the programme was moving at a sluggish pace due to shortage of doctors, he said. A recent planning commission document had put the shortage of doctors in the country at around six lakh.

The Centre has relaxed eligibility and infrastructure criteria to encourage the private sector to open more medical colleges, he said. The Medical Council of India (MCI) will soon enhance the teacher:student ratio for MD courses in forensic medicine, oncology, surgical oncology and radiology, he said. The move will help increase the number of superspecialists in these fields.

The ESIC medical college at Rajajinagar has admitted 100 students for MBBS course in its first batch this year (2012-13).

More colleges

Union Labour and Employment Minister Mallikarjun Kharge said the medical college had been planned to be at a par with international standards in terms of infrastructure and other facilities. He said the Centre was mulling over reserving 45 to 50 per cent seats in ESIC medical colleges for children of employees insured under ESI scheme.

“These medical colleges are coming up with the funds contributed by employees. The children of such employees deserve to be given weightage during admission. MCI has been requested to propose the required amendments. We will send the proposal to the Attorney General for legal opinion”, Kharge said.

He said the labour ministry had sanctioned projects worth over 3,000 crore to the State. The State’s second ESIC medical college in Gulbarga would be opened soon, he said.

ESIC plans to set up eight medical colleges across the country and is ready to start at least four next year if MCI accords approval, Kharge said.

Chief Minister Jagadish Shettar said the State government would provide necessary support for the ESIC institutions. He said the government was in the process of identifying land for several other projects proposed by the labour ministry, including opening of ESIC nursing and para-medical colleges in the State.

    I am sorry - which planet are you in?. I was one of the top 100 doctors in post-graduate medica entrance. I was top performer in my medical school. Despite all these because I do not have reservation I had to go to USA - i put forth same effort and I am one of the TOP electrophysiologist (heart rhythm doctor in case you do not know what electrophysiology is) in USA!!!.

    I left India becasue my merit and my hard work meant NOTHING when i was placed in front of someone with RESERVATION. Now I am in a society which cares more for MERIT THAT FOR RESERVATION.

    Contrary to your argument - NRI doctrs are top of the cream - why do you think SOnia Gandi came to USA to get treate by an NRI doctor?. Why do you think Yuvraj Singh went o USA to get chemo?.

    Because USA trains one of the best crop of physicians in the entire world - and this cream has 30% doctors of Indian origin!!!.

    I can also argue that people who did not qualify in MCCEE and USMLE and did not get high marks and VISA stayed back in India since they were NOT qualified enough to practice any other country than India.

    Either way I want to come back and serve but NOT likely to happen if my chldren have to face same DISCRIMINATION IN TERMS OF RESERVATION.

    I still love my country but my own motherland keeps on reminding me that I was short-charged for the lack of reservation.

    I HAVE MBBS ONLY FROM INDIA AND PRACTICE IN AFRICA BUT NOW IN USA I DO NOT PRACTICE ,WHAT ARE THE CHANCES OF PRACTICING IN INDIA, OR SET UP MOBILE UNIT FOR VILLAGES

    I am practising in UK in the well know NHS. I am an Emergency medicine doctor, What we call back home as casualty. Although this is a good move by the govt , this will not drive people back home to india. Every country practises medicine differently. Patient care is our first priority. But in UK everything is free so we can investigate patients appropriately. In US its insurance based so every patient gets head to toe scan. But in India you have to pay for every thing. Including blood tests.In UK if a patient came with a broken wrist to Emergency department I would reduce the fracture and put a plaster and send the patient home. where as in India you will be admitted to hospital have a operation, but the outcome will be the same. So there comes a balance between how much one can afford and how much you can investigate and get the treatment. The doctor will be labelled wrongly. Either doing too much or too less. Institutes may not hire you because you don't bring them income . overall its a very grey area. My friends knowing me recommend I stay back in UK and practise here. Sorry guys I am OUT !

    Its a welcome decision by the Centre. we have very good doctors of Indian origin serving in USA, Europe and other parts of the world. India will definitely benefit from their advanced knowledge and modern medical technology.

    I think all NRI Doctors tried their luck elsewhere but in vain since they have to compete with few other Countries Doctors too. As if “Laut ke Buddu Ghar Vapas Aaya” NRI Doctors too vie for Indian market which is more lucrative than Foreign Countries. Whichever Doctors he or she is? Poor men have to pay the fees as per International Standard in Indian Market too. I think Government should start levying extra taxes on Consumer Products for Doctors and Government Employees separately in the packet itself
