Four-laning of Goa to Kundapur NH 17 at a cost Rs 2,600 crore

Bangalore, Mar 26: Goa to Kundapur National Highway No 17, which stretches from Goa to Karnataka, is being upgraded and converted into a four-lane road at a cost of Rs 2,600 crore.

The IRB Infrasgtructure Developers Ltd and the National Highways Authority of India (NHAI) signed an agreement for converting the NH 17 from two-lane to four-lane highway.

The project will be executed on DBFOT (toll) pattern with a concession period of 28 years.

The Rs 2600 crore project cost is to be completed within 910 days from the appointed date,” IRB said in a filing to the Bombay Stock Exchange.

The agreement was signed by the company through a wholly-owned subsidiary, IRB Westcoast Tollway Pvt Ltd and NHAI.

The project is being developed under National Highways Development Programme (NHDP) phase IV on Design, Build, Finance, Operate and Transfer (DBFOT) basis.

The scope of work for the project involves upgradation of existing section of NH 17 between Goa/Karnataka Border and Kundapur from existing 2-lane highway to 4-lane highway.

The construction is to be completed within 910 days from the appointed date or roughly 30 months and IRB Infrastructure’s subsidiary will get tolling rights upon completion of construction.

The company has sought a grant of Rs 536.22 crore from NHAI to execute the project.

    widening the road between Ankola to Karwar has to be diverted from Ankola in Karnataka to Poinguinem in Goa, bypassing Ankola, Karwar and other towns on the existing NH17/NH66 as people of Karwar and Ankola have already lost their land and houses in Sea- bird and Kaiga projects. Better to have 6 lane bypass road than 4 lane road from crowded cities keeping in mind security,many families rehabilitation and distance of road from coast.

    Will someone explain to me how IRB is going to widen the road between Ankola to Karwar which belongs to Indian Navy and is a very strategic point from the view of Terrorism? The road has to be diverted from Ankola in Karnataka to Poinguinem in Goa, bypassing Ankola, Karwar and other towns on the existing NH17/NH66 to avoid terrorist attack on naval establishment. Why Government / Indian navy is silent on this?

    First of all breakup of all the expenses of 2,600 crore should be published in the newspaper & other means. All this money is taken from public & they should know where & how the money is utilized. Public vote them dreaming that they will improve our state but instead of that once the minister's are elected they plan from where to remove money & make his bank balance more & more. Everyone works hard & pay income tax to govt. what is govt. doing for us? what we get back is just scandals bigger & bigger. Every toll should have a display how it was spent for the project & how much it is collected on daily basis so that people will come to know how long this toll will go. I have hardly heard anywhere the toll tax has been withdrawn.

    L&T Ramboll Consulting Engineers Limited will construct bridges on the stretch. The National Highways Authority of India (NHAI) in July, 2012 handed over the contract to the Mumbai Company for taking up the project under phase 4 of the National Highways Development Project. But work was delayed due to technical reasons. The IRB Westcoast Tollway Private Limited, is implementing the project and toll will be collected for 28 years from the date of commencement of project it's completed. As per NHAI official the project is expected to be completed by 2017-end. Sources in NHAI said work on Sharavathi (1.15km) and Kali (700m) bridges has begun. There are 14 major bridges, 39 minor bridges, four flyovers, two road overbridges, one road underbridge and 500 culverts on the stretch and one tunnel in Karwar. IRB is planning to build a tunnel of 700m to avoid disturbing Karwar port.

    Infrastructure up-gradation is much necessary & off course we are much behind…

    Biggest problem throughout country is private owned BOT projects (Build-Operate-Transfer)… There will be toll gate collection for 15-20 years & its going to be big head ache for daily commuters of coastal. I really suspect how people going to adjusted these system!! Instead of BOT (toll gate) system it should be ‘Annuity’ where our people don’t get suffered…

    By keeping in mind that commercial vehicles long run commuters, our politicians should initiate new “MANGALORE-GOA 6 LANE EXPRESS WAY” parallel to KR line with pure private owned BOT project.

    Let them complete the Surathkal to Kundapur stretch first. Only those people who travel here regularly will understand the problems. Lets not give the credits for announcing the projects but for completing it on time. Be it Congress or BJP.

    By the time this 4 lane is ready it ( presuming in 2025 ), it would be time for a 10 lane Highway. The volume of traffic is growing very fast. Moreover vehicle owners have to be taught which lane to drive on and at what speed. A slow moving and loaded truck uses the fast track.Often other vehicle owners have to overtake on the left of such trucks.

    Firstly drivers need to be given lane driving lessons. Secondly 4 lane, we need to think way ahead of time, another 10 years, the four lanes will start looking narrow with the increase in vehicles. Lastly, hope they do not collect toll endlessly, like they do at mumbai, if they do, at least the quality of the roads should be up to the mark at all times.

    Road projects are delayed by the court cases. All the road widening projects are facing the same issue.
    Regarding 6 lane, once 4-lane is finished, say 2016 end. Planning on 6 lane starts. This is what happened to the Golden Quadrilateral. This is being now 6-laned.
    Thank the Yediurappa for making this road 60-meter, 4 lane grade separated road. In other states like Kerala, chief ministers have demanded for 30-meter wide roads. Yeddy kept his ground and did not listen to the public demand and court cases.

    Roads are fine. You can employ Swiss/Canadian/Singapore govt to do state-of-the-art roads. Can we initiate 10% of the money to educate "Road/driving Sense". I believe this could an achievement.

    You will still left with 50% (1300 cr) for very good roads and 40% (1054 cr) to siphon off the 2600 cr.

    Please include "police(rto)" in the education process too....

    The need of the hour is NOT a 4 lane highway but atleast a 6 lane expressway. With a burgeoning population and rapid increase in the number of 4 wheelers, bikes and trucks, these 2 2 lane poorly maintained roads just wont be enough to accommodate them all.

    We need 'Western Standard' 6 lane control-access expressways where top speed can reach upto 100-120 kmph and with fencing on sides to prevent cattle, cycles and people from entering these roads, thereby saving fuel and shortening travel time. Classic examples for these are Yamuna Expressway, Mumbai-Pune expressway or Emirates Road in UAE.

    our politicians and Sarkari Babus need to "get an Idea"??

    By looking at current phase (NH 66 from suratkal to Kundapur),It will be 910 days multiplied by 4.
    Announcement just before the election and completion just before 2019 election because they want to blow the trumpet of development twice and take the maximum advantage.

    In India, any type of NH routes cost Maximum 1.5 Crores for One KM of road with dual carriage way. So, 4 lanes means 3 Crores of Rupees per KM. Rs 2,600/- Crores means 867 KM from Goa to Kundapur? Assuming Land Acquisition solely done by Government concerned, then we have to doubt the cost of this NH! Anyhow as long as our people are not losing money, let them estimate the cost the way they want.

    Some portion of this Highway work was awarded to Jagmohan Reddy's Company. Since he is behind bars there is nobody to sign cheques etc etc. The work is pending like the Ullal new road bridge and upto Talapady.

    This project will be a successful one if it is completed on time.. De-watering system where required , should be implemented during monsoon session... otherwise water stored on the roads will result in Major accidents.. If everything goes well Goa can be touched within 4 hours by road by reducing traffic on Konkan Railway...

    This route is horrible mostly during monsoon...there is so much ponds full of water, you can not judge how deep it is, specially Karnataka part. Even though 2 lane, goa part is very good. From Karwar towards udupi, the roads are horrible and the representative of this region has not done anything for infrastructre. Hope it gets better soon..................

    The project was awarded to IRB in August Last year. Land Acquisition is already in-progress from Kundapur To Karwar, Karnataka Border. One of my friends is part of land acquisition team.

    Well done NHAI...All National Highways should be upgraded. Infrastructural weakness in India hinders growth.It is highly daunting task to get land cleared for roads as it cross forest areas.So many families have to be rehabilitated and with in 910 days to be uted which I think highly impossible.Some are how NH Mangalore-Bangalore which was sidelined for quite long time should be made four lane ASAP.

    After this project is completed it might take 3-4 hours to reach Goa from Mangalore provided drivers dont drink Goan Feni and toll for a car could be Rs. 200-300 ....

    Better they build a new fast track toll road with current toll-free slow road....

    I think Toll road can easily take a max speed of 100-140 KMPH likes roads outside India...
