Karkala: Municipal, postal dept controversy over land sees amicable end

Karkala, Nov 21: There are indications that the long pending controversy between the Karkala municipal council and the postal department with regard to a land where a bus stand is located will finally be set to rest.  It is learnt that the chief executive officer at Karkala municipal council has written a letter to the postal department on November 13, stating that they have no objection to building of a compound wall in between their properties.

The postal department had come forward on October 25 to earmark its 25 cents land coming under survey number 135/5.  Some people had expressed their displeasure as the land covering the survey number is adjacent to the extended bus stand. 

When the postal department prepared to construct a boundary wall after completing the survey work in tight police security, Gopalakrishna Shetty, chief executive officer at the town municipal council had objected saying that the construction should not continue without municipal approval.

Though the postal department had written to the municipal council with requisite documents requesting for approval for compound wall, the officials of the municipality had forwarded the letter to the deputy commissioner who ordered a stay.
 
When the Indian Archaeological Survey department was reconstructing a collapsed compound wall of the historic Anantashayana temple, the municipality had come forward with its objection. The department had ignored the objection saying that it does not need municipal approval to protect its property and the municipality was acting beyond its jurisdiction. The same yardstick has now been followed in the case of postal department.
 
The Karnataka notification 1964 section 377 states that no license or approval is required for land in the possession of the central or state government.  When such clause exists in government notification, it is questionable as to how could the municipality could object to the postal department boundary wall work.  It is however interesting to note that Gopalakrishna Shetty had written to the postal department when he was about to be transferred.
 

Illegal occupation of land

After identification of postal land, a board was hung warning that occupying government land would be considered an offence.  However, it is found that a portion of the land is being occupied by some of the people.

    Politicians and People of Karkala are together responsible for the present situation of karkala.Vidwan Moily, Bhandary and sunil are equally responsible for undeveloped Karkal.All are play politics for their own interest.Karkala is the only one town in undevided DK is least developed in recent years.

    The majority of the residents of Karkala will agree with the comments made here, such a small issue to shift the bus stand which will resolve the problem permanently but a group of business men and the representatives sponsored by them are delaying the process. They are binding stories on their own as problems if the bus stand is shifted what will happen like.. One more group is formed namely Nagareeka hitha rakshana vedike which is not working in the interest of the public but for their own interests of multiplying business otherwise they too would have joined hand in hand to make Karkala Roads traffic free and congestion.These groups go every now and then to the DC office and Ministers and mislead the officers and hence the problem . Instead the Govt. officails should consider the real cause and solve the issue they should not be biased by the businessmen who are only bothered about their own business but pretend to say that it is for the cause of the people they are sacrificing here and there. The road widening is again a mess which is not at all required if the bus stand is shifted and if at all required there should be proper procedures and compensation packages provided as in case of Kalsaka road (Its a state highway)of Udupi. Karkala main road is more wider than than Moodbidri-Mangalore national highway.More over all the Goverment offices like Taluk office , Mescom, VA's office Revenue inspector's office, police station , fire station, Forest office , Rotary hospital , subregistrar's office, BDO's office, Horticulture dept., agriculture dept., MLA's offices (both) and all other depts. are located near this Bandimata bus stand hence will be most suitable for the residents of Karkala and surrounding villages.

    Karkala is a small town but the politics about the bus stand is so much that it will never allow to solve the problem of the horrible bus stand. The elected people are playing with the interests of public for the sake of the businessmen near the existing bus stand. There is no proper shelter for the waiting passengers, for the name sake one shed has been provided at a corner which is far away from the main road and it is in first floor where aged people can not climb. Probably in any town / city bus stand is not in the private land where as in Karkala the land belongs to a group of businessmen and hence municipality is dancing to the tune of these people. Pedestrians are seen walking on the road and the footpaths are occupied by the road side vendors and business class.

    Fruit,flower and vegetable merchants are encroaching the space available thus creating a mess, nobody is questioning and officails are heavily bribed to keep quite. Other wise why a land belonging to central government is encroached by the flower vendor and even after vacating again it is the same condition, one vendor has again opened four pitty shops as earlier but no body is bothered to ask. Other wise why the municipality is having problems with the postal department's construction of compound wall to cover their departmental property. Most of these vendors dont even have the municipal permissions to run the business and dont even pay the taxes. The only one and simple solution for the bus stand problem is to shift it to Bandimata as decided earlier by the municipal members and inaugurated by the former CM Sadanand Gowda. About 2 crores of rupees has been used but in vain the concreted bus stand is lying idle, what a waste of Public money. wiil the general public will raise to the occasion so that the bus passengers, pedestrians and the general public will have a happy time at Karkala?

    Since a couple of month karkala town is filled with dust and road pits local representatives are not taking proper care about the health of roadside residents,if the situation keeps continues for some more days its sure that these residents will suffer from asthma.
    Sincerely requesting municipalities and other local representatives and officers that please consider this issue with most importance and arrange to fill these road pits

    They are more worried of filling their own pockets rather than arranging to fill these road pits.

    Local leaders are least bothered and Karkala will remain underdeveloped forever.
