Mangalore, Oct 6: The city crime branch police led by inspector Venkatesh Prasanna and police commissioner Manish Karbikar carried out a massive raid operation on a house at Kodialguttu here on Saturday October 6, arresting 27 persons and seizing Rs 78,69,850 in cash.

The house in question was taken on rent by Suresh Kumar from Gujarat. He and his associates were involved in a hawala case, transfering big sums of money from people who wanted to evade tax or had black money.

Modus operandi: Suresh had associates in various places who would already have stock money. When a person would come with cash to be transferred to some place, he would pay the amount in this house, but the actual transfer would be done by the associate in that place using the money from his stock. The money would reach its destination within half an hour, while the amount paid here would go to the accused. For every lac, a commission of Rs 7,000 was charged, which was deducted from the cash reaching the recipient.

This way, the clients would evade tax and easily transfer big amounts of money going into several lacs. The hawala operation was based purely on trust and no records or receipts were maintained or exchanged.

The police team, based on genuine information, kept a keen watch on the house for seven days, and on Saturday conducted the raid at 4 am. Throughout the day, whoever came with big amounts of money was rounded up and put into a room. By evening the number of detainees reached 27. Some of them came with Rs 20 lac, some with Rs 25 lac and so on.

Apart from Rs 78,69,850 in cash, the police also recovered, 27 mobile phones, 17 bikes, and two hawala jackets (special jacket with many pockets).

The business used to run under the name of Patel Ashish Kumar Kanthilal and co, Ahmedabad.

The accused have been booked under Section 41 (d) of IPC and other sections.

Speaking to Daijiworld, CCB inspector Venkatesh Prasanna said that the police had suspected that the money brought into this house was being used for terrorism. "However, no such activity is taking place. It was only to evade tax and hide black money," he said.

    It is Wrong to equate all the Gujaratis with Narendra Modi.
    Modi may be very heartless and fanatic, but all the Gujaratis are not the same. They are hardworking, enterprising, and also friendly, Secular and helpful to others which I have observed in Mumbai. For the kind information of Mangaloreans - there are some Gujarati Muslims (Khojas, Memons, & Bhoras) also in Mangalore who are in Arecanut, Coco, Venila, Cashew, and Readymade Garment Business, but they have similar surnames like Hindus.

    How you people will feel if the people of Other States start equating all the Kannadigas with Corrupt Yeddy or Criminal Reddy or Stamp-scam Telagi, just like we are generalizing all Gujaratis as mini-modis ??

    I fully agree with Ms. Reshmi Salian, M'lore, although it's not directly concerned with hawala. Mangalore is being dominated by Malyalis and there is the danger of the city turning into another Mumbai. They are trying to impose their culture and language on the local populace. The natives of Mangalore are compelled to speak in Malayalam at the entrance of any school, hospital or any other public institution, since the staff right from the bottom (gatekeeper) to the top (deputy or assistant head) are Malayalis. I have seen a young Malayali watchman behaving rudely with an elderly Mangalorean just for not answering his routine query in Malayalam. Since their state has achieved 100 % literacy, they are under the impression that the natives of M'lore are unskilled, semi-literate, timid and unintelligent people. They could not succeed in dominating Mumbai, which is dominated by northerners. So they try to survive there by learning Marathi in tutorials. Looking at the changing situation in our own city, I understand the activities of the Shiv Sena and MNS in Mumbai is the outcome of dominance by outsiders over the locals. And if such dominance by outsiders goes unchecked, time is not far when Mangalore will also witness the rise of (militant) organisations similar to those in Mumbai.

    Such hawala racket, also called "hundi" is prevalent in Gulf countries through which money reaches the beneficiary faster at his doorstep and cheaper when charges are compared to international transfer agencies like Western Union. Though termed illegal, no one complains against them since they are well known for their honesty and integrity, and hence no action is taken by the local authorities. It is the banks who lose as a result of hawala transfers, but they are least bothered.

Nothing will happen. This is similar like makta raid ( person will be inside from 10 am till pm) next day his name will appear with his age in the bracket (xx). that is all.

    Hawala of Gujarati Businessmen may be harmful to our Economy to the extent of Income Tax, Service Tax etc, not paid, and nothing beyond that.
    There is another racket of Rajasthani people who gobble old coins and cause immense shortage of Coins. While currency Notes are having a very short life span of 3 to 4 years, the Coins actually have life of not less than 100 years ( some times many centuries). Then today why we do not find any Coins which are more than Five years old ? What happened to all those Tons old coins minted prior to 2007 ?. RBI has not withdrawn any coins except below 25 paise coins.
    To know the answer , we have to know the basic fact, that the nickel and other mettle used for Coins go on becoming costlier gradually and the ONE RUPEE coin minted in 1990 fetches the mettle worth Rs.2.50 at today’s cost when melted. So, there is a well- knit racket of Rajasthani people who gather such coins from the market by paying slightly higher price and then melt the same and get bumper profit. Melting any Legal Tender money is a grave criminal Offence. Even then till today police have not caught even a single person from such “coin-Melting” Racket in last 30 years any where in India, while Hawala people have been caught many times.
    These Coin-Meltors are more harmful to our Society & Economy than Hawala racket. Can Police catch them ?

    I have always observed that in South India all the people confuse between GUJARATHIS and MARWADIS.
    It is better to know that Gujaratis are from Gujarat State and Marwadis are from Rajasthan State. South Western Part of Rajathan is called as Marwad or Marwar, and Banias and Jains hailing from this part of Rajasthan are called Marwadis or Marwaris. Marwadis have different language and culture as compared to rest of Rajasthan, hence they are separately called as Marwadis and not as Rajathanis.
    Marwadis are usually engaged in Blood-sucking Money Lending Business and Purchasing Stolen Goods wherever they settle. But Gujaratis never go for such heartless money lending or Stolen Goods business, but usually Gujaratis are in honest Cloth Business, and in D.K they are in Arecanut business. It is they who are responsible for getting such good price for Arecanut that is once it was sold for paltry Rs.15/- a Kg, but today it is Rs.250/- a kg. Our district people are benefitted a lot due to these Gujarthis, unlike dishonest Marwadis.

    May be this is illegal business transaction for Govt Authorities, but people trust this business idea tendering legal money too. Like every MLAs’ or MPs’ and Political Leaders their Income every time they required to file the Income Statement in the Office of Chief Election Commissioner of India, where as we can see their Income grown some time more than 100 times to their known Income but ECI never bothered to enquiry about the sources of Income and nor they are allowed to ask the question. So making money on illegal way is not called illegal wealth but non declaration of known Income is illegal according to Indian Government Authorities

    From technical reason how legal is this ride and arrest? If you read what is written on a Rupee note you will see that it is a legal tender which can be used anywhere. If someone was cheated - then yes, I can see how this operation is illegal. But there is no one complaining about cheating or anything here.

    Cash transactions are not illegal. Businessmen, especially jewelery shop owners and as someone mentioned coffee planters, areca nut growers/buyers have been using these type of system since time immemorial. Heck even many of us expats have availed such system when we needed to transfer money quickly to another city far away.

    I frankly don't see how these arrests can stand in court of law.

    CCIB should be using its time and effort on catching real illegal stuff instead of catching small fishes and labeling genuine businessmen as hawala operators.

    This is not any big catch, as it has been going on between Gujarat and other cities of India where Gujarati Businessmen are in big number, since last 40 years.
    These transactions are based on only Trust and on simple principle that "Gujaratis should Deal only with another Gujarati". In this Gujarati Hawala the Cheating is virtually ZERO, that is why commission is high that is as much as 3 to 10% per transaction of just 10 minutes, which take place only over Phone and oral Passwords (usually the serial Number of 10 rupee Note with the final Receiver) known only to those inside people, and they never accept any amount from unknown people. So, it is safe from terrorist links. Here the only crime is that the INCOME TAX is evaded that's all, and no other crime is involved.
    In 1960-70s it was Gujaratis who first started unauthorized COURIER Service called "Angadia" and gave tough competition to Postal Service all over Gujarat and Bombay. After seeing their success the Central Govt legally allowed Courier service and today we have hundred of legal courier services, but Angadia is closed.
    Gujaratis are basically Trustworthy people and not Cheats like Marwadis (Rajasthanis)

    This trade of black money is huge in Real Estate. People in Mangalore do not want to register their flat or apartment for full value and evade registration charges by undervaluing their house by 30%. Undivided rights played a greater role in such registration for many years which had a slow death over years. It is very important that the Police and IT raid all the real estate developers to check for what value their registering their flat/apartments. Never expected that such a situation would occur in a small city of mangalore where the only big business activity is Education and medical.

    The source of all this black money is arecanut and cashew kernel. The marwadis are active in these businesses. Huge quantities of arecanut and cashew kernel is smuggled with connivance of Commercial Tax Department, Income Tax Department, APMC. The goods are transported without bills and in return cash flows back to Mangalore. The CCB police can investigate deeper and find out how the goods were smuggled with connivance of commercial tax department, book the officers who worked in mobile squads and check posts. Inform the commissioners of both these departments. This would definitley can bell the cat-BLACK MONEY.

    In MY opinion, I feel the people who were using this type of "trade" should be more severly punished than the "traders' who were just workers earning a "mode" for thier living.

    Moorever, where did the people "source" this money which they were using in this trade ?

    This "middle east type" banking should be fully abolished and cracked down whith more emphasis on those "black money users" of this trade.

But the fact remains the same - We Indians want to avoid the taxes and we collectively are responsible for the generation of black money. We try to evade taxes where ever possible even if it involves small amounts. This is happening all around India and we blame party in power all the time. I am sure we will not a single person in India who can proudly say that he has not engaged in tax evasion.

    Mangaloreans beware..check the credentials of person before renting out flat/house. You never know when terrorists land in your house and you will be in trouble. Need to be very careful about these guys from other states. Mangalore is dominated by malayalis now. They own lot of shops in Mangalore and they start their conversation in Malayalam. Dominance of malayalis in Mangalore is worrying factor.
