BJP Struggles to Clean Bangalore - and its Own Mess

Bangalore, Nov 3 (IANS): Karnataka's ruling Bharatiya Janata Party (BJP) has been hurtling from one mess to another for the last four years. Now, the way the party, which also runs the Bangalore civic body, has handled the city's garbage mess indicates that the problem will continue to fester.

The BJP came to power in Karnataka in May 2008 for the first time. It captured the Bangalore city body, the BBMP (Bruhat Bengaluru Mahanagara Palike or Greater Bangalore City Corporation) in 2010, again for the first time.

Bangalore's garbage disposal problem has been mounting for years as the city's population has grown rapidly since the 1990s.

The city was home to around four million people in 1990 and now has over eight million -- generating around 5,000 tonnes of both solid and wet waste each day.

Though the waste generated increased as the population rapidly grew, successive state governments and the city's civic authorities did not keep pace in upgrading disposal mechanisms, preferring mostly to dump the garbage at three landfills about 45 km north of Bangalore.

About five years ago, a private firm was given the contract for scientific disposal of the garbage being dumped at one of the landfills - Mavallipura.

The state government, civic authorities, environmental activists and residents around Mavallipura only have a litany of complaints against the firm and action against it is being thought of.

The problem became acute in July this year when the state pollution control board ordered the closure of the Mavallipura landfill. This followed mounting protests from residents around the area and greens on the ground that improper disposal had ruined the people's health and also agricultural land around the landfill.

People around the other two landfills also started blocking trucks ferrying waste from Bangalore, resulting in streets turning into dump yards for around two weeks in August.

Now, the garbage is intermittently cleared and sent to either the same or newer dumping yards as authorities feverishly search for a lasting solution.

The search, however, has not brought any hope of early solution, even after nearly four months' efforts.

In the last two weeks, the garden city was again turned into a virtual garbage city.

Mayor D. Venkatesh Murthy has promised that things will improve by next week and a long-term solution will be in place in about three months.

The problem is that state assembly elections are due in six months and the BJP is facing a possible split as its first chief minister in the state, B.S. Yeddyurappa, says he is firm on leaving the party to launch his own outfit on Dec 10.

Even as Bangalore's garbage mess made its way to columns of New York Times this week, Chief Minister Jagadish Shettar, two deputy chief ministers and several ministers were in New Delhi pleading with their indecisive leadership to placate Yeddyurappa to prevent the split.

As Yeddyurappa's December plans and elections near, the ruling party is bound to be more preoccupied with sorting out its own problems.

The way the BJP has handled its squabbles -- which began virtually from the day it started its maiden rule in the state in May 2008 -- gives a clear indication that its own problems will get top billing as prospects of retaining power in the fast approaching assembly polls look increasingly difficult.

A small ray of hope, ironically, is that the re-entry of Congress leader S.M. Krishna, who quit recently as external affairs minister, to state politics may force the BJP to scramble for at least a stop-gap arrangement to keep Bangalore clean.

The state Congress is hoping Krishna will help it capture as many of the 28 assembly seats in Bangalore.

The BJP had bagged 17 of the 28 seats in May 2008.

Krishna is credited with turning Bangalore into an IT hub during his chief ministership in 1999-2004. The Congress is confident that these qualities, coupled with the reputation of turning what was known as a 'pensioners paradise' into much touted 'Brand Bangalore', will woo Bangaloreans to vote for the party.

The BJP has only itself to blame.

For, by persistently proving it has only promises to make and not a clue to a lasting solution to Bangalore's growing problems, the BJP might have buried under the mountains of garbage its prospect of retaining all the Bangalore assembly seats it won last time.

    In Sweden, more than 90 per cent of household waste is recycled, reused or recovered. Sweden's view on basically all environmental problems is to take a holistic approach and acknowledge the complexity of the issues. There is never a quick fix, and policies, regulations and actions must be taken at all levels of society and be adapted to regional and local needs.
    The goal of waste management, in any country, should be to reduce the total amount of garbage generated, while reusing as much of what remains. In Sweden, more than 90 per cent of household waste is recycled, reused or recovered.
    By law, companies are responsible for collecting the entire waste stream stemming from their products, either on their own or through public or private contractors. Needless to say, there is a strong economic incentive for companies to produce less waste — from products and product packaging — at the outset of manufacturing, rather than deal with it later. By mixing economic incentives, such as garbage collection fees, with easy access to recycling stations and public awareness campaigns, Sweden has achieved very high recycling rates.
    In 2004, Swedes recycled 96 per cent of all glass packaging, 95 per cent of metal, 86 per cent of corrugated cardboard and 80 per cent of electronic waste. Waste that cannot be recycled is recovered through other means, often to local economic benefit.
    In 2005, Sweden made it illegal to landfill organic waste. Instead, the waste is biologically treated to create compost, biogas and fertilizer. Today, 10 per cent of all household organic waste is treated biologically, a share that is expected to increase dramatically in the near future. But even reducing, recycling and biological treatment only gets rid of so much. So, like many other European countries, Sweden uses the remaining waste to create energy.
    Thanks to a well-developed district energy system, household waste is turned into heat and electricity for hundreds of thousands of Swedish homes.

    Instead of grumbling, let us stress to have a more scientific & advanced methord of garbage disposal. Garbage cannot be avoided just like dwelling population in big cities. The need of the hour, is more eco-friendly & scientific methord of disposal.

    It is really sad to see the state of the city. 27/09/2012 to 2/10/2012 I was in my beautiful garden city in Bangalore. I was surprise to see the huge heaps of garbages several places in the middle of the city. Despite this there are playcards(boards) precaution against malaria and dengue fevers and similarly in many parts in my own city Mangalore too. Ofcourse people don't have place to dispose their garbage. Many of the work force migrated from out side the city.Why our civic body, health care unit does not open their eyss.

    Do we required major epidemic out break and cause havoc. Thanks to Dajiworld highligting to the puplic view.Sad part is, it is raining often and garbage being rottened and mosquitoes rearing.Then why not Dengue and Malaria fever is usual in the city. Let us try to minimize in throughing the garbage at the open area. and keep our city clean, and our health. Prior to all let us sought out the garbage mess of our stat admininistrative struture.

    Governor Bharadwaj told to give 20 plus people and he will clean the garbage. What what is he doing now? First he himself is a big garbage in Bangalore - Dinesh Poojary..

    For that, state government should resign and President's rule should be imposed in Karnataka. Then only our governor can act. Are these dirty BJP politicians ready to resign? Let's rename Bangalore as Garbage City. Name of Bangalore is spoilt by these dirty politicians. Dirty minds..dirty creatures tend to make our beautiful city dirty.

    Why dont Residents of Bangalore understand that they too have great responsibilty of taking care of their own city instead of blaming the BJP led government by doing little things like some little groups in areawise should come forward as volunteers to clean up campaign which inturns raises awareness among the residents.Anyway Congratulations to BJP for Renaming Bangalore to bengaluru and then to Garbage City.

    BJP Karnataka Govt stands for Limca Book of Record of India for all bad issues.Yes..what Congress did in last 60 years BJP did it in 4.5 Years(bad things/Nikkmmathana).They (BJP)are fit to sit in the oppn to make blah blah..They(BJP)can't rule the Center or state or Corporations.These politician's(law maker's)one point agenda is to make money and nepotism.They don't bother to give basic amenities to the people.You take MCC or BBMP the issue is non performance. Two Days back H.Court virtually threatened to supersede BBMP and asked to file a affidavit for ATR within 72 hours!!!I am clueless because BMC's able Commissioner like MR RAJANESH GOYAL not able to cope up with BBMP's basic needs are a mystery!!?Is there any GARBAGE MAFIA?I think BJP Govt just preoccupied with aftermath of BSY factor???
