Bangalore: CM's order to babus: 'Pull up socks, get ready to deliver'

Bangalore, May 27: Chief Minister Siddaramaiah on Monday asked the State’s bureaucracy to deliver services to the people and warned the heads of various departments and senior IAS officers that they will be held responsible for any laxity.

“I want the bureaucracy to pull up their socks and set right the faultlines in the administration,” he said addressing a conference of deputy commissioners of districts, chief executive officers of zilla panchayats and principal secretaries to various departments in Bangalore.

The conference was held for the first time after Siddaramaiah assumed office as the Chief Minister and several Cabinet Ministers attended the meeting.

Siddaramaiah, who is known to be a hard task master and no-nonsense administrator with the rare distinction of presenting seven state budgets as finance minister in the past, minced no words in his speech to the top IAS babus.

''The general perception is that the administration has collapsed in the previous BJP rule,” he said and setting out the task to the heads of the various departments and other heads of administration in the districts.

Cautioning the bureaucrats, he said: ''I want the officials to make a drastic change in the administration in the next six months or else be prepared to face strict action.”

Giving a piece of his mind to the civil servants, Siddaramaiah made it clear they will be held responsible for any delay in the delivery of various pro-people welfare schemes of the Government, including distribution of 30 kgs of rice at one rupee per kg from next month.

''Delay in the implementation of the Government schemes would not be tolerated,” Siddaramaiah declared.
He asked officials to desist from thinking that they were landlords and people their tenants.

The Chief Minister said the bureaucracy must strive in bringing back the administration on track to dispel the general perception that it had collapsed in the State.

The State’s electorate has blessed the Congress party and installed it in power on account of failures of the previous government.

''It is the responsibility of the Government to respond to the grievances of the people. The aspirations of the people are very high and we do not want to disappoint them,” he said.

Officials must refrain from shifting responsibility to junior level officers, he said and declared that this type of passing the buck attitude will not be tolerated.

He also told senior officials to visit offices of taluk and district headquarters frequently to inspect functioning of departments’ offices.

The Chief Minister took exception to several departments not submitting utilisation certificates to the Centre over utilisation of funds allotted through central schemes.

“Without submitting the utilisation certificates in time, we cannot get additional central grants” the chief minister said.

He said the government was committed to correct utilisation of central funds in the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) as the state had got a bad name due to large-scale irregularities in its utilisation under the scheme during the BJP rule.

Siddaramaiah instructed officials of the Agriculture Department to make all arrangements to ensure timely delivery of seeds and fertilizers to farmers during the coming kharif season.

    It is always there. Whenever new Govt is formed the Chief Minister will make it a show to order the BABOOS to give warning like be careful, discharge your duties fully etc. Its nothing but old wine in the new bottle. Those who don't follow CM's orders/instructions be punished and givensome unwanted place. Better to send them to maternity hospital for delivery after nine months.

    No doubt Siddaramaiah is a able administrator. The Offcials of various department must act wisely, if not will be grilled and may be shunted out. Strict and good governace will bring glory to Karnataka. The main attention should be on poor people and farmers. Over all the development is crux of the agenda. Jai to Siddu cabinet.

    Unlike BJP who for obvious reasons of Vote Bank Politics, pampered so called public srvants ( Not all), it s time to show, Do or die. Please note common mans money is used to pay salary to delivering and non delivering govt staff. When everyone is responsible and accountable, why it do not apply to Gove Servant ? Why they are left free to graze and deliver public loot to their Political Master ? How many faces shown in the Pics have clean hand ? Are they or going to be different from their Predecessor ?

    This is the common phenomena when new CM and his new cabinet Ministers (they are the biggest Babus for that matter) resume office and face bureaucrats’ for first time. They might be laughing in their mind saying that “Aaya Naya Saab Badaa” One such Babu has became MLA too in our region so he knows very well how the systems works. Declaring 30kg rice to poor people was the Congress Manifest in their Election promise but now distributing the same without looking at the enough stock is the problem of Babus? Don’t make the false promise without forecasting the consequences. They now approached Central Food Ministry to provide enough rice to make good of election promise. But our Central Food Minister, Sharad Pawar is interested in Wheat only and everybody knows why!

    The administration has got really lax, as the last five years they were barely accountable.

    The infighting, 'power at any cost' attitude of the earlier government, really gave them enough room not to perform.

    Old habits die hard they say, let us hope that the habits have not become too old, and will have a quick death.

    Why only VAs (as some reader said), the veterenary doctor, the panchayat secretary - wehre are they?

    Go to taluk office, DC office, in the age of soft copies and networked technology, they still ask for half a kg of copies along with any application. Sometimes the intention seems to be "enough space amidst the papers to hide the motivator".

    The top administration can scream a lot indeed, but the grass root level employee of the government should be passionate about his/her job and the difference they can make to society.

    Please note: there are wonderful 2 women employees that I encountered at DC office mangalore. Gratitude to them.

    All state and central developmental projects should be implemented and concerned higher officer/DC held responsible for non completion.Every year near to Budget session all these funds were pressured to be utilized unscientifically or due to bureaucratic bottlenecks sent back to state or Central treasuries respectively.Govt of Congress should release white paper on mismanagement of financial business by previous govt as Central funds were returned to central treasury.The un utilized budgetary allocations and developmental funds of state goes back to State treasury and these resources again added to the size of Budget which tends to up quantitatively rather than qualitative BUDGET.GOVT of Siddu need to ensure all such funds are used in a specified time frame by asking BABUS to submit progress report periodically.For this arrangement CMO office could be make arrangement separate wing.STATE GOVT ALSO SHOULD ENSURE FUNDS ALLOTTED TO STATE BY GOVT @ CENTRE UNDER MATCHING CONTRIBUTION(50/50) SHOULD BE UTILIZED FULLY.MAKE BABUS FULLY RESPONSIBLE FOR ANY NON-UTILIZATION OF FUNDS.
