Mangalore: Margaret Alva speaks on issues and challenges in the next decade

Mangalore, Sep 23: The fruits of development should reach every citizen, only then can the goals outlined in the Constitution become a reality. The more we move forward, the more are the challenges and hence, organizations and associations should think on influencing the next decade by bringing about changes, and be in touch with lawmakers, said Margaret Alva, honorable governor of Rajasthan.

She addressed the gathering during a talk on ‘Issues and challenges in the next decade and the way ahead’ held at the Gateway Hotel on Monday September 23.

Speaking further, she said, "There are two sets of issues influencing the decade ahead, which are economic impulses including role of government and socio-economic impulses."

"Challenges for India need to be viewed against the background of nationally accepted goals. There is a concensus that India should try to end poverty, reduce economic disparity and secure life and liberty for all its citizens to enable them to achieve their full potentials. These are national commitments, some of which are enshrined as legally enforced in the Constitution.

"It implies that we the people in giving ourselves the Constitution commit ourselves to respect its governance including equality before the law," she added.


Challenges - Poverty and corruption

"One of the challenges that would persist India for the next decade is poverty, both absolute and relative. As per the Planning Commission report, over 22 percent of Indians live below the poverty line, and despite India achieving a spectacular double digit growth rate, poverty increased," she pointed out.

Secondly, she said that corruption, a subject of animated debate will continue to pose a huge challenge to public life in India. "The challenge to my mind is not just allegations of corruption but our collective failure to initiate credible steps to prevent corruption. There is evidence of corruption affecting politics, bureaucracy and other sectors, and sometimes even sections of judiciary. While there are bodies entrusted with vigilance and anti-corruption measures, there is little doubt that one fountain of corruption is the electoral funding. India’s political leadership has done well in introducing the right to information, but it needs to do more about the electoral fund.

"The Indian National Congress of the freedom movement had set very strict standards, and drew sustenance from the country’s masses. It maintained detailed accounts of all donations including every small change it received. Things seemed to have changed now. Government institutions and private business houses are turning a blind eye to this problem, I am afraid it will weaken the foundations of democracy. If we have to improve our system of governance, then we have to walk towards transparency in public life across the globe," Alva said.


'Unemployment hindering economic growth'

"Unemployment despite education has affected economic growth the most. Studies show that students of class 3 cannot read and the students of class 6 cannot do simple arithmetic. Educationalists will tell you, the persons appointed as lecturers in colleges often need special coaching and orientation before they can commence teaching. We speak about the numbers we are educating but there are very few who lay emphasis on quality and skill development of those they are educating," she said.


Communal divide and challenges for youth

The communal, religious, sectarian divide has regretably worsened which is a great threat for the social harmony that can delay years and decades of our developmental works, said governor Alva adding, "Ideal governance is one where government works in partnership with the public."

"The challenges of the next decade are challenges for the youth as they could be the force behind development. Not only the future, even the present belongs to them and if we lose them, we will not achieve success and hence they should be guided in the right direction," she said.


Tourism

Replying to a query from the audience regarding challenges posed by the city's tourism sector, Margaret Alva said, "Gone are the days when people used to like star hotels, they now look for cheaper budget hotels. Even on a highway, a tourist looks for service and for tourism to develop, the entire chain of tourism should fall in place."

Terming Mangalore an ideal destination for tourism, she said domestic tourism has outshined foreign tourism. "The trend we see at  present is that people want to learn, see and experience. There has to be tourism development with public-private partnership. Tourism should be a popular sector among the young people."

KCCI president Mohammed Ameen, office-bearers Latha R Kini, Ganesh Bhat, Rammohan Pai, Jeevan Saldanha, Nigam B Vasani among others were present.

    Margaret Alva hails from Mangalore. We are proud of her! Talking of tourism, happy that Rajasthan has been developed well. She mentions that Mangalore is an ideal destination for tourism. May I suggest that through her high contacts with the central command, a fraction of tourism can be diverted to this underdeveloped or rather developing hub – Mangalore – which is yet to explore - centre of Karnataka state also.
    I may be wrong. Has she done much for her native place / state like Oscar F or only for their kith and kin? Can someone list their development achievements for this area, please? I reiterate here that "Helping hands are better than preaching or praying lips".
    I know I will get bombardments now but their achievement list as HELP given to common people from our place or state should suffice. If it is a secret and done well as per the bible teachings, it is commendable. Hats off to our current central and state politicians who are hoarding everything for their coffins!

    Being the economy is new, how can we face issues and challenges with an old concept?
    Educational institutions produce millions of graduates and specialists, every year and enormous of them remain idle with unemployment and the simple excuse is low grade education.
    Both demand and supply of vehicles have multiplied, with mounting problems in transport sector and without serving or satisfying even 50% of surface transport demand.
    Though CAD widened and FEX reserve diminished, we still carry and move with primitive style. How long can we follow the slow and steady tortoise style with severe problems?
    If we pull and move, by using the huge dead weight on wheels as a pushing force, we can save a considerable volume of fuel (billions of dollars), eliminate pollutions, reduce costs and multiply capacities of vehicles.
    An option is to have a peaceful society, stable economy and clean environment.
    Think different, implement new concept can solve major problems, with incredible solutions.

    Mrs Alva, is India's most helpful personality. She cannot say 'NO' to anybody. If she has to ring the PM or any Central Minister or any CM on a certain issue, she will not hesitate and will pick up the phone and speak in your presence itself.

    There was an inter active session.
    Her Excellency was at her eloquent and sincerest best.She kept on hinting about educational standards going down as well as the decline in standards of teaching. Was also candid as to why people in Kerala got things done. Opined that people from DK did not work collectively and forcefully and hence were laggards in getting benefits.Also shared her vision as to how the 'tourism potential' in the region could be tapped by public private participation. All in all a very absorbing session bringing forth the dignity and capability of a capable lady who kept on stressing the fact that she was from Mangalore.
    Kudos Madam for all you have achieved and having made everyone one of us proud.

    Mrs. Alva totally agree with your take on education. Your take on corruption is a bit iffy. Our Parliment made fun of Anna Hazare even making shameless remarks to indicate "how come he is still alive after these many days of fast and the likes".
    Words like collective failure are normally used when somebody wants to convey that he/she is helpless. Considering your proximity to Sonia Gandhi, why not indulge in discussions on these subjects that you are openly talking and find a solution?

    The truth is our democracy belongs to a bunch of few people whose hold on power is guaranteed for life if there is poverty, corruption and illiteracy.
    Although you brought in the communal divide issue (probably the recent violence in UP must be on your mind), you failed to invoke terrorism & maoists problem that is inflicting a huge hole onto our budgets.

    Last but not least, talk on any subject if benchmarked against the best in the world always makes sense because that would be true introspection whilst looking outward. However, Congress leaders intentionally avoid this because, that would immediately highlight that inspite of being in power for better part of post-independence era, this party did precious little.

    It is undoubtedly true that with all the economic growth, there is a lot of poverty in all the states - cities - towns and villages. There is a big gap between the rich and the poor and this can be overcome only when concerted efforts are made to provide jobs to the needy and increase agricultural production by providing incentives to the farmers and what is considered essential is to bring more land under cultivation which will automatically enthuse people to go in for farming. Her Excellency MMargaret Alva comes from a very good background and she has always been a lady for the poor and naturally she is highlighting the need to bridge the gap between the rich and the poor.

    Dakshina Kannada is an area rich in natural resources which would provide ideal areas to develop tourism. Take for instance, Thanir Bavi - Ullal, Suratkal, Malpe, Udupi and places in Western ghats. These are ideal locations which can be developed providing not only revenue and jobs but also serving as ideal earners of Foreign Exchange.

    Madam Alva has highlighted communal problems too. Why should these persist any more. We should consider ourselves as children of One Mother Earth and live in harmony and peace. This has all along been a Gandhian dogma.

    I would end by saying kudos to Mrs. Margaret Alva for sharing her thought provoking ideas.

    One of the main issues and challenges in Mangalore is widening of road in Collectors-Gate Junction, and Maggy Alva you know very well who has been creating legal hurdle for this widening of road in Collectors-gate since last five years.
