Aerial surveillance to check crime in Bangalore, 6 other cities

New Delhi, Jun 23 (PTI): Helicopters with gun-toting commandos and sophisticated surveillance gadgets will soon keep vigil over seven major cities in the country under a Home Ministry project aimed at checking crime.

Delhi, Mumbai, Kolkata, Chennai, Hyderabad, Bangalore and Ahmedabad will get helicopters, unmanned aerial vehicles fitted with high-powered cameras, sensors and other surveillance equipment under the Home Ministry's Safe City Project.

The ministry has said in its latest guidelines that it is essential to have surveillance from air with regard to law and order and other crime-related activities in the cities.

The data (video, audio, text) collected from these devices should be fed to the Command Control Centre for necessary action for both preventive and post-incident operations.

These elements can also act as a deterrent for criminal elements.

The Home Ministry said the cities should be covered with a network of CCTVs. The network must cover vital public places and critical infrastructure.

It could also cover public places like airports, railway stations, metro stations, bus stations, public hospitals, universities, schools and colleges, major crossings and roundabout on the roads and important government buildings.

"Special care may be taken to cover areas which are more densely populated or prone to crimes. The CCTV network should be based on wireless system to the extent possible, except in certain places which are important from national security point of view, wherein it may be advisable to share data openly," the Home Ministry guidelines said.

They said apart from installation of CCTV by government agencies, it is equally important that private sector is also encouraged to play an important role in surveillance.

The ministry suggested that private sector industries and business houses may be exhorted to install similar and compatible CCTV network from where data generated could be transmitted to the central command and control room.

The Safe City Project or Mega City Project was introduced by the government under the Modernisation of Police Forces Scheme in 2005-06. The latest guidelines have been framed with a view to equip police in the mega cities so as to enable them meet to challenges of the modern time.

The Home Ministry said technical upgrading is a key factor in enhancing the efficiency of police.

At the same time, the importance of the human factor, i.e. the man power manning the police system should not be underplayed and it also needs to be upgraded in terms of its capacity by imparting relevant and regular training.

The idea is to have the best combination of man and machine, which can deliver results in the present context of multifaceted challenges faced by the police.

"The final outcome of these guidelines is to ensure proper implementation of the project in the major cities of Delhi, Kolkata, Mumbai, Chennai, Hyderabad, Bangalore and Ahmedabad. As a result of this, police will find itself well-equipped for preventing crime and will be better able to respond to and detect crime," the ministry said.

    I beg to Govt. Please increase salaries & perks of police personnel, improve their quarters conditions. Recruit more police force. Establish more police outposts at more strategic locations. Make them compulsory to attend training and fitness sessions to keep themselves fit. Educate them how to be pro society while being hard at anti social elements. Install CCTV cameras on roads and vital locations. If all these done properly then go for helicopters. Why tying cart in front of the horse?

    While natural calamities are becoming common in India ,our scandal ridden Helicopters are not capable of reaching the places where they are really needed .
    where is the urgency for aerial surveillance when same job can be done by recruiting more efficient police & dogs .
    Also improvising on Satellite surveillance will be more logical , which gives broader coverage including monitoring porous borders .

    In India, we have fundamental flaw in planing, ution and enforcement. I don't think even if you set up a 3rd eye in the sky, ground realities will change.

    By vision we can predict a police state where our normal lives will be monitored & freedom curtailed in name of law, beware "law will become above people to control human behavior" it is like setting fire to own house for getting rid of a rat. Let logic & common sense rule our decisions. Let us take example of USA that everything is being monitored endangering freedom & some people are fighting back bringing awareness through leaks & whistle blowing. Going forward: we are moving towards control of the majority in the hands & mercy of the very few. Wake up people: you must control & maintain law and not law controlling you.

    The jai ho's who feel there is no developments of the country for the past 60 years prefer Bullock cart Surveillance for Aerial surveillance.They cry over funds accumulated in Swiss Bank but when the Govt, is ready to spend for the modern projects,they talk in terms of cost factor.Ye kya thamasha hai yaar.

Do you think Congress bringing swiss bank money to buy Helicopters!!..In 60 years we have not developed (thanks to Congress) like USA OR UK, where you can enjoy high speed police Helicopter chase sitting in Home..we have our own limitation, we have to choose what is best suitable for our conditions..Even after so many terrorist activities,loss of innocent life we are lot able to fully implement CCTV but we are talking about Helicopters!!

    Commendable step and the arrangements aimed at checking crime.

    In the meantime, swift action should be taken on the pending cases (specially rape) and the criminals should be tried/punished severly to discourage such incidents in the future.

    Due to the nature of the crimes happening in state & nation, Helicopter is useless expense..Anybody have any idea how much this helicopter costs, its maintenance expense & pilot monthly salary??..It can be only used for anti terrorism related activities not for local crimes.. For local crimes we have to strengthen police dept with latest technology with sufficiant manpower.. Installing CCTV cameras will help more than Helicopter surveillance at reduced cost..
