Mangalore: RTO chalks out safety rules for school buses, warns violators of action

Mangalore, May 28: The district administration and the road transport authority will take tough measures to ensure safety of school and college students while they are transported by school buses and taxies," said C Mallikarjuna, road transportation officer (RTO).

He was addressing the preliminary meeting on ‘Road safety guidelines on transporting school children by school buses and taxies’ to school heads, staff and BEOs in district commissioner office here in the city here on Tuesday May 28.

"We have come across many road accidents, especially the gruesome death of school children in Ulaibettu bus incident. To put a complete end to such accidents, the Supreme Court, the high court and other commissions have issued certain guidelines on road safety while transporting school and college children by school buses, cabs, and autos," he said, adding that the issue was very important and asserting that vehicles that transport school children should mandatorily follow certain rules and regulations.


Accordingly, schools were directed to follow these guidelines:

- The school bus should be painted in highway yellow colour, with the words ‘school bus’ on all four sides of the bus. Name, phone number of the particular school should be clearly painted on the bus.

- There should be an emergency exit in bus, and the word ‘emergency exit’ should be written above the exit door.

- The windows should be protected with horizontal iron grills, so as to prevent children from putting their hands out.

- The school bus should compulsorily possess a first aid kit and a fire extinguisher.

- The children should not be overcrowded in the bus, hence guidelines should be followed in filling the seats. 

- The driver should possess authentic licence, renewed witness certificate, insurance and other documents.

- The bus should possess a secure door lock or pneumatic lock system.

- One seat for conductor or school staff should be near the door.

- The school bus driver should have minimum 5 years of experience in driving.

- Separate compartment under seat should be made to load the school bags and other belongings of children.

- The schools should possess all information about the driver’s documents and maintain perfect records.

 
All these regulations must be compulsorily followed by the end of this month (May 31). From next week the transport authority and the district administration will examine the school buses to ensure that all these requirements are fulfilled, and any violation will be dealt with strictly, even leading to cancellation of licence, Mallikarjun said.


Guidelines for private cabs/taxies

Mallikarjuna also said that private cabs/taxies should carry ‘School Cab’ boards that are 100 mm, with green coloured sticker pasted on all sides. The drivers should wear light blue shirt and light blue trousers with shoes along name badge.    

A special committee should also be formed in schools including the members of parent-teachers' association to implement safety measures and it should be active in examining the records, documents of taxies and auto drivers.


Auto Rickshaws: Auto rickshaws should carry only minimum number of children and follow guidelines.

Additional deputy commissioner Dayananda said these rules will be implemented strictly with immediate effect for two reasons - education institutions are on verge of reopening and monsoon is just beginning. "Safety of school children is very important. Parents send their children to school with different aspirations and it is our duty to provide safety measures," he said.

"During emergencies like flood and natural calamities the BEO can decide on holiday for schools and need not approach the district administration," he added.

Traffic police ACP Subramanya said the drivers should check the condition of vehicles in advance and should not cross speed limits.

    This looks like an Announcement.... Meeting should be conducted by prior intimation so that Public can also participate.... Anyway I would like to bring the attention of RTO the following. This applies not only to School buses, But to all buses in General.

    1. The Platform of some buses are so high that some people can't get in easily. What checking you are carrying out ?

    2. Please do YOUR BEST to completely remove the Sound and TV System... No longer required... Passengers attention of getting down or locating their destination go unnoticed and they fall in trouble.

    3. Ensure NO STANDING PASSENGER in buses. This is difficult to implement but need of the hour as Passengers are filled like Sheep in buses. RTO is really Blind & Deaf regarding this issue since decades.

    4. RTO can catch the nuisance creating continuous whistles by conductors or super-conductors of buses... If you have brain...

    5. Think about a system where there is no EXPRESS and LOCAL BUSes. Adopt an electronic computerized system that Ply buses as per the demand of that day at a particular time. We need kiosks at identified places where people should enter the destination. Based upon the no. of such demands a bus need to be plied otherwise NO. Now Big buses run even if there are NO passengers. This should be avoided.

    6. RTO should travel at least once a while in local buses to see the behaviour of drivers, Conductors, Super-Conductors and Passengers, Condition of Buses and also roads wearing casual dress not in uniform... Do you do that ?

    WHATEVER DECISIONS TAKEN AT YESTERDAYS MEETING WAS SUPPORTING UPPER CLASS AND MIDDLE CLASS CHILDREN. INDEED IT IS A GOOD MOVEMENT.
    WHAT ABOUT POOR CLASS CHILDREN WHO DEPENDS CITY BUSES TO REACH SCHOOL?HAVE ANY OF THE OFFICIALS WHO ATTENDED YESTERDAYS MEETING EXPERIENCED TRAVEL IN CITY BUSES AT SCHOOL TIME? I AM SURE, DEFINITELY NOT.

    Good initiative if followed!
    However, nothing has been mentioned about the quality of school vehicles?! Concerned authorities should ensure that only well maintained/quality vehicles are used to ferry children. Licenses should not be issued unless otherwise this criteria is met by schools/transporting companies.
    Also RTO should take initiative in educating traffic safety guidelines for bus drivers/children/parents & teachers.

    As we see specially busses racing within the city shouldn't be allowed and there should limitation as the city is overcrowded they least care about the passengers safety the RTO has to be sincere bringing this rules and see them implemented within the city there should speed limit pls. make compulsory whosoever disobey these rules should brought into notice... people afraid to walk on footpath the fear is so much. Mr. RTO pls. do something to curb this activities.

    Look at the timing of this meeting/announcement. Old wine in the new bottle. RTO sir, if you are serious enough should have convened the meeting well in advance and given time for transporters prepare for changes. There is nothing new, you will convene a meeting again after some accident or so otherwise as usual. Such an important issue & MLA is missing?

    I have a problem with these rules.. sorry , the omini drivers have refused to ferry children because of the school cab tag.since they cant make money with tourist , airport ferrying.... what will so many parents who are working do? will the RTO do something on this can it instruct teh school to compulsorily provide buses?
    the Rick fellow say that if tehy are asked to ferry only 6 children they cant make any profit so the y have to hike the pay n the parents refuse to pay higher..
    I for one want these rules to be strictly implemented but where to find cabs N ricks to ferry children? can the RTO do something on this ..

    Why not involve our MLAs even to regulate our unruly city buses overcrowding, yelling, whistling (unintentional - into the ears of passengers, or do we have to wait for SC orders. Also need to regulate/standardize the height of the foot board to alight/board the mangalore city busses. Everything s pathetic over here. Help us God!!!!!!!!!!!!!!.

    At last!! Let us hope this is the beginning . Also tighten rules on bus and truck drivers who are racing like lunatics and fine them heavily when they commit an offence. Repeated offenders should loose their licence for a year. Enforce strict speed controls and ban all drivers who use mobile phones when they are driving.

    Mr. Edward C. Maben: you are more than 1111% correct in giving Guidelines to RTO, Mangalore, because they know their job but Do Not Want to Do their job. They are totally deaf and dumb when the monsters heavy vehicles, specially the City, Mofussil and Express buses, who blatantly do not follow the road and traffic rules under your very Nose and kill innocent people on the road. Your failed actions results in = Innocent Lives Lost on the roads.

    I do not say that all people in your office are bad. I do not say, the School buses and autos and taxis are perfect in following road rules.

    After all, you are all paid salary and perks from the Taxpayers Money, which you are aware of it. Better do justice to your job as per the guidelines given by Mr. Edward C. Maben herein above. Else, even the Almighty God can not help you and Save you. JAI HIND.

    RTO should take strict action or impose heavy fine against Express buses first. Many readers will agree with me that these bus drivers dont drive, but fly, and one can call them "Yamdhootha". These drivers know very well that if met with accident, their "masters" use ministerial/police influence to rescue them. Mr. Ahmed, Mangalore, has rightly said that 99% of our drivers dont know the rules and regulations of driving. Most dangerous are the 2 wheelers, they over take 4 wheelers from left/right or any direction to reach their destination as fast as possible and sometimes, unfortunately, they reach heaven and then for their harsh riding, 4 wheelers become "Bali-ka-Bakra !

    First n foremost is to stop drivers using mobile while driving. Drivers shud not b alowed to carry mobile at all n they should b checked once in a way. only boards have been put but no affect. Stop the vehicle check the drivers mobile whether he has used it at least they will have some fear. The lives of so many people is in his hands n his neglegence will only ruin our lives. Mobile while driving that too these bus drivers has become a biggest menance .

    What about a female conductor/assistant in school buses which carries girl students too?
    What about routine check up to identify that the school bus does not break/flout any of the above and safety regulations.

    Recently I met RTO and forwarded Him some information regarding the regular city buses being used as school buses by Navachetana School in Neermarga which is run by Rotarians. Also there are few Ambulances used to carry little children to St Agnes school at Bendoor and Lourdes at Bejai. These same Ambulances carry sick people to hospital. Spoke to school authority regarding this and they bother the least as long as Donation is collected.

    There may be many more around doing the same. If not enough Rickshaw carries almost 10 to 14 children in them. Some sit on Drivers lap and hold the handle. Omni vehicles are worst violators, carry 15 to 18 children in side while some sit on drivers lap and hold the steering. Sometime driver gets out leaving the child on drivers seat.
    Let us all join and inform the RTO about these things when noticed. It could be your own child may get hurt some day. RTO should publish a Phone Number which we can be used to inform them the violations. Thanks RTO Staff.

    Only what has been implemented strictly by RTO is removal of tints from small vehicles. That is also on the order of Supreme Court. So, I believe for implementation of any rules on Drivers / Vehicles, has to come from SC only. Otherwise, all the talks are in the air. Generally speaking, most drivers does not even know which lane to drive and which lane to overtake, they use more horn and less brake, some drivers does not even know where is the switch of dim/dipper. All the circles in town are jammed because no one knows who is first and who is next.

    First get rid of the corruption in your own office. Your staff dont even have shame. They dont beg, but they demand money like decoits.
    Second: Stop making once in a while appearances on the highways, which is actually just to loot money rather than punishing the offenders
    Third: Take strict action against the bus lobby in Mangalore

    Dear RTO,
    first see the road manners of the drivers and how the driving schools teach the drivers to drive. The truck and mini truck drivers think road belongs only to them and even on highway they driev on main lane with full lights on. At least get on to road and check some times then at least some innocent lives can be saved. Do not think of making money alone when you come out on road to check.
