Bangalore: BJP opposes gutka ban, demands immediate withdrawal

Bangalore, Jun 4 (PTI): The opposition BJP in Karnataka today demanded immediate withdrawal of Government notification banning gutka, asserting that it would hit arecanut growers of the state.

The party's floor leader in the Legislative Assembly and former Chief Minister Jagadish Shettar took exception to Government not taking the House into confidence before issuing the May 30 notification when the session was on.

He charged that the Government has taken a hasty decision without pondering over its implication on arecanut farmers, and sought its withdrawal till the problems of the growers are addressed.

Shettar, who raised the issue in the House along with some other BJP members, added that the Government should have held discussions with legislators from arecanut growing areas, before issuing the notification.

Visweshwara Hegde Kageri (BJP) noted that Karnataka accounts for 60 per cent of the country's arecanut production and maintained that there is nothing to suggest that arecanut is harmful to health.

Kageri, a former Minister who hails from Uttara Kannada district, a key producer of arecanut, alleged that a "powerful lobby" is behind the government's decision which he termed as "unilateral" and "dictatorial". What's needed is removal of harmful substances such as tobacco and nicotine from gutka.

He said arecanut farmers are already saddled with loan burden and prices are "collapsing" and wanted the Government to come to their rescue. "The government should immediately convene a meeting of arecanut farmers, associations and organisations to discuss the issue in a scientific way".

B B Ningaiah (JDS) said following the ban, gutka manufacturers have already stopped purchasing arecanut.

Former Chief Minister B S Yeddyurappa (Karnataka Janatha Paksha), demanded that the Government announce a support price for arecanut and reimburse the balance amount in case the price falls below that.

"We are not against the ban on gutka", he said. "The government should first make an alternative mechanism for growers. Then they can decide on banning gutka".

 

Cauvery Unites Opposition in Demanding Clarity from Govt

Bangalore, Jun 4: The vexed Cauvery issue helped in uniting the opposition parties in the Karnataka Legislative Assembly in rallying behind the JD(S) in vehemently attacking the Siddaramaiah-led Congress regime and also making strong demand for deletion of Governor H R Bhardwaj’s reference to the Cauvery Award in his address to the joint session of the State Legislature.

Leader of the Opposition H D Kumaraswamy, who had given a notice to Speaker Kagodu Thimmappa seeking an amendment to the Governor’s address under Rule 21 of the House, said it was better on the part of the Government to delete the sentence from the Governor’s speech before moving motion of thanks to the Governor for his address.

The Governor in his speech had said: “The long pending extension, renovation, and modernisation projects of the Cauvery basin will be taken up for approval of the Government of India, in conformity with the Cauvery Award.”

The JD(S) leader and former chief minister said the Government decision to take up modernisation of projects in the basin after the Centre’s approval and in conformity with the Cauvery Award would cause severe hardship to both residents of Bangalore as well a large number of farmers in the basin districts.

The Government has filed petitions before the Supreme Court and Cauvery Water Disputes Tribunal challenging the Cauvery award, he said and wondered how it could now state through the Governor’s address ''a virtual shift in its policy.”

The Government’s decision to implement modernisation projects in conformity with the Cauvery Award would give Tamil Nadu more edge in the Supreme Court as well in the CWDT to defend its case, the JD(S) leader said.

Modernisation works have already been taken up, he said asked what was the necessity for the State Government to take up the Centre’s approval.

''Whom you are going to please? Do you wanted UPA III by implementation of modernisation projects in conformity with the Cauvery Award?,” Kumaraswamy asked the Government.

BJP floor leader and former Chief Minister Jagadish Shettar, former Water Resources Minister Basavaraj Bommai too slammed the Government and said the Governor’s speech clearly indicated acceptance of the Award by the Government.

Concurring with the stand taken by Kumaraswamy, the BJP leaders demanded immediate deletion of the sentence from the speech to safeguard the State’s interest.

“The Governor’s speech is a very serious document in the Supreme Court. Don’t take it as a prestige issue and agree to our demand for deletion of the sentence from the speech,” Shettar said.

Already a few moderniation works of canals have been completed, Bommai said.

Former Chief Minister and KJP president B S Yeddyurappa alleged that the State has surrendered to the Tamil Nadu on sharing of the Cauvery waters and urged the Government to correct the mistake occurred in the speech copy, which was approved by the State Cabinet.

Yeddyurappa appealed to the Speaker to adjourn the House for a few minutes to hold discussions with the Advocate General to understand the implications in the apex court and CWDT.

JD(S) members H D Revanna, N Cheluvarayaswamy and H C Balakrishna and BJP members urged the Government to treat the Cauvery issue very seriously in the interest of the State.

Chief Minister Siddaramaiah, who responded to the opposition’s attack, said he would give a satisfactory answer while replying to the debate on the Governor’s address.

 

Gutka ban to stay, govt rejects BJP demand to revoke it

Karnataka government today said the ban imposed on gutka would stay, rejecting the demand of the opposition BJP which argued that the move would hit arecanut growers in the State.

At the end of a debate on the issue in the state Assembly, Chief Minister Siddaramaiah said revoking the May 30 government notification would only benefit the gutka lobby and would not help the cause of curbing cancer cases.

The ban is as per the Supreme Court order, he said,denying that it was a hasty decision. The government had no other option but to impose the ban. As many as 23 States and five Union Territories have taken similar step.

Seeking to allay concerns of the growers, he said the decline of price of arecanut was only marginal.Government would extend them support if the prices crash, he assured.

    When in power, they were not able ban gutka as per the Supreme court order,even other 23 states taken the correct decision.This ban really help poor people,if not arac growing middle class and rich people. I congratulate the govt. for taking straight forward decision without giving any chance or time for gutka lobby or supari lobby to stop the gutka ban. Mostly Gujarat manufactures gutka and makes money, but it is banned in that state. These BJP is thinking about the well wishes of Gujarati gutka businessmen and not Karnataka's poor.Shame on BJP for speaking against one of the most able decisions taken by a elected govt. within a month time.

    The International Agency for Research on Cancer (IARC) regards the chewing of Gutka or Betel with Areca-nut to be a known human carcinogen. The media has reported that regular chewers of betel leaf and Areca-nut have a higher risk of damaging their gums and acquiring cancer of the mouth, pharynx, esophagus and stomach.
    Chewing Areca-nut alone has been linked to oral sub-mucosal fibrosis. According to Medline Plus, "Long-term use of Betel-Areca preparations has been associated with oral sub-mucosal fibrosis (OSF), pre-cancerous oral lesions and squamous cell carcinoma. Acute effects of betel chewing include asthma exacerbation, hypertension, and tachycardia. There may additionally be a higher risk of cancers of the liver, mouth, esophagus, stomach, prostate, cervix, and lung with regular betel use. Other effects can include a possible effect on blood sugar levels, which may in turn increase the risk of developing type-2 diabetes.
    In Thailand, the consumption of areca nut has declined gradually in the last decades. The younger generation rarely chews the substance, especially in the cities. Most of the present-day consumption is confined to older generations.
    But in India, the consumption among younger generation has increased. Now the time has come to find an alternative use of Areca-nut and better ban the manufacture of Gutka to save precious young life.

    Yes all are harmful Beedi Cigarette, liquor whether it is cheap or otherwise and gutka too which you can see a 5 years old also chewing!!! Parents do not mind that at all but they will admonish the child if he\she drinks liquor or smokes beedi\cig.
    That suggestion from BJP MLA to remove the harmful subsatnce from gutka..!!! what a foolish things to say - Those harmful substances are the ones people are addicted to and not actual negligible quantity of arecanut in it. Those harmful substances make them buy\consume gutka as it gives the "KICK" and if they are not there there will not be any buyer for gutka.
    Let them try and see...!!
    Why one cannot eat PAAN leaves only. Does one need tobacco lime (chunna) with it which are harmful. Will they buy PAAn without those and other substances not added to it?
    These Ministers\MLAs who own big farms of arecanut want easy sale of their product and these manufacturers of gutka come to their door to buy arecanuts.
    Before gutka was manufactured what these growers were doing to sell arecanut. where they holding Govt. responsible for not able to sell the harvest? Where they then demanding from government compensation?

    Gutka isn't as bad as that of beedies, cigarettes and alcohol - in fact it can be good for health in that it helps digestion. Also it leaves behind a good taste in the mouth after a good meal. Moreover it is a poor man's luxury - so don't deprive them of this privilege. Should you ban in any event, make sure the growers of arecanut are properly compensated.

    Any such decision should be taken in the LEGISLATIVE HOUSE. Both Pros and Cons should be discussed. Has Govt taken into considerations of farmers? Not at all...

    Siddu is single handedly taking the decision. He should not forget that he is the head of DEMOCRATIC Govt.

    Siddu is not a KING of kingdom to take overnight decision. That is why I mentioned couple of days back, the most brainless CM ever.

    We are not against Gutka Ban, but farmers family should not be affected.

    Another argument in support of the ban is that gutka products use minimum arecanut and more of other carcinogenic materials.

    “The percentage of arecanut in these products is very less. So, the apprehension that ban on gutka affects production and prices of arecanut is totally false,” said Dr Sridhar, Vice-President, Karnataka State Dental Council.

    A study conducted by the University of Agricultural Sciences, Bangalore, last year shows a decrease in the prices of arecanut in the State, despite the increase in production.

    For example, the average price of arecanut (white chali and red boiled varieties) during 1995-96 ruled at Rs 8,790 per quintal, when the production was 1.14 lakh tonnes. The price came down to Rs 8,389 per quintal in 2004-05, when the production was 2.03 lakh tonnes.

    Government is ready to ban Liquor (cheap only? or because it is cheap and of BETTER quality ? That is what is bugging BJPians right?), Tobacco, Gutka, Moral policing, all BJP funded illegal moral police\senes\vedikes and some more.
    Voice loudly your willingness for all above and actions against those who have looted States wealth (minerals\land\money etc) If you do that others will join you in support willingly

    Why only trying to support arecanut growers? someone who may be having arecanut farming is even demanding 10 lakhs compensation per year!!! (may be the person has a couple of dozen arecanut trees - trying for huge compensation).
    If demanding 10 lakhs compensation per year for partial loss of arecanut business then what our rice growing and other farmers deserve when their land is usurped, their entire yield is bought cheap by the middlemen causing the farmers huge losses leading to suicides. These farmers grow FOOD for everyone not arecanuts that causes cancer and they are paid with great reluctance minimum compensation. I did not hear many voices in support of them?
    BJP should be debarred from attending sessions, when they cause such ruckus.

    Now problems aplenty in the assembly too. BJP did not do anything much as a Govt, now they will be disrupting most of the sessions causing problems for developments in the State.
    They are not for the people. They are only for their power and wealth. Most of the BJP MLA\earlier ministers may be holding vast arecanut gardens. Least bothered of common man.

    Do you think cheap liquor is healthy ? Liquor won't kill people ?? For Liver & lung cancer liquor is one of the main cause.

    Gutka should be banned and strict rules should be to implemented to punish the people who sells it illegally through black market by giving hafta to concerned authorities.BJP shouldnot oppose this good initiatives by looking at the health hazards of the people using it.But some congress ruled state which banned gutka in paper and it is easily available in market at the cost of five to six times more than that of original price which at last cause a big hole in consumers pocket..,Again our current government should take necesitive action to ban CH Liquor sale in raichur district which effects lot of families there.

    Yes they gutka consumers harm themselves but alcohol and drunken drivers harm themselves and others.. so which is more harmful?
    Tobacco perhaps kills more people than both the above combined! So ban all not just gutka.

    BJP has no moral right to ask the question of alternative arrangement for arecanut farmers. They had proposed a ban of beef without any alternative livelihood to farmers, butchers, leather industries and all other associated trades.
    More than that the consumers were left with no option for cheap source of food.

    Gutka is bad. government is right in banning it. BJP has not opposed gutka ban. BJP's objection is timing of the announcment as well as the hurry shown to implement. Instead of issuing a notification on 30 May to ban gutka, the right thing congress government could have done is to bring it to the floor of the house for a debate. since there is no problem of numbers passing a legislation should not be a problem. This kind of crocked backdoor policies of congress is objectionable. Same thing they are doing at the center and blaming BJP for disruption. It is always meaningful to implement a decision after proper discussion. In five days (May 30 to June 4) number of cancer cases would not be expected to come down anyway. Whether BJP supports or opposes, congress has enough numbers then why this crookedness? BJP is also right in demanding government's support to Arecanut growers. Do not assume that all areca growers are millionaires like one has similar wrong notion about coffee estates. It is time to admit that all agriculturists are sufferers.

    History has shown that whenever there is a ban on something, bootlegging and illegal business flourishes. If solution to a problem is banning, then liquor, cigarettes, high end cars (which are capable of speeds over 100 KMPH because legal speed limit in India is max 100 KMPH) should all be banned and the list goes on.

    Very good move by the Government. Aarecanut growers should shift to other crops which is in the interest of the public at large due to following reasons.
    1) Gutka is main reason for increasing cancer cases, which cause huge damage to the entire society as a whole.
    2) Aarecanut crop requires large amount of irrigation which can be used for alternative crops. More land can be irrigated using the same amount of water.
    3) The prices of essential commodities such as rice and vegetables are growing up because every one has shifted to this crop. The ban on gutka will shift the focus to other essential crops.

    People who are opposing should visit some cancer hospitals where people are suffering due to consumption of GUTKA This move by BJP is just unbelievable. You cant expect areca growers to make money at the cost of peoples lives.GUTKA has hardly any areca in it and its the manufacturers who are after the BJP to lobby for them. Supreme court has given clear directions for the ban and many states have already implemented the same. Its a huge loss to the excehquer as many of these patients are taking treating in govt hospitals why should tax payers money go to take care of a problem which can be solved by banning it

    Looks like all Congi MLAs are either busy celebrating their victory or have something important to do than attend assembly session. The opposition on the other hand seems to be taking their job seriously. Some facts must be made public before Gutka ban is placed. How many Gutka companies manufacture Gutka in Karnataka. To my knowledge (I may be wrong) most companies are concentrated in UP. Arecanuts grown in Karnataka are shipped all the way there. The Gutka and Pan Masala market is traditionally the hindi belt incidentally connecting regions in Pakistan and Bangladesh. If Areca grown in Karnataka will have to anyway be shipped to the north how does banning Gutka sale affect Areca growers in Karnataka? I agree with Siddu's assertion that Areca prices are low because of the traders trying to take a huge cut in the profits.
