With a view to keep the city clean, the district administration together with the Mangalore City Corporation have planned to make the city bin-less. As of now, 3-4 bins are placed every kilometre in the city.

Instead, the authorities have made ready plans for door-to-door waste collection and thereby the waste would see immediate disposal. The bins will be reduced gradually till the city is totally free of them.

Addressing a press conference at his office here on Thursday November 15, deputy commissioner Dr N S Channappa Gowda told reporters that after the ban on plastic in the district received overwhelming response, the district administration as per the notice issued by the Lok Adalat, will collect waste from door to door from December 1. The waste collected will be disposed off scientifically.

In case the personnel do not collect waste from a house for many days, a helpline will be initiated through which citizens can inform the same, he said.

The move is applicable in the entire district except Moodbidri and Bantwal taluks. The plan will be implemented in 31 villages out of the 203 gram panchayats in DK zilla panchayat limits. The DC reasoned that the bins would have remained if there were only biodegradable wastes; however, in majority of the cases residents throw waste covered with plastic bags. Hence, the onus of segregation of waste lies on authorities.

"Moreover, Pacchanadi dumpyard can sustain for another 15 years, but if plastics is dumped, it may not last even 5 years," he said.
 
He added that plastic ban was implemented in Delhi in the year 2009 by passing a legislature, while Mumbai saw many seaside areas being inundated due to use of plastic which led to blockage in drainages.
 
The DC said that a meeting with plastic manufacturers of the city was called earlier in the month of August and the latter promised to stop manufacturing plastic below 40 microns. "However, the promise was not fulfilled and even constant raids conducted by MCC did not yield any fruit. But the response from the general public following the ban is commendable," he lauded.
 
He also said that under sections 223, 256 and 431 of Municipal Corporation Act, MCC is authorized to ban objects that harm the environment and its commissioner is authorized to levy a fine of Rs 100 on violators. "The district administration also has authority to ban plastics under sections 290 and 291 of the Indian Penal Code and levy a fine of Rs 200 and order imprisonment for repeated offence," he added.
 
"The people of DK district are law abiding and will not evoke punishment, he said, adding that western countries banned plastic long back.
 
He said rexine bags are the alternatives to carry fish from the market and each bag costs Rs 25 which could be used for 1 year. "Mangalore will be no-plastic zone and boards indicating this to tourists will be put up in places like railway stations and others," he said.
 
He added he had held the first round of talk with the MD of DK Milk Federation who assured that other ways of packaging will be introduced to replace plastic packs.

    why do u need to get rid of all garbage bins..just get rid of some becuse not all people have a door to collect from.what im saying is even the homeeless people have garbage and they are the people who throw it on the roads .its better to keep some bins and do door to door collecting

    i am not sure how the ban on plastic bags will be implemented. the other day i bought ten items from a supermarket. i paid rs 5 and got a cloth bag as a carry bag. but ironically all the ten items came in plastic packaging including a large plastic bag containing five kg of rice. so only the outer bag was cloth but evrything inside was plastic.anyway this is a beginning. till door to door collection starts people may still throw garbage also wrapped in plastic bags. anyway time will tell.

    What ever plan you bring is of no use in India unless we individual change our attitudes, I have see people are throwing the garbage from the bike, some times goes in the bin some times on the road, why they can not get down and place properly the bin?

    Plastic ban in mangalore under mcc act u/s. 223, 256 & 431. This rules are apllicable only in mangalore city corporation limit. What about the out side mcc limit ? which law applicable to these places?

    All industries who manufacture use and throw plastic materials are to be diverted for other products. People should not wait MCC to collect, they may store their garbage(without plstic)for few days and utilised for their own vegetable or flower plants. MCC also can establish a plant to recycle the collected plsticless garbage into bio-fertiliser and distribute the same to the farmers at no profit no loss basis to overcome the storage problems.

    Garbage is the cheapest or free raw material for various products if properly sorted out and utilized. And waste can be used for the fertilizer production and power generation.
    Perhaps the option is to establish collection centers, by employing some people to sort out and categorize the items.
    It is much better, if people submit or deliver garbage to these centers.
    Even the plastics collection can be used to construct strong roads, which still need to have.

    MCC should keep waste bins near all Bus stops. Door to door or whatever, garbage dispose program they are doing, needs to have scientific disposing equipments. Hotels and Hospital wastes are the main reason for all problems, hence they have to take more money from them and make well planed equipped garbage disposal.

    Good idea but will be difficult to implement in India especially in Mangalore. The key questions will be:

    1. How are the individual homes going to store the garbage to be collected? In the developed countries there are individual bins - made out of plastic and clean.
    2. Are they going to collect the garbage daily? If so,how? It needs modern trucks which empty the individual bins easily.
    3.Will they collect daily? Or whenever they like?
    4.Will the individual house/flat owners be charged monthly? I hope so.You need to pay for what you get.
    5.The individual bins need to be practical,durable and not ugly and smelly (with a lid).Who is going to manufacture these?

    A lot of logistics questions need to be addressed before the whole scheme can be implemented.

    I am surprised at the amount of negative feeling shown here.

    As indians we continuously deal with obstacles in our lives. In spite of setbacks we manage to live, grow and provide for our loved ones. To improve our situation, this great ability needs to extend beyond our immediate circle.

    As educated people who know of the effects of dumping garbage, we should be more positive and talk about how best each one of us can improve our own neighbourhood by co-operating with the DC's great and bold initiative. We begin by educating our children about clean habits and giving them civic sense. We start by following rules, regardless of what anybody else does. We need to light the candle instead of cursing the darkness.

    As educated people, I am sure that if we provide a good example - in a kind manner, we can - very gently -, make it unacceptable for others to behave badly.

Coca Cola is recycling its PET bottles and has opened the world's largest bottle-to-bottle recycling plant in Spartanburg.     kudurey dumbu kudu, thus goes a Tulu saying.Door to door collection require a well planned/thought out and systematic scheme of things which among other things include a well trained -motivated and paid- supervisory and field staff,proper equipment and vehicles.It can not be done in a hurry.It has miserably failed in Bangalore and that is why it is now called a Garbage city. This is because there is no proper system in place and there is high level of corruption.I am all for it if they put in place a well planned system. The way it is hurried in to in Mangalore is bound to fail.

    there are about two lakh door nos in the dist. if they employ about 2000 staff for collection,if each one is asked to collect from 100 houses , the job can be done.but covering 100 houses in the city is easy, not in the semi urban areas.let s see how it works.
    all flats also have be covered individually after all they all have separate door nos and pay separate tax.you can t expect somebody to carry four bins to the ground floor and empty them in some common bins there. every door no. has to be covered. regarding payment if 100 rs is collected from each house that might suffice for their salary. arrangement shud also be made for collection from commercial establishments. they also generate lot of garbage.time will tell whether the system works.

    Good Step.

    This system is already in place in Bangalore city. People keep the garbage in plastic cover or in dust bin in front of the gate daily morning or previous day night. Corporation people come and collect this garbage before 9 AM. They give siren also while passing through the road to let the people know.

    But they should not skip daily visits. Otherwise dogs will open the bags/bin and spread the garbage in front of house and on the road.

    first plastics bags are banned .. and then the garbage boxes are banned ..... the people will throw mere rubbish on the roadside every morning which will not be collected and then the result is that it will stink until it dries ... and as the people will have to pay the garbage man as well .. wonder if he will provide us with garbage bags or we need to spend and buy the bags all over

    Dr.N.S Channappa Gowda,everytime you come up with new ideas.Take some time to visit some nasty places like interior places of state bank area,hampankatta area,Ladygoshen area,Roopavani theatre surrounding area,central railway station area,hoige bazar surrounding areas and you will see how unclean is mangalore at present.StreetDogs,goodangadies,cows,cats,rats,
    beggers all messed up together in a place,may be you won't able to eat a proper lunch after you visit.The main problem is that your dust bins are not actually for waste collection.They are just 4' dia concrete pipe sections kept on roadside without proper covering.If your people are not coming for 3-4 days and if your on- line number is not reachable ,then our houses will become real dustbins.

    Garbage can be easily disposed off if public and MCC works together and do a fair & sincere job.
    1. Every house should/shop should segregate waste by keeping separate small bins at home.
    2. Keep them near the gate, MCC workers will collect them.
    3. Waste bins shall be reurned to the house/kept near the house door.
    4. MCC should charge Rs.50/- or 100/- per month for this service.
    When we are all able to easily adopt western cultures, why can't we manage our own home garbage. Only our attitube which can bring drastic improvement in entire life.

    Consumer should sort Plastic, metal, Glass and rest (bio-degradable). This will help with the landfills. Sorting at site will be hard as this will involve lots of menial work.

    Door to door waste collection is being done in Valencia and sorrounding areas for the last two years for a monthly charge of Rs.40. The DC should state if the charges will continue or the service will be free.

    Its a great start but none of this kind of plan and ban has been a success in india.
    I do not know from where did the DC got the info that "ban on plastic in the district received overwhelming response".
    Its just false news. I understand that plastic below 40microns are banned by you cannot totally ban plastic use which meet the standard.
    Its a mafia which is trying to start new business venture into the market with polyster and linen bags and trying to destroy the bread and butter of the people involved with the decades old plastic industry.
    Please wake up my dear DC before you are guided by wrong forces. Its better late than never

    The IDEA IS A GOOD ONE but What arrangements can the M.C.C do or already have done within 15 days which couldn't be done for all these decades?????.How many staff do you think the MCC will recruit to reach each house every day in this system.Can we keep some faith this time?????.What if these garbage collecting staff go on a strike as it usually happens and it is risky to allow these unknown people to visit our home premises every day....

    Mangalore is not going to be Clean if Dust Bins are removed .Below are the points that i would like to address
    1) Will the MCC workers do a honest job as we do not see the same in Bangalore. Corruption is involved in collecting garbage. Reason when there is a non segregated waste in a household , the MCC door to door collectors will take it and dump it wherever possible if you give them some money . This is practised in Bangalore.
    2) In Bangalore , without Centralised dustbins and without proper and regular collection , people keep their packets of garbage and other waste anywhere they want . Some even stop the car on the roads / ring roads / flyovers and the packet . This is noticed in Bangalore .
    3) If the MCC workers dont collect it on time , people have found a new option of burning the garbage with plastic , rubber etc adding additional air pollution.
    4) Stray dogs will pick up these packets of Garbage and spread it along the roads incase people it on the road .

    5 ) Also , what is the use plastics are banned in Mangalore and are permissible in Bantwal / BC Road etc . People will bring them from other places fill the Garbage and throw anywhere as and when they like .

    So, we request that plastic should be banned in and around Mangalore too and to do a door to door collection on a regular basis without any corruption . A minimal fee of 50 to 100 rupees is also fine providing they do a sincere job .

    Very Poor and illogical idea , Bangalore started this 7-8 years ago the draw backs were
    1) these people who come to collect have thier own timings , officer goes started duming it on the roadside as thier timings did not match , there were no bis on the raod . This is the main reason for garbage and stink in bangalore today
    2) The garbage collectors have reservations in taking grabage ( agree for some time not for others) hence public is again forced to dump it on the raodside
    Hope the people who take deciession get wisdom from almighty , here it looks like an unwanted one

    MCC and DK district need to review garbage collection plans else,BBMP fate in garbage collection will be repeated.What need of the hour is comprehensive waste dispose management in track and using recyclable materials to reduce the garbage waste.In this regard District Management swing in to action first banning plastic and now door to door Garbage collection which is timely for fast developing MANGALORE and BEYOND.
