Now, Rape Accused to be Booked Under Goonda Act

Bangalore, Jan 3 (DHNS): Announcing a slew of measures to curb sexual crimes against women, the State government on Thursday announced that anyone accused of rape will henceforth be booked under the Goonda Act (Karnataka Prevention of Dangerous Activities of Bootleggers, Drug Offenders, Gamblers, Goondas, Immoral Traffic Offenders and Slum Grabbers Act, 1985).

The government’s move comes in the wake of a national outcry triggered by the gang-rape and subsequent death of a 23-year-old woman in Delhi. Deputy Chief Minister R Ashoka told mediapersons here that a decision on invoking the Goonda Act has already been taken and within a couple of days, necessary amendments will be made to this Act.

As a safety measure for women in the City, Ashoka also launched a 24x7 helpline (No  1091). A call to this number will offer immediate help to women under attack in the City, while those across the State could call 100 when in distress, the minister said.

Ashoka, who is also the home minister, said, “a call to these numbers will alert the police, who will rush to the spot. Our police department is fully equipped to protect women. We have around 110 Hoysala and 367 Cheetah squads which can rush to help,” said the minister.

Besides, the State-owned transport buses will display information and alerts to women to be on guard so that they are not victimised.

This apart, the home department has issued directives to BPOs, IT companies and other business establishments to ensure safety of women. “We will ask these firms to inform the government about the steps they have initiated for the security of their women staff,” Ashoka said.

As a preventive measure, the home department has directed the BPOs, MNCs and IT companies to maintain a record of drivers and to install GPS system in all vehicles hired by them.

“Installing GPS system in all cabs hired by the companies is mandatory. Failing to do this, the companies will be held responsible for any untoward incident that takes place,” he warned.


Compulsory

The home department has made it compulsory for those running paying guest units and hostels for women to register themselves with police stations.

Ashoka pointed out that the police have stepped up vigil across all women colleges to check eve-teasing.

“Patrolling in vast vacant lands owned by universities and defence establishments have been stepped up. CCTV cameras would also be installed in these places, besides public places,” he said.

    What other rules than foolish rules do you expect from from our DEAREST DCM\HOME MINISTER!!!

    BJP and their ministers\law makers are famous for it when ever there was time for them to discuss\talk abt laws and regulations.
    They have been up-holding all dirty habits of it's ministers (Rape\Blue films watching\organising lavish parties in Resorts and last but not the least corruption from all.
    They actually do not know what good is required for our Karnataka State.

    Booking offenders under Gooda Act is a welcome move.

    But whether the Act will be used or mis-used will have to be seen.
    We have so many good laws in paper but in practically all different!
    What are the other measures to curb atrocities?
    Why so many turning to criminal activities?
    Only fear of law is not enough! Third world countries have tougher laws but less compliance.
    What about the Goonda Act applied on the criminals earlier?
    Law is like holding a rifle in hand.

    Goondagiri,Dadagiri,Rapegiri all should have separate Law & Act.Don't mix all To gather .Make a Separate Act for Rape Cases with Strong Punishment.

    Really welcome! The decession taken by Govt. of Karnataka in the begining stage itself to curb the sexual crimes against women. These type of steps taken by the Govt.definetly alert the law breakers.

    Booking offenders under Gooda Act is a welcome move. Better late than never. Installation of GPS in hired vehicles is an excellent idea which would enable tracking of vehicle movement minute by minute. Displaying the helpline number in all the Public transport, movie theatres & other public places would create awareness and caution.

    Remember Home Minister the question of applying Goonda Act for rapists applies to all citizens of India including Politicians, VVIPs and VIPs. There could be political leaders who have cases of rape against them and the present act will not apply since it is effective from today and I am sure in future the Govt will apply Goonda Act commonly to all and not only the weaker sections.

    Invoking GOONDA ACT @ this moment certainly deter the aspiring rapist for certain extent.In fact,earlier comments, I did crib to apply Goonda Act for for rape accused.Certain preventive measures will also helpful in curbing the heinous acts.Alternatively, educating every male child in every family about poisonous(rape)actions would be very helpful and decisive.Karnataka Govt doing its bit as nation itself is engaged in war on rape.

    Useless decision. Dear HM Ashoka...this act should have should have been booked against those people who illegally tresspassed a property, assaulted occupents, especially girls, molested & looted valubles, to those people who have taken the responsiblity of inflicting moral codes to public & tell what to do & what not to do in the name of preserving culture & there by creating law & order problem. Not to rapists, even death sentences in countries like M-easts has not stopped Rape. If you book these rapists in some unconcerned IPC, there are high chances that court may give give "chimaari" to the police & State Govt if you do not back it up with enough evidences (unfortunetly thats how our law system works) & the accused may set free.Even if you convince the judge, the culprits may be out with light sentences & conditional bails also. Instead help or pressure the center to pass a new law for sexual crimes. Taking steps to prevent rape is appriciable but only if it comes to ffect.
