Decline in workers from South India leaving for Gulf for jobs


CHENNAI, Aug 20 (PTI): With an improved job scenario and better payments in India, the number of workers from South India leaving for employment to the Gulf has seen a rapid decline in the last five years, according to the Ministry of Overseas Indian Affairs.

From 2008, when 88,389 workers qualified below matriculation left for the Gulf, the figure fell sharply to 21,129 in 2012, a Ministry report said.

The major decline was in 2009, when only 43,174 persons went abroad,which further went down to 15,571 in 2010,it said.

Though there was an increase in 2011 with 24,585, the following year it slipped to 21,129 persons.

Seven months into this year, the number stood at 10,317 persons.

Explaining the decline in numbers, Protector of Emigrants (PoE) D Jai Sankar told PTI, "The decline in number means that the job scenario here for them is improving and they are satisfied with payments here. This could also mean people are not ready to go abroad for lesser pay and could land in a job of their choice here."

Asked whether one of the reasons could be the move of some Gulf countries' to send home persons overstaying there without valid documents, he said it could be a possibility. "But these figures are not just this year's figures,but of the last five years'.

During this period, United Arab Emirates topped the list of the country where the maximum number of persons sought employment with 56,220, followed by Kuwait and Malaysia with 52,739 and 43,564, the report said.

Oman (25,460), Qatar (13,188), Bahrain (6,555), Saudi Arabia (4,011) also continued to attract workers from India, it said.

    India is fast developing and there are plenty of job opportunities. There is no charm in going to Gulf any more.

    One should try to find a job in Government or public service company where there are fringe benefits such as pension, house building loans, priority seats for higher education, job security etc.

    I know some of my friends went to gulf leaving their government jobs. Now after sixty, they had to come back and live on their gulf savings which looses its value everyday due to inflation. Whereas, the other friends who stayed back holding the Govt. jobs are doing much better with their pension which is tied to cost of living index.

    I was in Govt. service before coming to USA. My colleague, who was two years junior to me has retired now as Asst. Commissioner and settle in Bangalore. He owns a mansion and living comfortably with decent pension. I don't regret coming to USA because here we have pension and social security which is just enough to live on. However, had I gone to Gulf, I would have been living a miserable life now.

    There are several reasons for the decline in workers from South India. The main reason is there are few jobs available in the gulf. Otherwise people from South India mainly from Kerala are ready to work for the least salary offered to them. That is why these Arabs prefer people from South India as they are ready to work for any salary and take up any jobs irrespective of their trade and qualifications.

    The change in pay structure in India and Middle east has resulted in decline in Indians moving to the Gulf countries. The People coming from Bangaladesh, Nepal, Sri Lanka are ready to move to gulf countires even after paying 1 to 1.5 lac for visa and without any Job guarantee. They get something around 60- 80 Omani Rials or similar Bahraini Dinars. Which is equvivalent to Rs 13000- 15000. The daily wage earner in india get not less than Rs 10,000 a month with all subsidies from government. So the trend has been more on white collar jobs and not blue collar. i have seen people from Bangladesh working on a daily wage basis without any guarantee and support. Indians are far better in India with a daily wage. The IT industry, the malls have really given jobs to be educated and under educated with a decent pay system.Then what is the need to migrate to Gulf countries. The trend today is more to Israel where the tourism and the Gereatric caretakers are getting more pay and security

    There are good reasons. Large number of Philipino labourers getting into the country, with good English language and other technical skills with cheaper labour. If Dubai manages in getting 2020 Expo, labour requirement from India will increase drastically.

    The Government of India's manna shower of $ 69 billion/year remittance from the Indian working abroad, and 27% of that amount is from the small southern state "Kerala". In Kerala, now to get somebody to work for a day in the kitchen or farm is getting highly expensive and the work force in that line of work are those people migrated to Kerala from West Bengal-Orissa-Bihar etc. The boom days of landing in the oil producing Gulf countries would be making a gradual turn due to many emerging factors. More natives, both the literate and illiterate would be looking for jobs, thus the expatriates would be getting less welcome in the OPEC nations. The oil supply in the world would be exceeding far greater than the demand less demand for oil from the OPEC nations, so the once skyrocketed oil price would be forced to stagnation or decline in the coming days. So many billion dollar construction enterprises would be forced to curtail. Now the U.S. is doing some oil export, curtailed the import of sweet oil from Nigeria. From the small deserted State of N. Dakota, they have over 15-20 billion barrels of shale oil reserve. While taking Texas, she has over 1.5 trillion barrels of oil worth shale rock. According to the current estimate, the U.S. alone has more than 1.6-2.5 trillion barrels of oil reserve through shale. Even Pakistan has over 9 billion barrels of oil worth Shale, India also plenty of shale. On the other hand, energy efficient cars are being invented every day like electric-hybrid-hydrogen etc. Trillions of dollars began to flow to the oil producing gulf countries during the last four decades, now another
    turn of events are emerging that is the repetition of history.

    With $/INR expected to touch 68 in September 2013, it will make sense for anyone to be earning in dollar pegged currencies(GCC).

    UAE saw exponential growth in Indian workers during 2000-2007 due to the construction bubble.

    If 2000-2007 is taken as a benchmark then yes there has been a decline in Indians leaving for employment in Gulf, however if you consider last 15 years average growth then one will find that there is an increase.

    With falling Rupee Value, Screwed up political leadership, Crashing Sensex, Mounting losses and mass layoffs in most business sectors and the expected Inflationary Environment which will prevail as a result of falling rupee, will make India the last place to be in to earn and raise a family.

    There are certain reasons for decline in labourers from south India leaving for gulf for search of jobs.
    1.There is no much job oportunity in Gulf for labourers or educated people like Engineers/IT professionals/Accountants
    2.The construction labourers will get a paltry salary of 600-700 Dirhams per month and the professionals get Dirhams 3,000-4,000/- per month.
    3. The standard of living in Gulf from the past 2-3 years considerably increased so what they earned will be spent here only and saving is second to none.
    4.There are lot of changes in Govt rules almost every year to bother expatriates by the means of ID cards,Labour cards, Medical cards,Huge traffic fines and visa stamping cost considerably increased.
    5.In India particulary south 90% family's have only 1-2 childrens irrespecive of any religion and they wanted their son/daughter become professional so there is no matter of sourcing labourers
    Now India is surely better than Gulf for labour classes as they get minimum Rs 300-400 rupess for the work of only-5-6 hours in a day
    and urged not to travel Gulf on labour visa upon paying huge amount to agents and later realize the consequence

    One point is missed out here. There was a serious recession in gulf started in 2008, continued through to 2011 and started picking up in 2012. This basically means the recruitment/ employment opportunity was reduced. Not that people did not want to come.
    The ministry is not telling the truth.

    The financial condition is not so good in Gulf Countries as some years back,the cost of living is very high but the saving has reduced a lot.Their is no proper health care or proper ecucation.

    Ministry of Overseas Indian Affairs is happy to announce that improved job scenario and better payments in India. But this is not the truth. Minimum educational qualification requirement for overseas has made people sit in India. At present to get a job visa stamp on their passport is 10th STD education and the certificates are is not existing in the labour category, also it is difficult fulfill the minimum requirement. Nowadays, to get the confirmed job status, educational documents need to be attested for overseas validation.

    In fact Labour category jobs are well paid in India, than the gulf. In the gulf they work 12 hours to 15 hours and there is no time to spend and there are no drinks as they can not get permit and also if they get the drinks in black, it is unnecessarily expensive and hence they could save money by 10 persons living in small room. Only problem with Labourers in India is although they earn more, they work hardly for 6 to 8 hours and there is enough alcohol is available and also friends are available to spend and net balance of the day is zero.

    it makes no sense for construction workers to come to gulf for work.Gufl is a bad place during the summer months and most are not paid well .in mangalore you hardly find workers when you need.

    Hi friend I left India long time ago. When I was in India, There was no miday meal in the school. We used to carry previous days meal in small tiffin and eat cold food. No promisses from Political Parties of RS. 1/- per KG rice, TV, Saries etc. Our ladies used to wear saries than after some time they used to use that sari as duster or to cover their small or born babies. So I am here since long.

    This report is about those who qualified below matriculation and holding ECR Passports..... Now a days majority of South Indians have minimum SSLC qualification and also have ECNR Passports. Whenever they leave India they need not to do Protectors Emigration Clearance. This could be also one reason which shows decline in numbers.

    Most of the MNC’s offices are in Dubai. It is duty free ports/airports. Some of the countries banned goods from some countries i.e. India will ban Goods directly from Pakistan, or Canada/USA got some limit for export of goods from China/India etc. So these MNC,s will bring from one country and export to other country, bills of loading port as Goods from Dubai to India/USA/Canada etc. Small part of those goods are going to Iran by country crafts.

    Earlier also sanction on Iran..still all goods entered Iran thru Bandar Abbas. Why did all big companies set up there warehouses in Jebal Ali..for same purposes..It's main port..from wherein all goods entered to other destinations..and wholesalers are buying a whole container..in abundance..!!Parallel Illegal Business..everywhere..!!

    Scarcity of gulf workers is due to new policy now and than..People worried to go is due to break-up of there career in between eventhough paid heavy amount to agent. Even comparing salary of Gulf what's now available in India..is almost same. Let people work in India itself..and not to depend upon other countries..by which they even cultivate other culture..after which impose in there motherland unknowingly..

    It is a good sign that India is improving. Even in South India there is shortage of labour specially in construction industry, small scale industry and plantations. That is why we find people migrating from UP, Bihar, Jarkand, W.Bengal, Odisha and even from Bangaldesh to South India.

    Good announcements. We south Indian are very intelligent. When we are getting Government/politicians free laptop, TV,Saries and RS 1/- per KG rice etc. why they have come to Gulf and work in Hot sun??????
