Mangalore, Feb 6: The raid on Ashraya centre at Mission Compound on Sunday February 3, wherein the owner was accused of ill-treating and abusing the inmates, has brought to attention the sorry state of affairs in some of the so-called rehabilitation centres. While it would be unjust to paint all such centres with the same brush based on this particular case, as there are many rehab centres that genuinely care for the inmates, the incident does make one ponder how many more 'Ashrayas' may be out there.

Another case that may be recalled here is the one regarding a rehab for the aged located at Monkey Stand in Mangaladevi. A couple of years ago, daijiworld carried a report on how neighbours had complained of wails and shouts emanating from the rehab, and suspicious goings-on like a naked man being thrown into the garage. The police gave a clean chit to the rehab, stating that the institute was doing a 'noble service', however, the neighbours claimed that none of the inmates were visible anytime of the day, and added to the constant shoutings, it raised suspicion over the way the inmates were being treated.

Incidentally, both the rehabilitation centres were being run by the same person - Upendra Naik. Sources said that the previous rehab was closed down a few days after the report exposing the suspicious goings-on appeared on daijiworld.

In the latest case regarding Ashraya Rehabilitation Centre being run at Mission Compound, Nantoor, the Kadri police along with officials of Child Welfare Committee, raided the centre late night on Sunday, and shifted all the 27 inmates of the centre to Wenlock Hospital here.

Upendra Naik was arrested, and police learnt that the centre is not licensed by the family welfare and other government departments as per rules.

It is learnt that one of the inmates ran away from the hospital, while two others were taken away by their relatives on Monday evening. Women and child development district officer, Shakuntala, has asked the police to investigate the backgrounds of all the inmates. She said that the rescued inmates will be handed over to their relatives if they come forward to take them back, and that the others would be admitted into centres that have proper licences.

It is said that the centre does not have proper toilet facility, and that aged, mentally challenged persons, women as well as men, were put together in a single room. Food and hygiene were neglected, and the terrible odour always enveloped the centre. A case under different sections of Mental Health Act 1987 and Physically Handicapped Act 1995 was registered in Kadri police station against the owner of the centre.

It may be recalled that the neighbours, who saw a woman jumping out of the compound wall of the rehabilitation centre and running away on Sunday night, and then being forcibly taken back to the centre by the centre’s owner, had complained to the police.

In the meanwhile, assistant commissioner of police in the city, Kavita, received a memorandum from a delegation led by Karnataka Pradesh Congress Committee secretary Ivan D’Souza, on Monday, seeking detailed investigation into the functioning of the rehabilitation centre in question.

    Two years back a NGO run by Bejai Councillor Lancelot Pinto was unneccessarily draged into the controversy and the local BD and the Child welfare commetee chairman Ms. Naik was in the lead.Although the NGO was looking at the education of children.During the same period the orphange run by the Nuns was raided and the children were harassed. That time also BD was leading and Ms. Naik was supporting. This time there is no BD and Ms. Naik .May be both of them are hand in glove with the operator. Also the local politicians who are involved in realesate business might have dumped the owners of the lands which they illegally bought into the shelter and may be protecting the culprit

    Nothing new is it? How could the police have given a clean chit a couple of years back to this Institute. Sad. Do the Police have any sense of real duty for the money they earn? God protect those suffering ex-inmates.

    When this so called raid took place how is that there were no women constables around. This is against the police rules. The Commissioner of Police should take note of this. These old women were "handled" by MEN in uniform ?

    Neither did I have any idea whether the inmates were tortured until the phrase came that the center in Monkeystand was run by the same person.

    You must read the news/article 'Mangalore : A cry in the neighbourhood' above, to understand what may have gone on with the inmates.

    That is the reason why I am not convinced with what Suresh has to say.

    I have personally visited this center to learn in detail since I was planning to admit my mentally challenged brother. Immediately we guessed the situation specially regarding the food they serve and the odour around. I spoke to one of the male inmate who expressed his desire to runaway back home. Also observed that the mentally challenged and the other normal inmates were put together. It is true that every filth is punished and every good deed is rewarded.

    Torturing/illtreating the old agers, mistreating them wihtout any respect, forgetting the sacrifices they did by the time they reached this stage in life, weather its their own children or in the instituions like these is a grave & henious crime Humanity cant forgive. Our elders do not deserve this type of farewell in their oldage for bringing us to this earth.

    There is no any treatment for psychiatric disorder.I did treatments everywhere in Mangalore.After all treatments his Sodium
    content in body had gone down afterwhich all the doctors told they cannot handle.
    I challenge anyone, Please try to admit any mental person in any of Rehabilitation centers in Mangalore or Wenlock atleast.
    None of center will agree. If you keep the same person in your home for more than 5 years, You will become mental.
    You may think I'm mental now. But its reality. In my case my only option was Upendra Naik, Or Killing myself.

    TV-9 had published the same news couple of days before this raid. Upendra Naik was alone handling this Center.
    There were 3 more womens who were taking care of inmates. If he is not good person why he has not escaped on the day of police raid?

    We want to hear from Suresh, who boasted what a satisfactory service his father had received from the center. He could be a fabricated benefactor to mask all malpractices or to avoid any further investigations.

    Secondly, please find out how much government aid Upendra Nauak has claimed for the community service he has been doing. Apprehend the officials who approved the aid without conducting proper inspection of the center.
