Bangalore: Oscar asks IRC to build maintenance-free roads

Bangalore, Oct 24: Union Minister for Road Transport and Highways Oscar Fernandes has asked the Indian Roads Congress (IRC) to work towards providing maintenance-free roads in the country by utilizing the Rs 2500 crore funds earmarked for maintenance to be utilised for construction of new roads.

Roads across the country, including in the constituencies of senior ministers like the Union Home, Finance and himself were in pathetic shape, he said.

“When technology (for maintenance-free roads) is available, why should it not be implemented,” the Minister asked the road engineers at a regional workshop jointly organised by IRC and Karnataka Public Works Department here on Thursday.

Fernandes said the National Highway Authority of India (NHAI) has not been able to take up state highways which are recommended by the State Government due to the land acquisition problems.

The State government has asked the NHAI to take up several state highways (4300 km), including Bangalore-Mysore, for upgradation and maintenance.

He said the NHAI would be ready to take up road up-gradation of state Highways to national highways if there opportunities for further widening of roads and land acquisition. There was no provision for the land acquisition in many state highways.

Difficulties in the acquisition of forest lands have also come in the ways for taking over of state highways by NHAI.

“If the State government sort-out land acquisition problems, we are ready to take up upgradation of road projects,” Fernandes said.

Due to land acquisition problems and road safety issues, upgradation of a national highway connecting Kozhikode in Kerala with Kollegal in Karnataka via Mysore has been delayed.

The State government requested to Centre to take up upgradation of 212 km of road at a cost of Rs 518 crore. But no one firm has come forward to take up the project, he said.

Senior Congress leader and Union Surface Transport Minister Oscar Fernandes has asserted that Congress Vice President Rahul Gandhi was the Congress party’s natural choice for the post of Prime Minister if it was voted to power in the 2014 polls.

Speaking to reporters in Bangalore on Thursday, he expressed confidence that the Congress party will come back to power against after the next Lok Sabha elections.

The BJP has named Gujarat Chief Minister Narendra Modi as its Prime Ministerial candidate for the 2104 Lok Sabha elections.
 

Conference on HIV/AIDS
 
Fernandes said delegates, including MLAs and Chief Ministers of eight states, will participate in the conference which would be inaugurated by Chief Minister Siddaramaiah at the Banquet Hall of the Vidhana Soudha on Friday.

Giving details about the conference, he along with State’s Health and Family Welfare U T Khader and Public Works Minister H C Mahadevappa said delegates from Karnataka, Andhra Pradesh, Tamil Nadu, Pondichery, Goa, Orissa, Kerala and Maharashtra would participate in the meet.

MPs, MLAs, elected members of rural and urban local bodies would participate in the event, they said.

Discussions on various aspects of AIDS and the best practices adopted in different states to prevention spread of the disease, Fernandes said.

Fernandes favoured insurance cover for the HIV positive and AIDS patients and said he has urged the insurance companies to provide life insurance to patients infected with the virus.

He demanded the insurance firms to come out with products to provide coverage to the HIV-AIDS patients. But the insurance premium would be high compared to normal products, he said.

The Insurance Regulatory and Development Authority (IRDA) proposed to make mandatory for insurers to offer insurance cover for people living with HIV/AIDS.
 
Health and Family Welfare Minister U T Khader said the Government has decided to open six Anti Retroviral Therapy centres at Bangalore (Jayanagar), Chikballapur, Bijapur, Chikkodi, Gulbarga and Belgaum from next month.

Currently, there were 55 ART centres in the State.

He said Karnataka was one of the states with a relatively advanced HIV epidemic.

According to the latest HIV Sentinel Surveillance done in 2010-11, the HIV prevalence among general population was 0.69 per cent.

There was significant decline in adult HIV prevalence in the State from 1.5 per cent in 2003-04 to 0.69 per cent in 2010-11.

“According to estimates, 2.45 lakh people are living with HIV/AIDS in the State”, he said.

He said virus infected people have been provided with free travel facility to ART centers to ensure better access to medicines and free supplementary nutrition.

A total of 78,000 patients have been receiving treatment at ART centres.

    My dear friend I am aware of it, that who and when L&T formed..please do not misunderstand me. If our politicians and bureaucrats wish, everything can be done. I had just given an example how these countries are very strict in quality conscious and time framed in their country's projects.
    Have you seen the workmanship of the flyovers constructed in Mangalore highway and in Mumbai? If not please visit and have a close look. If you need picture from gulf I will mail it to you.
    Its Govts job to get the land for projects and utilize the tax payers fund properly...hope its clear

    Our own Indian companies like L&T and others ute major contracts in Gulf states and other countries, by building major bridges and roads with best quality materials and professional workmanship. Most of our ministers and bureaucrats visit American,European and Gulf countries and are aware of these uted projects.
    Why we can not use the same technology and make our roads maintenance free and strong so that our tax payers money utilized perfectly

    Hi i beleive L&T is not a purely Indian company.Further simply comparing gulf countries and our country is something strange.Our country is huge democratic country where land aquistion itself takes years? Remember one of the greatest personality of India opposing Fly over near their house.Another personality not happy with Metro running near his Bunglow.There are many example. Further our geography ,climate all these matter .Just because few gulf countries have good infrastructure does mean it is well built.Let point one percent of rain pour here and then see the truth.These countries spend large to maintain all these.Please dont compare just because you have visited gulf.There there far devaloped area in India compared to these cities.Indeed Gulf countries has good roads and are really these are good achivement.But comparision is not good.

    Being a minister of Roads & National highways, U should immediately give orders to fill all the potholes of Saklespur Ghat near Hassan.U don't need to acquire land to maintain this highway ghat.Please don't give lectures.Give orders to the Engineers to start the work without any further delay.

    Believe it or not!!The roads in Karnataka are among the worst in the world. States like Bihar, West Bengal have better roads. Even Uganda, Southern African nations have much better roads.

    People in Karnataka have lost touch with reality and they have NO IDEA as to how a GOOD ROAD looks like.

    If we pull and move (instead carry and move) the dead weight of commuters and goods on wheels, we can save a considerable volume of fuel and hence saved billions of dollars can be invested on infrastructure, construction and maintenance of roads.
    The opportunity is to eliminate the unhealthy air pollution, peace disturbing sound pollution, have cheap and comfortable vehicles, adequate and safe surface land transport facilities.
    The option is to have a peaceful society, stable economy and clean environment.

    Are there such roads called maintenance-free roads, I have never seen them nor heard of them on this planet earth. May be this technology is from Mars, Mr.Oscar Fernandes just revealed it. The continuous months of pouring rain in India washes out even the best roads. We can just say please build better roads that will last longer with maintenance.

    Hello Oscar Anna...You have been already visited Shirady Ghat ( Nelliyadi to Sakleshpur) you had promised some hi tech Roads to the locals...some tunnel type roads.. Please forget about that Hi tech...for the time being aleast provide 20 Kms of concrete roads...so that Mangalore-Bangalore roads will be smooth...do something for your own state...and save Govt. Volvo buses maintenance free....

    Do not try to see the daydream! Do not try to drive around in our cities of Mangalore and Udupi, you might land up in a pothole which which could be as big as a bath tub even before you realise.

    It's all a matter of time. when it comes to a ministers mind means it will be implemented one day, like Bombay Mangalore train as one example. When I left India in 1990 there was so much land for sale and there were no customers even for the lowest of low price, and today there is no land to buy. If you have 1 cent land in Mangalore you are a "Lakpahthi" OR "Corodpathi" today right, like so many other things do you ever thought this will happen?

    I do not see any logic in your case of comparisons. did you ever travelled in a train ... M'lore-M'bay, M'lore - C.nai after leaving India? You must have seen the train journey's in USA and even in some other countries like UK, Europe etc. Pls. experience now it in India and kindly pass on your experience to us. Then pls compare the apples to apples.

    who is asking whom?
    Let the whole process be professional- Accountability ,
    First and foremost Appoint international architects -consultants- designers -to study the entire scope and spectrum then they will lay down Tenders-specification s- drawing s for the BID.
    They will then entertain few ed bidders with bid bonds - insurance- with all terms and condition s for non compliance.
    If the contractor /builder will not comply any of the conditions -terms -specs he will be liable for immediate termination -cancellation of contract and penalty.
    There should be min manual labor and should be totally mechanized.
    with highest quality standards.
    They should have material testing labs -log book for inspection -site inspectors- overseers-engineers .
    Just by asking some one to build good roads is in AIR.
    let us be serious- qualified - organized - accountable-Nation come first policy -die for the nation and not looking after and lining their pockets with no seriousness.
    Look at the statae of affairs in every are a-leave alone roads.

    Rightly said Mr Thomas..In India every other person you meet is a manager or a big name ...there very few people who can talk with a vision and deliver the talk with professionalism and accountability ..It is free run to sway your tongue and talk with great bodily action and grandeur .IF a politician or a person in high makes such statements ..the minutes of the meeting should be recorded for further follow up and action and should be made available in the public domain by way websites or public statements.If the statements are being made for opinion building ,,that too should be recorded and made public
