Mangalore: Raid on dental college largest of its kind in state - Mescom SP

Mangalore, Dec 10: Manipal College of Dental Sciences and Hospital and Manipal School had been using electricity from KMC Hospital since several years, and have thus been booked and imposed penalty of approximately Rs 3.40 crore, said Mescom vigilance SP Harishchandra, addressing media persons at Mescom conference hall here on Tuesday December 10.

It may be recalled that on Monday December 9, Mescom officials led by Harishchandra had raided the college based on a complaint by social worker P S Haneef Saheb, who had alleged that the college had taken power supply illegally. After a day-long procedure, the officials found that the college had taken unauthorized electricity extension from KMC but had been paying electricity bills regularly.

The fine was imposed on the basis of contract demand and after several other aspects were taken into consideration. As per records, it is stated that the college had started in the year 2006 and the school in the year 2010, and since then, the violations had been taking place, he said.

"KMC had applied for additional internal load for the hospital in the year 2000, 2006 and 2010, and likewise permission was granted, but additional electricity was misused by them," he added.

"Appropriate action will be taken if they fail to pay the penalty. They can submit a one-time appeal challenging the penalty amount, but there is no provision to go to the court. This raid is in fact the first and the largest of its kind in the whole of Karnataka," he said.

Officials from Shimoga, Chikmagalur, Udupi and Mangalore were called for checking documents and procedures. Investigations are still on in this regard, Harishchandra said.

DySP Vinay Gaonkar, Mangalore vigilance inspector Shantharam and assistant executive engineer Seema were present.

    Mr. Harishchandra,

    In Karnataka 30% power is accounted as transmission loss...this should never exceed 5%.

    What is means quarter of the Power produced is stolen and used.

    Your primary job is to detect power theft and penalize them.

    Have you done this? Absolutely not...

    Go and see all Ice Plants and see if power is stolen...you will be amazed to see what is happening...

    Also visit major power users of your area...including one involved above...

    Some commenters in this forum do not know the difference between Power theft and drawing power from one building to other unauthorizedly...

    Hope you will do this before you retire and people will remember you for your service.

    First of all one must understand that its illegal to take connection to other buildings as per the rules, whether you pay for the electricity consumption or not. What KMC did is not acceptable, and they are liable to pay the fines, associated with this.

    However having said this, i would like to raise a few questions, for which perhaps MESCOM can answer best. First of all they have an annual survey, conducted by their officers, in which they are supposed to check for more than 50 points relating to various aspects of the power distribution. What was the so called inspectors doing during these surveys. If they would have done their duty properly, from the beginning this would never happen. Let me narrate my own experience, the so called officers, openly ask for money when they come for the survey, and if you dont pay what they ask for, they will harass you by pointing out all the faults, and then you end up paying more to have this rectified at the MESCOM office. This is a fact, and everyone in Mangalore who deals with MESCOM will agree to it, but will blindly look the other way, coz if you want ur work done smoothly, u better pay upfront. I even doubt if there is one honest officer inside MESCOM, so am not surprised KMC decided to bypass them, and perhaps decided to pay if and when they are caught. Its time these kind of govt & private machinery is overhauled by the people of Mangalore, by coming out with the Right to Information, and then voting for a party with better governance and control on these companies and individuals who have made corruption a cheap way of demonstrating their power.

    By the way not to be left behind, the Fire Service personnel are doing their rounds these days, by going around collecting funds, and then sending notices to buildings, if you dont give them their corrupted dues. The million dollar question here is were these guys sleeping when they issued building permits during the past years?

    Hello Vicky I do understand what were issues, that the building certification had many questionable issues as is told now.
    But the facility has been running for 7 years, it is not 7 days, not even 7 months.
    Where were so many authorities that are situated just a stone throw away from this facility, including Mescom.
    Are they all blind, or is it just a gimmick.

    I've even answered on Ur queries saying the authorities of MESCOM has been taking bribe and kept it going. Now the question is why the investigation is not on the people from MESCOM who every year come to inspect. It has been running all these years and we sud be thankful to people like haneef tat he came forward in highlighting this issue.your question is not on us, Ur question sud be on government tat why n how these illegal things were allowed.

    I can not understand the type 'misuse' here.Dental college is a constituent of KMC and theve have paid all the electricity charges.
    Do these officials have the guts the check the house, properties of politicians?
    We often see police constable buying vegetables for the police officer's wife,Government officials ping hither officers' kids to school, minister's whole family going on 'trip' in government cars... etc.
    This is 'misuse' of power and corruption.can any body have the guts to raid on this type of nuisances?

"We have calculated the loss incurred in the last three years, and that alone amounts to Rs 6 crore," he said. He added that the building has no permission from MCC."

    Did Haneef know about this illegal power supply since the past seven years?

    If yes, then why only now after seven years does he decide to disclose this matter?

    Legally or illegally the dental college has to use the power to train students to be the professional doctors to serve the patients.
    Energy is a prime issue in the world economy today.
    If 3.45 crore is a big amount how we can ignore billions of dollars we spend every year to have a Current Account Deficit, pollutions, costs, poverty and unemployment?

    Do we know that we have been misusing and spending millions of dollars on fuel, every day, by carrying and moving the huge dead weight on wheels from a starting point till the destination?
    Do we realize that by pride and comfort, we have been carrying and moving the bullock cart on wheels, since the introduction of vehicle engine?
    Do we agree that the transport need is to move commuters and goods from one place to another and by pulling them on wheels (instead carrying like infants) we can save more than 70% fuel and hence to make a world of difference?
    While the mobile is high on air, why the auto-mobile is still on a tortoise move on ground to suffer severely with multiple problems?
    Is there any one to give attention to this serious and most concerned issue?

    It is difficult for me to make any observations on K.M.C. Hospital - an institution of repute and very good standing. At the same time I have no hesitation in stating that Mr. Harishchandra has a good history behind him and his promotion to the position of a Superintendent of Police has not come to him as a gift but as a recognition of the diligent services rendered by him over the years. It is not common at all for an officer to rise to the status of S.P. from that of a P.S.I. and that itself is a feather in Harish's cap. Harish has done his job and let further investigations prove the facts.

    No loss has been done to the Mescom, except minimum monthly meter charges.
    All electricity used has been paid by KMC at Commercial rate which is high rate already.
    What will happen is that this issue will go to courts and lawyers will get money and ultimately the case will flop.
    But Mescom officials here show off they are one breed of " Satya Harischandras "

    Dear Alex,
    Your point of view is completely wrong. Yes the Dental college has paid the electricity charges and may be higher than wat would come out. But for your information, the electricity was not obtained to Dental College cos the building structure or the FIRE & SAFETY has been illegally possessed thru corporation, and when inspected for the final completion certificate they were not completed everything as per the blueprint, and thus the line of electricity for that building was not permitted. So they went out of rules and pulled out electricity connection from KMC building.

    This case is very straightforward although it looks clumsy.
    • Power was diverted from one outlet to another with the acknowledgement of the first party not stolen from their premises.
    • Therefore, stealing of power does not arise.
    • However, the mistake is that it was not notified to Mescom until caught.
    • So what ? Without any discrepancy, bills were settled on time equivalent to the power used from Mescom.
    • It is a case to case act. For such silly offense such heavy penalty is not justified. .
    • I do not understand why there is no provision is given to go to the court.
    • Is it one way justice to deny defense. Some debate is welcome.
    This is my personal understanding but some lawyer can throw some light for better or worse.

    This is not a silly offense... We have to find out why that particular building could not get the power connection directly from the MESCOM so that they were forced to draw the power from another building...??? Most probably they could not get building license from the Corporation, due to many reasons.. It could be a unauthorized and illegal structure or they might have flouted safety norms.. Thorough inquiry is desired...

    No theft occurred here.

    Every unit of electricity used is paid.

    Only proper procedures were not followed,,, power was drawn from one building to another without proper authorization...that's all.

    This guy (Satya) Harischandra is retiring soon ...he needed some publicity...and got it...that's all in this sensational case...

    He was PSI Udupi town in early 80s there also he was doing these publicity stunts along with another character called PM Pemmaiha...

    ..something fishy..If KMC was using so much of power illegally why MESCOM didnt know it..MESCOM can do easy math of supply,delivery & actually usage of power..Its not just a extra bulb or fan, its a whole building,,usage may be in thousand KW!!

    I do not feel that this is an achievement by Vigilence dept of Mescom Mangalore but only because of Mr.Haneef Saheb this modes operandi of mega power theft by the dental college unearthed.There is a necessity of discreet enquiry into the whole episode that resulted in power theft to the extent of crores of rupees.
    Credit should go to Mr.Haneef Saheb be rewarded by the Mescom suitably.
