I have majority, no threat to government: Shettar tells governor

Bangalore, Jan 25 (IANS): Karnataka Chief Minister Jagadish Shettar Friday met Governor H.R. Bhardwaj and said he has not been asked to prove his majority though 13 BJP legislators have quit the assembly.

"The governor brought to my notice the resignation of the 13 legislators. I have assured him that I have the majority and that there is no problem for the government," Shettar told reporters.

Ahead of the meeting, Bhardwaj had said that "if necessary I will direct the chief minister to prove his majority."

Shettar said Bhardwaj had accepted the government's invitation to address the joint sitting of the legislature Feb 4.

The 10-day session is the first this year and it is customary for the governor to address it detailing the government's programme for the year.

Shettar is scheduled to present the budget for 2013-14 Feb 8.

Bhardwaj asked Shettar to meet him following the decision of the 13 legislators, all loyalists of former BJP chief minister B.S. Yeddyurappa, to quit the assembly.

Their decision to quit is part of a plan to prevent Shettar from presenting the budget.

Yeddyurappa, who quit the BJP and the assembly Nov 30 to head the Karnataka Janata Party (KJP), wants Shettar's ministers to resign and not go in for the budget session as elections are due in May.

C.M. Udasi and Shobha Karandlaje, who resigned from the Shettar ministry Wednesday, are among the 13 legislators.

The resignation of the 13 legislators, which the speaker has no option but to accept, would bring down the BJP's strength to 105, including the speaker, in the 225-member assembly.

Of the 225, 224 are elected and one is a nominated member.

The effective strength of the assembly now is 223 as two -- Yeddyurappa and another BJP legislator Haladi Srinivas Shetty -- have quit.

The BJP has the support of one of the seven independent members who is a cabinet minister.

The party is said to be wooing the other six independents to back it.

The Congress has 71 members and the Janata Dal-Secular 26. The two parties are also opposing Shettar's move to present the budget.

While the speaker and his office have remained silent on his whereabouts, Sports and Youth Affairs Minister Appachu Ranjan said that he had gone abroad and would return Jan 28.

Karnataka governor may ask Shettar to prove majority

Bangalore, Jan 25 (IANS): Karnataka Governor H.R. Bhardwaj Friday said that he may ask Chief Minister Jagadish Shettar to prove his majority in the wake of 13 BJP legislators deciding to quit the assembly.

"I have summoned records from the assembly (on the strength of the parties) and if necessary will direct the chief minister to prove majority," Bhardwaj told reporters here.

The state legislature is meeting for the budget session Feb 4. Shettar wants to present the 2013-14 budget Feb 8.

The 13 legislators are loyal to Bharatiya Janata Party's former chief minister B.S. Yeddyurappa and are quitting the assembly as part of a plan to prevent Shettar from presenting the budget.

Yeddyurappa, who quit the BJP and the assembly Nov 30 to head the Karnataka Janata Party (KJP), wants Shettar's minister to resign and not go in for the budget session as assembly elections are due in May.

Bhardwaj said he asked the government to ensure early return of Speaker K.G. Bopaiah, whose whereabouts since Wednesday have been a mystery.

Bhardwaj's move follows the 13 BJP rebels petitioning him Wednesday to intervene and ensure the speaker accepts their resignation immediately.

The legislators sought Bhardwaj's intervention as the speaker was not present in his office when they went there to submit their resignation letters Wednesday.

The rebels claim that they had informed the speaker Tuesday that they would meet him Wednesday and he had told them that he would be in office.

C.M. Udasi and Shobha Karandlaje are among the 13 MLAs who quit the Shettar ministry Wednesday.

While the speaker and his office have remained silent on his whereabouts, Sports and Youth Affairs Minister Appachu Ranjan said that he had gone abroad and would return Jan 28.

Ranjan told reporters in Madikeri, the main town in speaker's home district of Kodagu, about 250 km from here, that the speaker's programme was fixed a fortnight ago.

The resignation of the 13 legislators, which the speaker has no option but to accept now, would bring down the BJP's strength to 105, including the speaker, in the 225-member assembly.

    All the people of karnataka should understand that these politicians are like poisons to we public. Now When they are not getting chance to earn ill-leagle money, the plan to change the party. These politicians never work for welfare of people, instead they are on hunt for ill legal way of earning.

    These Ministers & MLA's who have quit to pull the running goverment should not be re-elected by the people. If they are re-elected, then it is we public who should be blamed for giving these courupt people a second chance to loot the public. SO THINK BEFORE YOU VOTE.

    GUV has the right to refuse to address joint session of the Assembly when prima facie it looks Shettar lost Majority.I think if Shettar fail to muster majority from independents or BSR/JDS then, the session will not see any order and hence Guv may ask to prove majority.Anyways good political manorajns are ahead and Thukuda Parties are here to be exposed whether they are talking in line with their actions.Under the situation Shettar's claiming of Majority is a signal of HORSE TRADING AND MANIPULATION OF MAJORITY AS BJP DID EARLIER MORE THAN ONE OCCASION

    BJP Govt will not fall even though it lost majority because it is BJP who showed how to make money in the power.The politics of Karnataka is reached to bottom level that public sees politicians/MLAs as chor or in doubt irrespective of party they represent(This is real trend after BJP Govt assumed).In future these bad/unconstitutional/anti-democratic political exercises (bad)precedents years to come.

    Dinesh Poojari,I have nothing to say anything about Anil Laad because he is a miner nothing will happen to Congress.FYI, BJP took power in backdoor by Operation Kamala/independents by inducing them with money and minister chair.Would Congress tried to form Govt in 2008, perhaps it could formed easily but sat in oppn. Even after Govt was hijacked by Reddys/HDK/......in spite Guv recommendation, it allowed to continue!!!!So there is no question of resorting to VAMA MARGA to get power.

    Dinesh Poojary, please contain your frustration. It's BJP which has stooped to this level to retain power by sending the Speaker on an unscheduled tour. Governor is constitutionally right if he asks the Chief Minister to prove majority. Let the CM prove that he still enjoys majority and make things clear. Don't direct your frustration always against another party. Learn to look at things objectively.......

    I fear all these crisis will finally favour BJP?.
    (a) If Mr. Shetter proves majority by "somehow", which will anyway goes in favour of BJP & to give budget like an election manifesto
    (b) if Mr. Shetter looses the confidence vote, sympathy wave pours on him during this election time, mainly by Lingayats, North Kannadigas & undecided voters, which will finally makes Mr. Shettar a winner
    (c )If Hon. Governor does not ask for proving majority, Mr. Shettar will give a best budget & loot the vote.
    (d) Mr. BSY threat to the government itself made ways to negotiation between BJP, BSR Congress, JDS and even independents, which may grow stronger.
    (e ) Finally this drama makes people to forget the real burning issues & vote on emotional grounds, whoever wins next election, the people of Karnataka is the real looser.

    I am pessimistic that BJP can stoop any level to retain power in KARNATAKA.Govt stay or no stay is a irrelevant as it reached endpoint of it's stipulated 5 years. BSR Congress and JDS has to show it's commitment as these days both parties are condemning with no stone upturned.People of Karnataka only can give beating to this shameless party. Bellubbi,a cabinet minister, with out shame met Looter Reddy in Jail to get votes of BSR!!!So,horsetrading and manipulation of majority only left to see under BJP regime. BJP party left all things/good precedents and they are nothing to loose or gain anything under the circumstnaces.With out SPEAKER'S TOUR itinerary making public as he is a constitutional head,BJP sent him to abroad for a jolly ride!!!.Therefore,we can't expect anything democratic or good precedent from BJP regime.
