Bangalore, Nov 17:
Union home minister Sushil Kumar Shinde, in his inaugural address of the 25th Southern Zonal Council meeting on Friday November 16, called for coordinated efforts for extension of high speed rail corridor between Thiruvanthapuram and Mangalore upto Udupi.

The Kerala government's study regarding the 526-km high speed rail Thiruvananthapuram-Kasargod has stated that the plan was apt commercially and technologically.

The project requires less land and most of the railway tracks will be elevated and also underground.

The project costs about Rs 100 crore per kilometer. Between Kasargod and Mangalore (50 km) the project would cost Rs 5,000 crore, while between Mangalore and Udupi it would cost Rs 6,000 crore.

Currently the passengers travelling on this route use eco-friendly and airconditioned train services. Once the high speed train services start, passengers are expected shift over. Real estate development will also take place around the railway station.

Shinde also underscored the need for regulation of fishing vessles in the coastal waters, strengthening of drug control organisation, infrastructure projects like peninsular region industrial development corridor to ensure that the Southern States continued their thrust on developmental efforts with growth and good governance as the main focus.

''It is necessary to evolve an effective mechanism by all coastal States to regulate fishing vessel activities in close coordination with the Coast Guards,” Shinde said.

The revised formula adopted by the Planning Commission for allocation of Central funds under poverty alleviation had been taken up for a comprehensive review and the Centre had set up a technical group to estimate the poverty alleviation and identification of the poor.

Shinde said the Centre was according the highest priority for tackling issues pertaining to atrocities against people belonging to Scheduled Castes and Scheduled Tribes and other weaker sections of society.

National Portal for Tracking Missing, Found Children

There was a need for taking special measures to ensure protection of women and children, particularly to prevent human trafficking, he said disclosing that the Centre was developing a National Portal for tracking missing and found children.

The project envisages creating an exclusive website for tracking of missing and found children and active participation of all concerned authorities, he said.

The minister said that the state governments must gear up the police organizations keeping in view the emerging specialized functional requirements for better manpower planning and implementation.

Apart from Karnataka Chief Minister Jagadish Shettar and Deputy Chief Minister R Ashok, who is also the State’s Home and Transport Minister, Andhra Pradesh Chief Minister Kiran Kumar Reddy and Puducherry Chief Minister N Rangaswamy participated in the meeting.

Trusting in poltical parties has been the downfall of the world in last 100 years.Political parties fight against each other destroying the hard earned money of poor people who elect them. All they do is little "tricks" to blind your eyes and vote for them.So ban all poltical parties.Elect polticians in non partisan way.Let them compete as independent candidates. They should have a minimum qualification like a degree in political science, like advocates. They should serve the poor and needy instead of whining and hype.
Regarding high speed rail, let the politicians first make the existing railway lines better by doubling, increasing number of trains etc, instead of fantasising about high speed rail link to increase their "pockets".

Instead of high speed rail the concerned authorities should think of improving speed of the existing trains with required modifications on the existing tracks. The Kerala Government's study report about the plan -"apt commercially and technologically" is not apt for common man because the ticket cost will be much higher(minimum ten times) than the present charges. So the plan is not to fulfill the interest of the train commuters but to pocket a good sum to be a scam by the vested interests. During the last railway budget proposal there was a mention of increasing the speed of existing trains. This does not require any land acquisition where as for the new proposal the acquisition of land itself will end in trouble. So before moving forward with new high speed corridor it is better to improve the existing system with improved speed, clean compartments and all.

Excellent comment from Lancelot Tauro - cant stop laughing at Mangalapuram-Udubiburam-Kundapuram etc! On a serious note, is there a requirement for a high speed train from Kerala into Karnataka or is it just a means for vested interests to make a new scam. Recently all new trains announced for Karnataka lead from other states into Karnataka rather than any trains that benefit Karnataka people internally. Clearly Karnataka needs a Shiv Sena like outfit/regional party to take care of our state's interests and Kannadigas being over run by outsiders.

There are not many southern bound Passengers rush from Udupi/ Mangalore. However, idea is not bad.
Our priority should be on the routes, where our peoples traffic/ rush is heavy.
Mangalore-Mumbai or Mangalore-Bangalore, corridor would benefit us most.
How to win friends and influence people, should be learnt from Keralites.

The region between Kasargod and Udupi are in many ways inter-connected and has common culture, language and food habits. There is a terribly congested and bad road conditions between Kasargod and Udupi presently that may not improve in near future. In such heavy traffic the express buses compete with one another and they dangerously over-speed to kill hence so many accidents in this region.
I have a suggestion: A Western Railway team led by general manager and chief administrative officer (construction) approved the feasibility report into the construction of two high speed train lines over the current ones between the two important stations.
According to top ranking sources, the feasibility report prepared by New Jersey-based railway consultancy and designing firm Systra, speaks of an elevated line over the existing ones between Virar and Churchgate and an underground one where elevated line is not possible. Can’t they think on this line between Kasargod and Mangalore as well as between Udupi and Mangalore?

I love Indian railways a lot . This is something that unites the country. However I have noticed over the past few years that the coaches have become dirty, old and ill maintained.Besides these one can find other creatures like rats.I gather this is due to the fact that every politician wants to start new trains but there is no infrastructure in the form of track doubling or electrification. Moreover production of new coaches is not keeping up with demand. So they are plying with the old coaches. I seriously agree with some others here that we have to get our basics right first and then think about high flying things like HSR which I do not think is cost effective.

Shinde is wrong in estimating requirement of land. The survey is already stalled by opposition by locals in Kerala.

Politicians and thier thinking should be bit broad!.Instead of talking High Speed Railway Corridor between Trivandrum-Udupi he should have thought the Rail project upto Mumbai , a mass benefit anyway!.

This does not seem to be an essential project, just like extension of B'lore - M'lore train to Kannur which was a loss making venture. Certain vested interests may be benefited. The Govt. must concentrate on improving and developing the existing structure. Why not consider high speed rail corridors between M'lore - Mumbai?

Who wants Trivandrum to Mangalore or Udupi high speed Railway Corridors? Karnataka, especially Coastal regions will get less opportunity in this Railway project when compare to Kerala. Moreover this is going to be one more land grabbing scams for our Politicians to implement this project and we can see all railway employees from Kerala occupy even in Karnataka Stations too
