Mangalore: MCC takes measures for a cleaner city, violators to be fined

Mangalore, Dec 10: Stepping up its efforts to clean up the city, the Mangalore City Corporation has decided to take stringent action against those who fail to follow rules regarding maintenance of cleanliness and hygeine in the city.

Briefing reporters here on the Karnataka Muncipal Corporations Act (Amendment) Act, 2013 at Mangalore City Corporation here on Tuesday December 10, MCC commissioner Ajith Hegde said that failure to follow the guidelines will result in penalties or even imprisonment.

As per schedule XIII of The Karnataka Muncipal Corporations Act (Amendment) Act, 2013, whomsoever is found littering, urinating, openly defecating or committing other acts of nuisance on road, bus stand, railway stations or any other public places in the limits of MCC will be imposed a penalty of Rs 100 for first offence, and Rs 200 each time the offence is repeated.
 
"Whomsoever fails to maintain proper solid waste management or violates the rules, as per section 262 of The Karnataka Muncipal Corporations Act (Amendment) Act,2013 he/she will be penalised Rs 500, and additional Rs 50 for each day the offence is repeated thereafter," he said.

"If the person commits the offence for a fifth time, the punishment will be imprisonment for a term which may extend to three months or Rs 1,000," he added.
 
Emphasis will also be laid on section 423 of the Act regarding regulations on laying any cable including optical fiber cables and failure to adhere to conditions will attract penalty, he said.
 
Hegde also said that fines were imposed on Mangala Nursing Home, Mangala Kidney Foundation, Santhathi Clinic, Yenepoya hospital and Arvind Motors for improper solid waste management, among which, Arvind Motors and Mangala Kidney Foundation have paid the fines.

This will be functioning from tomorrow, where as three B group officers are named to strengthen the laws and uphold the laws amended.

To maintain transparency in solid waste management, MCC has also established Vechile Tracking System through GPS, M Governance and SMS-based public grievance re-addrassal system.

Various initiatives have been taken to tackle malaria and dengue, including health checkup camps, blood testing etc. All hostel wardens were informed to take necessary steps to avoid spread of these diseases, he said.

MCC assistant commissioner Prameela, health inspector Manjayya Shetty, and environment engineer Madhu Manohar were present.

    I have no clue as to from where they get this harebrained ideas. First they start door to door bin collection which is irregular and to make that a success they remove all the roadside bins. So where do they expect people to throw waste when there are not at home? Carry all their waste with them till they reach home? First they need to provide bins so that people don't litter in public, then they can start to fine people.

    Very good move. But before you implement these rules make sure that you provide enough waste bins and clean toilets. Bringing in law is easy , but people should be provided with the facilities. Dont expect public to bring the rubbish all the way home and throw.

    Very nice to read but hard to understand the talk of Commissioner.
    There is a run down property near Arya Samaj Road/Kadri Road junction belong to well known family. Mosquitoes are breeding,vegetation has grown out of control,garbage is dumped,Bus Drivers urinate,wild stray dogs breed disturbing the night with the barking. We surrounding people raised the issue with Mr.Manjayya Shetty and His sub-ordinates plus with Local Corporator. Even local Kannada News Paper wrote a article on this problem with the Photograph. Until today nothing happened since year or more. Many Residents had Malaria already. These same people are calling for punishment. May be for the poor and helpless this Law will affect. MCC=Malaria Chickengunya Cholera.

    Indeed - it is a step in the right direction to have a cleaner City. However it is pertinent to point out that the safety of people comes first. Whereas a lot has been said about rods and road improvements and a cleaner city, hardly any attention has been paid to foot-paths. Does this mean that motorists have priorities - as the talk has been revolving round better roads while walking on the sides of the roads virtually means walking into death traps.

    May I draw the attention of The Corporation authorities to give priority to good foots paths and ensure safety of the poor pedestrians before taking any other jobs..

    If MCC can build and support clean bathrooms/toilets (paid) for everyone's use, I will personally go and give an award to Mr. Hegde. Except for India, any place in the West/Gulf and even most parts of Africa have clean toilets.. What a shame!

    please do make a check to the open drain near city center mall where water is seen stagnating,drain is open because the mescom has erected two electric poles to provide power to the mall,it would be nice if daijiworld reporters take pictures of the same and post it to the mcc and other newspapers to take the necessary action to close the drain

    I request MCC commissioner Ajith Hegde, assistant commissioner Prameela, health inspector Manjayya Shetty, and environment engineer Madhu Manohar to visit Barke road near the bridge, where sewerage water is openly flowing from the manhole to the channel beside the main road for the past two years. In spite of so many complaints to the MCC nothing has been done to date. Where has the loans of hundreds of crores of rupees taken from ABD gone?

    Excellent news.
    By the people -o the people.
    Yes, every citizen should strictly follow all the norms - and conditions .
    Let every household be responsible for their compound /surroundings first .
    all garbage to be well tied in plastic bags and kept neatly in designated places for collection.
    no more spitting on roads.
    Streets should be swept clean during night time.
    no more open drains -sewers- pot holes.
    Thodus -nallas have to be clean and covered.
    Road construction have to keep and follow all safety gears -uniforms - cauton- signages as per international norms .
    School children and college students should join the CITY/MUNCIPALITY to clean the city /beaches on one particular day of the month , so there is public awareness -motivation -inspiration
    let the city dazzle-
    Any bus overspeeding or with no lighting/brakes should be impounded on the spot.
    Let there be over head bridges for pedestrians built by businessmen in their name -neat and clean structures along with bus stops.
    There should be monthly meetings with people and city authorities about their problems and also solutions.
    Inspectors:
    health- traffic- sanitary-food inspectors have to be strict to maintain every standard and take action on erring defaulters,like the dirty markets-unhygienic restaurants-hotels-eatinging places if they do not comply with specifications and standards.
    Train and Induct qualified candidates.
    cleaning the roads should be assigned to some automoblie cos having sweeping trucks.

    New gimmick of MCC. Earlier they brought ban on use of Plastics. It didn't last long as the plastic lobby was too strong. Must see how long this is going to last or it may be just on paper to show that MCC is not lagging behind other cities.

    Mangalore City badly requires public toilets near the bus stand and markets. People from far places come to the city and they do not have facilities to easing themselves. Toilets may be constructed in line with Sulabh Sauchalays that exist elsewhere in the country. MCC may collect nominal fees for use of these toilets. As regards solid waste, MCC should arrange to collect garbage from bins installed in public places. Lastly we as responsible citizens, it is our duty to keep the city clean.

    First of all I request our MCC Commissioner to pay the fine.Ask him to inspect near the under construction Bejai market,here all the building materials are kept on the Foot path only(stones,steel rods,sand,etc.Foot path completely vanished.They talk big,& violating.

    While the intention is good, the implementation may not be that easy. The MCC should first and foremoste ensure that there are sufficient toilets for men and women.
    Practical difficulties include : how do you identify whether a person is a first time offender or repeater? What happens if a child urinates or does other nuisance? Is there anyone to take action for offences at night?
    However, we all yearn for a clean Mangalore city. Let us sincerely hope that MCC will succeed in its mission.
