Udupi, Sep 30: Administration of town hall in the district and ban on the plastic bags were the major issues discussed during the City Municipal Council (CMC) meeting held on Saturday September 29.

Jayananda, leader of opposition in the CMC, said, "The new air-conditioned town hall which is set to be inaugurated on September 1 is expensive for the weaker sections of the society. In every district the town hall is managed by CMC and not by the private companies. The rent for organizing a programme in the hall would cost more than Rs 40,000 which a common man cannot afford. On the other hand the municipality is planning to hand over the management of the town hall management to private organization which is not a right decision."

MLA Ragupathi Bhat agreed with the same. He said that the government which has invested Rs 4 cr on the Udupi Town hall project has come up well and has added to the status of the district. Giving management of the same to a private organization is not supportive as the town hall is utilized for conducting majority of the cultural and social programmes and hence it should be cost effective. CMC can also think of making arrangements for A/C as well as non A/C hall so that it will be affordable by both rich and poor. Tender should be given for the maintenance of electricity, water and cleanliness. Functions like marriages and ticketed programmes can be charged as per standards, he added.

CMC commissioner Gokuldas Nayak said that the first phase of ban on plastic carry bags in the district which came into effect from September 15 was a successful one.

Kiran Kumar, CMC president, said that disposal of plastic waste posed a major problem to the CMC as a large number of people visiting temples and beaches use plastic carry bags. This has spoilt the beauty of the city, he said. Plastic cups, plates and thin plastic sheets will be banned. He also said that in the first stage it is essential to create awareness among the people regarding the problems faced by the use of plastic. Later on strict measures will be taken.

A discussion regarding the necessity of zebra cross in the city was also held. The project report has been forwarded to the government after which it will be implemented. The change made in the student scholarship procedure which is creating problems to release funds was also discussed. Earlier the income limit was Rs 39,000 which has now being raised to Rs 2 lac. As many as 1000 students benefited earlier. But now only 150 students are given scholarships. A call will also be made to address the scholarship issue.
