Bangalore: Denied leave, constable shoots dead sub-inspector

A sub-inspector (SI) was Sunday shot dead by a constable in a police station on the city's outskirts, police said.

Constable Anand Kumar, 45, reportedly shot dead SI Vijay Kumar, 38, with his service rifle after being denied leave and change of duty, police said. Vijay Kumar died while he was being taken to a hospital.

"Vijay Kumar was shot dead by constable Anand Kumar in Rajanukunte police station after a heated argument over being denied leave and change of duty. We are investigating the incident," Inspector General of Police (IGP) Central Amar Kumar Pandey told IANS.

The accused has been arrested.

"We will seek Anand Kumar's custody from court within 24 hours and interrogate him to find out what provoked him to fire three rounds from his service rifle at Vijay Kumar," Pandey said.

Rajanukunte police station is 30 km from Bangalore near Doddaballapur town.

"Anand Kumar shot the SI in the chest and head from a close range," Deputy Superintendent of Police V. Sridhar told IANS.

    People acting on fit of rage are unfit at every place.
    A constable who can gun down an SI due to fit of rage is capable to gun down other bosses like DySP,SP,DIG,IG or even DG.
    Such people are unfit to serve the uniformed service.

    Such people are unfit to remain in civilized society as well. Who knows tomorrow he may kill his kin/spouse in FIT OF RAGE.
    People acting on FIT OF RAGE are just unfit every where.

    There was paucity of constables and those on duty had to do over duty. So the option for the Sub Inspector was to either post the constable or to leave a gap in public security by granting him leave. As a citizen we all will know what will happen if there is no policing. We would all be left at the mercy of goons and terrorists.

    Frustration is part of every service. Imagine what would happen if people like Anand are recruited to our Army. Unable to manage the work pressure he would have murdered every one there. If he cannot handle work pressure then he should resign from the job. Who does not do over time. A software engineer does it, a doctor does it, an army personnel does it.

    Fit Of Rage happens at an instant. It is seen that Anand fired three rounds of bullets from his rifle. It takes 10-15 seconds to unload a used bullet and load another one. This only shows that his intention was not self protection but to fully finish the officer.

    Imagine what would happen if an unarmed citizen was to meet such Anand on road side and what would happen if an altecation begans!!!!
    No doubt constables also need better treatment. But altercations are bound to happen when there is paucity of resources.

    Officers force constables to do over time only because there is paucity of resources. They do this only to provide public security to us. Please take this seriously.
    (1)increase resources
    (2)weed out such elements which can do any thing in a FIT OF RAGE
    (3)conduct fair investigation and punish the constable for bringing un imaginable loss to the sub inspector’s family

    First of all the constables leave was denied. To worsen the situation there was a change in the duty.Frustrated constable who was badly in need of leave for genuine reason had no other go but to shoot the boss. Leave has become a matter of concern.Bosses feel this is the best way to show their power on their subordinates forgetting they are inviting trouble to themselves. According to law it is an offence. But the one who has undergone such situations knows its bitterness . Many a times I too have felt the same thing. Luckily I did not have gun in my hands.

    When a person gets frustrated he will do this type of job. Even for me Some times in my teaching profession I get frustrated at my Bosses, college management who make rampant looting of money from students but do not pay proper salaray, PF, facilities, even for students no facilities. We are teachers doing noble profession for last 8 years, we worked with sincerity and dedication. We can't to do like constaBle. This is bad treatment . Society should understand my and constable's problem

    this is what happens.. here we dont know exactly who has done mistake. Some time seniors harass juniors and in some cases it's vice verse. Now new dynamic officers fear to order the juniors.
    Exact problem in Bangalore is if one police constable is recruited in one district, he serves in that district till his retirement. But other than constables they wil be transferred anywhere in karnataka. In Blore particularly police constable act as IPS or senior officers other act as juniors. in more than 30years of service they will be having good contacts with all major politicians.
    May god give peace to victim SI.

    It is a matter of concern that a constable takes law in his won hand and shoots his superior officer for denying him leave. This trigger happy attitude should be dealt with severely.

    While on the subject one must also take into account the circumstances under which Sub Inspector was shot dead by constable Anand Kumar. At the particular point of time, was he overworked. As I understand that in the police department the working hours sometimes extend upto twelve hours at a time and on occasions after working for twelve hours if there is pressure of work the person is asked to continue working.

    Perhaps here is a case where working conditions should be reviewed. Of course that does not mean that Anand Kumar should be let free. The law has got to its course whatever the circumstances are.

    Shooting officer for denied leave is a routine work in Indian Army. Now this disease caught police dept too..Especially jawans who patrol LOC don't get leave even if there is emergency.In that case they use to kill their own collegaues and boss before committing suicide.
    Sometimes policemen have to work 20 hours whenver there is strike,communal fight..So, leave is only a dream. Hope Government seriously think about policeman's standard of living.

    Such incidents are not isolated and department should look in to the matter very seriously.The treating of junior staffs by Higher Police officers are not standard one in most of the cases.They(constables/HC are passing these attitudes,languages to the public.Police force in Karnataka must be revamped and they should be provided with good felicities including salaries, other perks and modernization police productivity.May soul of the SI rest in peace and very unfortunate young police officer slain by his comrade.

    Bosses should be flexible in duty and weekly off!
    I know Ploice never get a weekly off why they are not human being like our ministers?
    Appoint more police force but let them take 1 and Half day off after working hard for a week more than 12 HRS per day.
    Better fecility for police force can only change their attitude.
    Hope our GOVT advisor will well advise to related.

    Employees must be allowed to go on leave as per the policy. Unhappy emloyees may prove threat and liability and they exceed the limits. Denying due vaction is interfering in personal matters without a valid reason. Hope everyone is allowed to take his leave rights on time

    And if there is no releiver then they have continue in night.

    Police Force nowadays pressurized to handle the Situation, Given Team and their Salary not sufficient to handle the work, whenever extra hour’s work means most of them not satisfied with give wage or Over Time. But below problems growing Day by Day.

    1) Protest
    2) Increasing Crime
    3) Media Pressure
    4) Political Pressure
    5) Pressure from Public

    Recruit educated people, train them well, pay them well, and provide handsome compensation, security and insurance to families whose members have fallen in the line of duty. Only then will you see a change in our Police departments. Today illiterates are recruited, paid peanuts and provided uniforms to wear and then harass and fleece the public. Majority of the citizens are more scared of the Police than the criminals and the remaining look at them as jokers and clowns. A really sorry state of affairs indeed. Some time ago I asked a friend of mine from Europe as to how they look upon their Police officers there and he told me that they respect them, but keep them at a distance to go about doing their duties, but are always confident that in times of need a police officer would definitely be there to assist and protect them. In our country it is exactly the opposite.

    In Govt offices in India it is common fight between Manager and his subordinates. In most of the offices low job officials are treated as slaves. 99 percent people will tolerate and 1% retaliate. Since it is police station and gun was easily accessible for Anand Kumar.

    It seems Anand Kumar has done night duty and still he has been asked to work till afternoon. But his action of killing SI is condemnable. He should not have gone to such extreme level.

    There is always deficit of constables in karnataka and successive govt have failed to fill the vacancies, due to which work pressure is more on the staff.

    This is my personal experience which I have seen in Udupi. Udupi SP uses constables (who is also a driver for SP) to bring vegetables to his house, to get flowers to his wife, to carry tiffin and lunch boxes etc. I agree driver cum constable has been appointed for SP for his official travel. Is it right to use him for personal benefits? The driver I am talking about here is my friend. I asked my friend many times why he should do SP's personal job? My friend tells all his promotions, increments depends on SP and if he don't do he may be transferred to some remote location.

    The police constable's job is one of the worst shoes to be in. The constable has literally be the slave to his superior and they say many constables actually polish teh shoes of their superior and also do many chores for the boss. They are duty 24/7/365 and have no peace of mind. It's time for radicle changes to be made in the leave rules and also policies like frequent transfers and other disclipnary measures.

    As justice Verma said our police force are negligent and he pointed out how delhi CP behaved during the recent delhi rape episode. Unless the strict reforms are introduced in the police force, we may see more shoot outs in the police station and chaos in public life due to police behavior.
