Mangalore: RTO Warns of Action Against Erring Drivers

Mangalore, Oct 7 (DHNS): Regional Transport Officer (RTO) Mallikarjuna said that the authorities will initiate action against rash driving by the bus drivers.

A sticker with the phone number of the RTO and the police will be pasted in the back of all the buses in Mangalore, to facilitate the pedestrians or vehicle users to register complaint against rash driving.

Speaking at a transport adalat here on Saturday, he said the drive will commence from November. Once the RTO gets complaint, both the complainant and the bus drivers and the owners will be called to find out the genuineness of the complaint. If the complaint was genuine, then the authorities will book a case against the bus driver.

Nagarika Hitharakshana Vedike President Hanumantha Kamath said that the KSRTC had sought permits for running City buses from Mangaladevi to Bondel, Mangaladevi to Kunjathbail, Surathkal to Talapady. There are over 100 permit applications submitted by the KSRTC between 2004 and 2010. However, the RTA has failed to issue permits citing DM notification of 1992, which bars the entry of buses to State Bank area. He said the RTA can issue permits for those which do not come within the perview of DM notification.


Seats for senior citizens

Mangalore Citizens Association Secretary Choodamani and former deputy Mayor Judith Mascarenhas urged the RTO to strictly implement the seats reserved for senior citizens and physically challenged.

There are two seats reserved for the elders and physically challenged, but they are either inaccessible or occupied by others. There is a need to sensitise the bus conductors on the issue, to which, the RTO replied positively and said that a sensitisation programme for the bus drivers and conductors has been chalked out by the authorities.

Choodamani urged the RTO to provide a bus facility from Akshabhavan to Kudroli and Surathkal.


Evading routes

John Rodrigues said that a few buses are not following the bus routes properly. Citing the example of Hampankatta-Saripalla bus, he said that the bus is not following the designated route during non peak hours and are forcing the passengers to get down from the bus at Kadri, to which, the RTO promised to initiate action.

Someshwar GP former member Ismail said that the bus operators threaten commuters if they file complain against the bus operators. KSRTC bus should be introduced to Someshwar and Ullal, he said.

The RTO said that if the bus operators threaten the complainant, then it is an offence, which should be brought to my notice. “I will initiate action against them,” he said.
 

Honking drivers to face music

When a citizen said that inspite of repeated appeals, the bus drivers continue to honk, at Ambedkar Circle in Mangalore, the RTO said that it is a school zone and honking is strictly prohibited.

“The students and the public have been bearing the brunt of noise pollution. Though the shrill and multi-tune horns had been removed, they have again come back,” he regretted.

The RTO directed the inspector to suspend the license of those drivers who are found honking in the vicinity.

    I appreciate the duty of our RTO officers rendering towards traffic control, noise pollution etc.
    I would like bring some of the aspects to their notice
    1. With continued efforts, the heavy honking by bus drivers is still on (Most of the time unnecessary)
    2. The buses (private) stops everywhere without the signal for the vehicles behind and take others for granted
    3. Buses do not stop in the bus stand but elsewhere, most often mid of the road. they do not utilize place provided for passenger to alight and board the bus.
    4.. Most of the literates drive while talking over phone and contribute significantly breaking all the possible rules on the road and heavily disturbing the others on the road
    5. Significantly less number of people in mangalore knows about the availability and the function of indicators facility
    6. "AIR POLLUTION" some of the vehicles specially while climbing the slopes emit exorbitant smoke and people behind can barely see the road.

    I had complained to RO regarding bad treatment to me (73 years old Senior Citizen) I was called for personal interview. The owner was also called. I was there intime. The owner and the concerned staff was not there. I personally explained my experience. Till now I donot know whether the conductor or the owner was warned or fined. This is the attitude of the RTO. What else can you expect?

    Good move by RTO Officials to have a meeting of this kind. What my concerns are :
    a) Why do you want public to call you when a driver is found at fault? why cant the Traffic Police around take action against them? Coz we believe that calling bus owner and driver to your office will not result in postive actions.Can you revoke driving licence of such drivers say for 03 months suspension or similar & leave them with a warning after 03 months? If you can implement this kind of action, things might change.
    b) honking continuously and rash driving with reckless over taking is the mantra of city bus drivers. they are insensitive to pedestrians, elderly, children & women as well. can you keep a watch on these drivers & take appropriate action against them?
    c) insist with local authorities to completely streamline traffic movement with proper signal lights at places where it is necessary. Example : Nanthur Junction, shedigudda near that market junction, near besant - canara college junction, many more bottle neck junctions. This should help traffic police and more to general public.
    d) we find no action taken against drivers who are directly responsible for deaths of so many innocent public, due to their rash driving? Do the owners pay a compensation to the families of these victims?
    Transparency and strict actions in our systems is what is lacking & unless that is put in place, descipline among drivers will not prevail.

    Why the R.T.O wants complainant to come to the station with bus owner and driver ? Is it to put ordinary poor people in trouble ? Are they scared to face bus owners and their lobby ? They have full authority and power to deal with any wrong doings. Once they get many complaints on same bus or driver, they can just track movements of the particular bus or errant driver. Why unnecessary drag innocent people who help them. Our police wants easy job, except to take bribe

    Yes – of course, the ordinary people like us, pedestrians will come out of our slumber and work with your bright ideas and take the drivers to task. You know the nature of these bus drivers – any complaint that is lodged will be used against them by the authorities. This may also result in the bus drivers and owners taking revenge on the complainants and what will the police do? Just ignore it. May be you are not, but the pedestrians are busy too you know!! If anybody has any commonsense, they will ignore this and not get involved with the police and their stupid bureaucracy. I wouldn’t.
    Why don’t you position some of these nothing-to-do policemen over different areas and let them do their job instead of sitting and picking their teeth.

    God bless you for at least waking up this late in the game! Now, do something useful and sensible.

    RTO says they will display their numbers in the bus, by the time the passenger complaints in the crowded bus and God alone knows when the RTO will take action on the erring bus driver. The buses should not be parked on public roads or footpaths in the nights. In areas like Valencia, Morgans gate, Balmatta etc. This also goes to some nursing colleges when they park the buses in public roads.

    This is a joke of the year.never seen a corrupt office like RTO.they are only in govt service to fill their pockets.You need to sack the RTO rest will come on line.You can watch them on udupi highway collecting money from out station vehicles but they will not yhv courage to stop local cars.Bus ownersgive fat packet to RTO what poor man will do .just gracefully accept as he is shameless.

    During then DC, Bharatlal Meena's tenure, he had introduced lots of good programs that brought reformation and innovation in future needs & planning of all departments including RTO hence we still remember him.
    The sitting DCs too should initiate such all department meetings periodically and find a solution then and there because questioning department heads too will be there to find a quick solution and for immediate decision taking.
    There are many bottle necks in the interior roads due to steep 'L' & 'S' turns/curves that should be rectified. There are dangerous open water drain gutters, open MESCOM cabins with live wires dangling, unscientifically installed MESCOM poles almost on the road, unscientific car-belly damaging humps that too without any warning sign-boards, no footpaths or existing footpaths with uneven surface or open gaps etc. There are many unscientifically located bus-stops being used by homeless and cattle, the stray cattle, left free by their owners inside the town/city to feed from garbage bins etc.
    The local bus should be tied up with Govt KSRTC as KSRTC’s Local-Bus wing and introduce routes to all essential locations around the city at regular intervals according to the traffic in every route.
    There should be "35KM/HR SPEED LIMIT INSIDE THE TOWN/CITY" and "IF DRIVING RASHLY CONTACT: PHONE/MOB/E-MAIL of RTO & DC" sticker on the rear portion of all local buses. There should be all three types of contact details so that the public can complain the matter to the RTO & DC through phone, sms or e-mail that will remain as Complainants Record in both the department. The public can even be able to send photos and video clippings of rash driving, for future disciplinary action against the rouge public transport drivers.

    Why should the RTO and the Traffic Police wait for complaint from the public for taking action ? Why cant the Traffic Police on the roads take action against rash bus drivers instead of looking at the other side ?

    WHAT A BRILLIANT IDEA BY OUR HONOURABLE R.R.O.

    He is going to put a sticker at the rear of the bus . Passengers must call him if they find driving rash at its trip . Then he call the driver and the bus owner to his premises and fine them if he satisfy with the genuinity of the complaint.

    Hats of to you SIR . What a brilliant idea.Do you think any of the complaint you are going to get will be genuine ?? NEVER.

    BUR DO CALLING THE DRIVER AND THE OWNER FOR INVESTIGATING THE COMPLAINT FROM PUBLIC. THAT MAY THICKEN YOUR VALLET.

    Majority of bus drivers, conductors, in adition one or two jobless helpers/rowdy's always there in most of the bus. How come poor single policeman question or take action against them. Other than lone policeman with kaki dress and topi on is head, there should be plain cloth police staff should be arround to support and take action immidiately. Even strict action should be taken for vehicles parking at no prking zone. After repeated accidents and three deaths at a same place at Shivabagh, police kept two NO PARKING singnals, but arrogant vehicle owners park their vehicle right in between these two sigmals without any fear. In Mangalore, other than Hampankatta and near Corporation office no one cares for any rules. Like in Middle East erring drivers should be taken straight away to the police station alongwith their vehicle from the spot and made them come to station three or four time to clear the case befor handing back their licence and other documents.

    RTO Officer, Mr. Mallikarjuna, we appreciate your decision to initiate action against rash driving by the bus/Vehicle drivers. Spate of accidents will not reduce unless punitive actions are taken. Peoples LIVES are in the hands of these drivers. RTO authorities concern is genuine. Safety and health measures are must in any industry.

    It is a very much needed move from RTO. Please get very strict with the drivers, because they know they can get off easily without fines harsh driving is contnuing on the roads with no respect for pedestrians. RTO, please fine all the harsh drivers heavily. Suspend their license for a week! Once their daily income is affected, then only they will fall on track, and others too will learn from them. Also, most of the drivers are uneducated, hence rash driving and everyday accidents. Please make it compulsory atleast a minimum qualification of SSLC. Also, the first three rows must be reserved for ladies only, Always we find men happily sitting on these rows and ladies standing.

    RTO is always busy catching people without helmet. There is "packet" transfer between Police and Bus owners, and there is different arrangement with RTO. The announcement is eyewash for the public

    RTO department your warnings are useless because of our weak law, first of all we need to amend law as per the situation and time, your weak law was only applicable during 1960, 70 & 80 that time only few buses and vehicles were plying on the roads but now thousands of vehicles are plying on the roads in each & every minutes. I request with the concerned department impose heavy fines & punishment for reckless drivers and those reckless drivers killed by any pediatricians, passengers etc department should impose BLOOD MONEY. But the best solution is only blood money like Saudi & other middle east countries' government are done. If our department imposes blood money (half to one million per head) from the bus owner, until owner does not pay the money they should not allowed to run the buses. I hope RTO or concerned department will understand!!!

    This is nothing but brushing. Trying to fool the common man. Does he have the guts to cancel the permit of the bus. He won't do that.

    Best way sieze the vehicle and jail the driver until the owner/driver doesnt settle the compensation (blood money) to the family members.

    If I am not mistaken, on July 20, 2012 following article was published in the Daiji
    Title: Mangalore: Honking Menace: Now Report Erring Buses to Police Instantly
    "Mangalore, Jul 20: Following complaints over noisy bus horns in the city, the Regional Transport Office (RTO) has decided to display telephone numbers of the city traffic police station on the buses, in order to enable the public inform the police immediately."

    Why no action has been taken since then.

    this bus owner's they don't care public. they want only money each trip they will count the money only. if some accidents will happened they will know how survive on that. they will not stop a rash driving because of end of the day they must give a net amount to the owner.

    The multiplying number of vehicles on roads and limited roads are the real problem.

    To better the situation, the reduction of lower capacity vehicles’ movement, by increasing the public transport facilities, will be a suitable option and essential too. It is natural that when an elephant moves several ants will be hurt. Therefore, it is essential to have a situation, where the buses can move with flexibility and safety, as they move the masses.

    A concept change (faster and cheaper) in our ages old evolution of automobiles can save us billions of dollars along with the relief from health hazardous air pollution and sound disturbing sound pollution, by massive vehicles.
    Let us think, look and support a revolutionary change in our land transportation for solutions, benefits and growth.

    No use of Taking Action against Erring Drivers.RTO has take Action against the Owners of the bus.They force,and Provoke these drivers to run the bus fast to get more collection.Cancel Permit,& seize the Driving Licence of the bus at least for 45 days.In the Photo the President & Secretary of bus owners siting as the meeting is connected to them. If they can not control Why they attend the meeting.?

    RTO move is welcomed but instead of summoning complainant, Bus Driver and Owner, RTO should increase the Patrol Team equipped with wireless Jeeb should be more preferable than summoning and wasting time of everyone. RTO should also impose Road Contractor to implement Temporary Road Diversion Boards and lighting facilities too to avoid fatal accidents happened recently in Kaup area.
