Revealed: Passport of Hyderabad blast accused has Mangalore address

Mangalore, Jun 11: It has been found that Ibrahim, allegedly linked with the terror outfit Indian Mujahideen and an accused in the bomb blast that took place in Hyderabad in February this year, possesses a passport issued about three years ago with a fake residential address in Mangalore.

The NIA team that has been carrying out the investigation in this regard has arrived in Mangalore and collected his photo and address through the local police passport division. Investigation of the police constable who verified the passport without proper address and personnel verification, is on.

The bomb blast had killed 17 and injured 119. Ibrahim, the prime accused in this case, has a passport with an address in Bendoorwell, issued in 2010.

These details came to light during the investigation of the two arrested in relation to this case - Makhbul and Imran Khan.

As per rules, the police are required to visit the residence of the person who has applied for the passport and take photo there. They also have to get confirmation from their neighbours. The policeman who was to verify his passport claimed that he had visited the residence and carried out the verification. The inspector has signed the passport verification forms.


Terrorist Sleeping Cell

Four terrorists were taken into custody in ‘Operation Terror’ from Ullal in Mangalore in 2008, and it had also come to light that a terror outfit named Indian Mujahideen (IM) had been operating. The alleged founders of IM, Riyaz Bhatkal and Iqbal Bhatkal, managed to escape twice from the hands of the police in Mangalore and Koppala Hakkalamane. The explosives used for the Surat and Hyderabad blast were said to be supplied from Chombugudde of Ullal. Though the police are aware of the details regarding the operation of terror sleeping cells in the coastal belt, some officials, due to negligence and some for the sake of money, seemed to have allegedly issued them verification certificates for their passports.

“There are nearly 7-8 passport applications for verification every day. The police inspector cannot visit every spot and get it checked. This work is always done by the police constables. I am not aware how this incident has taken place,” said a Kadri police inspector, who was on duty at that time.


Police Investigation

The police department has begun the investigation of the police constable involved in the matter. Police commissioner Manish Karbekar says that the police have to check whether the address given by the applicant of the passport is genuine or not. “If he has done any mistake in this procedure, it is clear that he has failed in his duty. But we have not received any authorized information of his involvement in the case, or why and how the ACP has issued the notice to the police constable,” he said.

    One thing all the readers are forgetting is that when the operation terror was uted, the so called secularists and minorities of mangalore had held protests and and had blocked the highway so that the police could not take the culprits to the prison.

    You are right. The passport office is a part of the Central Home Ministry, but the verification is done by local police under State Govt. Anyways, we cannot blame the Govts. for this mistake. These terrorists have ways and means to get their jobs done. So many times we have read the news of fake passports being printed in Kasargod and people traveled abroad using it being caught only after their arrival in India. Terrorism is directly connected to these fanatics who are brain washed by their so called religious leaders.

    Mathew Sir, Somehow we want to blame previous government Sir. Passport office comes under central government BUT this local police provided for verification comes under STATE Government. No escape for previous government.

    When genuine citizens apply for new passports the police ask so many questions, details and sometimes harass the applicant by delaying the procedure without reason.
    I faced the lot problems while my wife applied for passport.

    Again Police.... If Police do proper verification & issue the clearance certificate surely there won't be any fake details in the passport. During BJP government this was possible and most of the culprits taken advantage on this government. However, since so many evidence now Police got why they don't make strong charge sheet and surrender to court. Should follow the same punishment of Kassab but immediately.

    It appears that police verification of new pass ports is become a ritual only without actually visiting the residence of the pass port applicant to ensure bonafidity.He is simply called to the police station and something goes under the table and report is prepared.It may become correct in 99 case but 100th case may be fatal.Police dept to ensure correct way of verification of residence.Even for Bank accounts KYC has become compulsary and attains lot of importance.Todays news paper carries a report by RBI that it has penalised three new Generation banks ie., Axes Bank,ICICI Bank and HDFC Bank with huge monetary fines amounting to crores for voilation /non verification/no observing address proof records which facilitated anti money laundering transactions against RBI rules.

    Prabhu Sir, nobody cares about verification. I remember an incident from my childhood. It was the peak of Jannanna's 'LOAN MELA' One of our neighbor Mr. Mohammad used to get a letter from Syndicate Bank every month promptly asking him to repay the loan. Address on the letter reads like this. Ahmed S/o Mohammad, Near post office.... Unfortunately, this Mohammad was neither a beneficiary of that MELA nor he had a son named Ahmed. It was obvious that some local congress punda has swallowed the entire loan amount. There were many such cases. Sadly this Mohammad deserved a loan under that scheme which he never got and luckily another congress punda (a good one)helped in writing-off the loan from bank.

    The situation/incident narrated by you might be correct.But as per my knowledge the address verification,verification of photo identity for bank accounts were not in vogue in 80s and 90s.KYC norms were introduced by RBI only in 2002 to prevent commercial banks being used intentionally or unintentionally,by criminal elements for money laundering and help terrorist activities.

    The situation narrated by you have happened in number of banks in a hurry to comply with loan mela instructions.Incidentalyy the amount involved in such loans was very meagresum and most of such loans were written off later.It is also a fact that written off excercise of loan mela sanction accounts did not harm the banks much as did by big corporate/institutional loans written off over the years causing more damage.
