Bangalore: Ultimatum to banks: Provide security to ATMs in 3 days or shut down

Bangalore, Nov 20: A day after the gruesome attack against the woman, Jyothi Uday, in the ATM kiosk in Bangalore on Tuesday morning near the Bruhat Bangalore Mahanagara Palike (BBMP) office, the State Government has come out with an ultimatum to all Banks to provide security in all their unmanned Automated Teller Machine (ATM) centres within 3 days or shut them down.

Karnataka Home Minister K J George, who chaired a high-level meeting with senior police officers to review the situation in Bangalore on Wednesday, told reporters after the meeting that all the private and nationalized bank managements have been directed to provide security at all ATMs located in the City in the next three days.

The Minister obtained information from senior officers about location of ATMs established by various banks in the City and number of security personnel deployed to ensure smooth transactions.

Director-General and Inspector General of Police L R Pachau, City Police Commissioner Raghavendra Auradkar and other senior officials attended the meeting.

The Minister said there were as many as 2,500 ATMs in the city and 600 were unmanned.

The 38-year-old woman, Jyothi Uday, who was working as a manager of the Corporation Bank Service Branch, was attacked by an unidentified youth, who carried a big machete, inside the ATM kiosk at LIC building near Corporation Circle in the City on Tuesday.

The attack on the woman was for monetary gain and not for personnel enemity, the minister said the police were making all out efforts to nab the culprit with the help of the CCTV camera footage of the incident.

''It is the responsibility of banks to provide security at their ATMs,” he said pointing out that it was impossible on the part of the government to provide security at ATMs.

The banks should close down all those ATMs if they were unable to deploy security personnel, George warned.

To formulate guidelines on providing security at ATMs, the Home Minister said a committee headed by Additional Chief Secretary S K Pattanaik has been constituted.

The committee comprised officials of the Law Department, officials of banks and Home Department, George said.

To assess the locations of unmanned ATMs in the city, he said a special squad would be formed. ''We are seriously concerned at the attacks and robbery attempts in ATMs,” he said.

The Home Department has also decided to take all steps to prevent attacks on users of ATMs and ensure law and order in the City as well as in the State, George added.

    The video is shocking..... how a human being can do this ???? Hit him in the same way he did to that lady and make him to rot and die. Hope she recovers soon. Its better all ATM's to be fixed sliding shutter (grill type) so that its visible from outside when closed. Security should be given to all ATM's in the country & Its bank's responsibility.

    ALL ATMS SHOULD BE WITH GUARD AND STRICTLY CLOSED FROM 7PM TO 8AM. PEOPLE SHOULD COOPERATE BY ARRANGING THEIR MONEY DURING DAY TIME TO AVOID CRIMES IN ATMS SUCH AS ATTACH, ATM THEFT ETC.

    The move/measure taken by Home Ministry should be appreciated.

    The security personnel should be a professional one being provided by some Security Agencies.

    Besides, there should be some alarm system to use in case of any suspicious movement/likely attack from third party.

    Whatever HM is saying. But under him, the security system has completely collapsed. After he became HM, we see lots of murders, thefts, robbery, rapes, threats etc. He completely failed to maintain law and order in the state.

    Just today I went out of my neighbourhood in Jeevan Bhima Nagar area Bangalore and found 7 of the 10 ATM kiosks do not have security guards.And following ATM kiosks on JB Nagar Main road Bangalore I found unguarded ATMs and they are: Oriental Bank of Commerce,Bank of India,ICICI Bank,HDFC ATM,ING Vysya Bank,Corps Bank and AXIS Bank.Now who has to take the responsibility to place the security guards at these ATM kiosks?

    Bankers should encourage the use of Debit / Credit cards. Bank ATM’s should be kept in open spaces like Supermarkets, Airports, Railway Stations, Bus Depots, Hotels and Hospitals where local security is also available. Now a day’s most ATM’s support multiple bank cards so all these Banks should come together and place common ATM’s in strategic locations and pool in professional security. In places where security guard is not financially viable at least have a hazard alarm installed on the ATM……

    You are always comparing Siddu government with BJP government. Why can't you compare the Siddu government with SM Krishna government? Why not with Virendra Patil government? Why not with Gundu Rao government?

    By the way, Nagesh's logic is right. If "there is no security, close down ATM is the solution" then first shut down the government as there were several incidents keep happening.

    George is not matured enough to say to the nationalized banks, "let us work together & solve the problem" and strategies accordingly. Pity on him..

    Good decision of HM.If private bank appoints ATM Guards and maintain ATM in good condtion, why cannot Govt Banks ? PSU banks have written of more than one lakh crores loan of defaulters, but have no money to appoint either Staff or ATM guards. Public are left in lurch. shame, shame and Shame.

    the order says provide guards for atms in Bangalore. what about other cities , there are so many unmanned atms in mangalore too. and where is police patrolling these days, we see the pcr vans only at midnight. Patrolling and better conviction rates should be the answer to crime.

    God bless her for resisting that thug. Bangalore turned from a Garden city to a Concrete and Criminal Jungle. Thanks to the IT boom. Bangalore lost it's charisma. Sadly Bangalore is the victim of it's own success.
    Police is busy protecting the VIPs and leaders. There is hardly any patrolling on roads in cities to protect the common man

    Waav.. What an order Sir jee.. It is shocking to hear from HM that he is helpless to tackle this situation and passing all the responsibility to banks. Banks deploy unarmed, old and frail security personnel at their ATMs just for the namesake. Will they be able handle the robbers like this? Who will provide the security if someone is attached outside the ATM? Govt should act sensibly to maintain the law and order rather issuing this foolish order.

    The Banks are deducting annual fees from the customers for those holding ATM’s.
    In fact the ATM's are to lower employees in the banks and it benefits to the banks, although they are deducting our money for holding ATM card.

    If we are not operating the account for three months to one year they are deducting our own money for not transacting our own account.

    MY ADVICE TO CUSTOMERS WHO DRAW THE MONEY FROM ATM SHOULD ACCOMPANY A PERSON ALONG WITH THEM INSIDE THE ATM FOR THEIR OWN SAFETY.

    What is the use even if the banks provide security? Until and unless we have a strong law in India, such incidents will occur repeatedly. In India we don't have a strong government. Law breakers are often let out. Most of the politicians do not have guts to nab such culprits. Instead, they just indulge in the blame game. Instead of bringing a strong law, our politicians are more interested in dividing the nation in the name of caste, religion etc. We all know how things work in gulf countries. How strong is the law and the punishments for culprits in the gulf. Why can't we Indians implements such law. We should bring out such punishment, such law that people should think 10 times before committing any crime. Folks, let us pressurize the govt. to bring out such law. Ultimately, it is we who suffer because of such crime, terror etc. Who knows, one day even we could also be a victim of such act.

    They have to install all ATM machines inside Shopping Malls/Hospitals and inside the branch with separate entrance, so that 24 hours peoples or security of those institutions will be there for machine users.
