Police announce reward on Bangalore ATM attacker

Bangalore, Nov 21 (IANS): Police Thursday announced a Rs.1 lakh reward for information about the untraceable assailant who brutally attacked a woman in an unguarded ATM kiosk here Tuesday.

"We will reward Rs.1 lakh to any person sharing information on the assailant absconding since Tuesday after assaulting bank manager Jyothi Uday in her bank's ATM kiosk in the city centre," Bangalore police Commissioner Raghavendra Auradkar told reporters here.

The informer's identity will be protected to ensure his/her safety.

Unconfirmed reports earlier in the day said the assailant had sold the victim's mobile handset to a cell re-charge shop at Hindupur in Ananthapur district of Andhra Pradesh, about 100 km north of Bangalore.

"We learnt from our counterparts in the neighbouring state that the mobile re-charge shop owner bought the handset from a person whose identity he did not know. The buyer is being interrogated to ascertain the whereabouts of the attacker," Auradkar said.

One of the eight special teams, set up to investigate the horrifying incident, is on the lookout for another person who may have remained outside the state-run Corporation Bank ATM while the assailant was inside the kiosk attacking the victim.

"We are trying to find out if the unknown assailant had an accomplice standing outside the kiosk to ensure nobody entered it to draw cash from the ATM," a police official told IANS.

"As the machine was out of order for over a week, customers stopped entering it though it was repaired but no guard was present in the early hours (around 7 a.m.) on that day," he added.

At a private hospital, 44-year-old Jyothi is recovering from the severe injuries she suffered on her head, face and nose when the assailant attacked her with a machete.

Chief Minister Siddaramaiah condemned the attack on Jyothi and advised banks to ensure safety of their customers, failing which action would be taken.

"Safety and security of customers is the responsibility of banks, be they state-run or private, as ATM kiosks are an extension of a banking service for customers' convenience," Siddaramahiah told reports at Vidhaha Soudha (secretariat) ahead of the cabinet meet.

Police registered a case under section 397 of the Indian Penal Code (IPC) for attempting to cause death or grievous injury while committing robbery or dacoity.

The closed circuit television (CCTV) camera footage, obtained from the bank, shows the assailant entering the kiosk when Jyothi was in front of the ATM to draw cash and threatening her after downing the shutter from inside.

"As seen in the footage, the assailant took out a country-made pistol and a machete from a shoulder bag and asked Jyothi to draw cash from the ATM. When she tried to escape, he pushed her in a corner and hit her on the head and face with the a machete. After checking her bag, he left the kiosk pulling down shutter from outside," a Deputy Commissioner of Police (DCP) D.C. Rajappa told IANS.

The bank's ATM kiosk is located on the ground floor of the LIC building diagonally opposite the Bruhat Bangalore Mahanagara Palike (BBMP) head office in the Corporation Circle, and a furlong from the Ulsoor Gate police station.

The state government made posting security guards at all ATM kiosks across the city mandatory for banks, with two cameras outside and inside a burglary alarm inside the kiosk.

"All banks have to implement these guidelines in the next 24 hours," Auradkar said.

Meanwhile, Karnataka police chief today said the assailant has been identified and efforts are on to catch him.

"The man has been identified by CCTV photo. We are making efforts to arrest the person," Karnataka Director General of Police (DGP) Lalrokhuma Pachuau told reporters here.

    All readers are missing the point. All comments are postmortem. First and foremost this country is a mix of haves and have not. Whatever the technology, the sheer population numbers and inadequate governance and infrastructure will fail us even when we try to copy the west. Chairmen of various banks gleefully announce opening of ATMs without looking at the security available to a customer. Guards are quietly withdrawn to cut on overheads and economic considerations. Maintenance / Security is given to the lowest bidder (quality diluted) without fall back on follow up controls. Don't blame the Govt. The blame squarely lies at the doorstep of the bank concerned. A dig into their internal notes through RTI will reveal how much these institutions actually care for the security of a customer in their premises.

    A request to police authorities. This guy looks like a professional 'Tender Coconut seller'. The way he brandished & used the machete gives an impression that he must be a Tender Coconut seller.

    Apart from instructions like having Guard, having CCTV covering outside of ATM & Burglar Alarm, Police should ensure that these ATMs have provision to lock the shutters in rolled up position. The rolling down of shutter was an important aid in committing this crime & also for the delayed help to the victim.

    There are so many technology available like : 1. Emergency alarm buttons/panic button can be installed 2. Entrance to the ATM through sweeping card and auto lock once you enter in 3. Alarm initiation upon unauthorized close/usage of shutter through separate key 4. Alarm initiation upon knife or gun detection through a camera(as in the face detection in normal camera.)5.Emergency code no to initiate alarm while acting as withdrawing in the ATM etc. Technology of this type is much cost effective than the guard.

    I agree with Alex, if the government is serious about curbing the crime such as this offer at least, 5 Lakh to show how serious the government is in getting the culprit and punish him. Show value to human life and don't consider it as so cheap worth few thousands.

    Before we turn into another Pakistan, our law enforcement and judiciary needs a 180 degree change. Our police training is still based on the late 19th century British constabulary. They carry no arms except a baton. Our judiciary is premised on the British common law which is grossly inadequate to deal with the current situation. In my entire life, i havent seen a single prison being built, meaning the enforcement has no place to lock up criminals. But ofcourse, we the people can only make a change with ballots, and need be, take it to the streets to demand a change.

    Until we restrict our disgust to comment forums, our politicians will continue to live in oblivion.

    Today Morning I visited one of the Copn Bank ATM(Any Time Murder) next to City Hospital Mangalore(Tejaswini Hospital Compound) and withdrawn some amt. But very sad to inform you that time there was no security then I asked Hospital Security person about the same.He told me that there is no security for this ATM since they are not paying the salary.After this incident also they are not serious. Further it should be noted that in most of the ATM centers some unprofessional ordinary labours are appointed as Security for very less salary, generally they don’t sit there, whole day they wander from one place to another like canteen, hotel, chatting with friends etc.
    So some effective professionally trained personnel to be appointed and working hours should be not more than 8 hrs per head/per day

Sources say that he sold her mobile phone in Andhra Pradesh, which means it is very easy to nab him.. Shame on police to demean themselves... Learn from Mangalore police how they caught Pub attack, Padil home attack , and Manipal gang rape culprits...
    Where there is a Will, There is a WAY.... Mumbai and Delhi police by now would have caught him...
