Bangalore: Move to implement 2006 Act for professional courses rolled back

Bangalore, Dec 21 (DHNS): The State Government on Friday rolled back implementation of the Karnataka Professional Educational Institutions Act, 2006, from the forthcoming academic year (2014-15).

As a result, the entrance exams and admission system to professional courses will remain the same for the 2014-15 academic year.

After a meeting with his Cabinet colleagues, Chief Minister Siddaramaiah announced: “We will not implement the Act from 2014-15 as there are many misconceptions about it. This government is committed to students’ interest. We will ensure wider consultations on the Act before considering implementing it. We will explore possibilities of amending the Act.”

The Act calls for a single entrance test by the COMEDK for all the private colleges including minority institutions, while the KEA would have conducted the test only for government and aided colleges.

Fixing the fees too, would have been left to the private colleges with the government playing only a regulatory role, through the Fee Regulatory Committee and the Admission Overseeing Committee, both of which are headed by retired High Court judges. 

Meanwhile, Karnataka Examinations Authority (KEA) will now begin preparations for CET. As per its announcement, the CET would be conducted from May 1, 2014 to May 3, 2014.

Meanwhile, the Karnataka Unaided Private Engineering Colleges Association (KUPECA) has expressed its dissent to the government’s decision not to implenet the Act.

KUPECA secretary MK Panduranga Setty said, “We have already lost enough money. There cannot be a uniform fee structure for all colleges. We will not sign the consensual agreement if the government does not meet our demands.”

KUPECA wanted the government to ensure that the private institutions did not suffer losses.
“They should either allow us to fix the fees according to our expenditure or they should subsidise the fees to the students,” Setty said.

College managements have been asked to submit their accounts and audit report to the Fee Regulatory Committee by December 31. In spite of the roll back, the managements would submit their reports to the panel, Setty said.

The status of the two committees, the admission overseeing committee and the fee regulation committee, remains unclear in the wake of this decision by the government.

However, the minority institutions have welcomed the government’s decision as they would be allowed to conduct their own entrance test as they have been doing for many years.

    Now he thinks he is a big leader because his son is married to Praful Patel's daughter...that's why he was defeated at Haliyal last time ...now he goes and sits next to Siddu all the time ...tomorrow if DKS becomes CM he goes and sit next to him all the time...

    Don't know if he wants to be known as Education Minister of Karnataka or the owner of private Engg college...for sure we have a conflict of interest here...

    What is KUPECA Secratary saying. If you cant run the Instution close down. Who had told to open the education instituutions. As per the govt regulations up to 14 years there should be compulsory education. This has to be amended.It should be done up to Graduation. Education is good to a country. Govt should take over all the private professional institutions which they are opened to make money and no in the interest of the students.

    Honest administator has no place in this society. How much good you do there are your own people Prameshwar & co who play dirty games. It is high time that Deshpande showd be shown the door. He is the biggest culprit as he owns his own Engineering Institutions. Do not play with the students they will show you the door as Kejarawal has shown in delhi

    Sack Education Minister Deshpande from your Ministry Sidduji.
    This Dash-pande wanted to Dash the hopes of poor merited students as he is having vested interest in favouring Private colleges. That is why he was so eager to Push through that KPEIA Act-2006. This man does not know the problem of poor students of Karnataka nor he knows proper Kannada language. He is educated in Marathi Mediaum school in Haliyal.

    Do your home work first for
    commentating on minority reservation ..
    Firstly go to the Karnataka state government Web site and see that there is a OBC cast as included in list of OBC as " shetty " too.
    Now Coming to reservation in eduaction and employments see below list of percentage ( % ) .
    17 % sc/st
    27 % OBC
    are these above from Minority or They are Hindus / majority ?
    There is no reservation for Minority at all in centrally funded education seats or Jobs .

    We christians don,t require reservation and to call like OBC or ST/SC for getting reservation.
    we are Indians first . There should be reservation only for economically poor Indians and only should on merit.
    If This information above is not sufficient see the selction process of IIT / AIEEE ion and examination process to know about reservation of which class and categories . There is no for Minority at all . Minorities are only admitted on merit. And few on physically handicapped or. with defence quota % if any.

    UPA government give 46000 croes for sick loss making national carriers . If the Airline is privatised or sold out the Money given for survival of AIR NDIA/ INDIAN airlines can be diverted to free education to all students . This will help poor and meritious students to achieve their aim and goal. INDIA will benefit by educating our youngster instead of wasting money on loss making national carriers run on pumping tax payers moeny for survival.

    Now our new Government plays dirty politics in Education too. If you apply minority quota in Education System too, of course they need minority quota in employment too else they can’t compete with the others. But this has become habitual for any Congress Government in India that first implements the rule and then rolls back………….

    There is no need to have air conditioner the class room and colleges say we have very good infrastructure.Government should make it sure all colleges meet the standard of education not these type of infrastructure.It is now for the people of Karnataka and the student to air their grievances and opinion.

    This is another drama played by dongis as part of their election gimmicks. Dongis knows they won't get any votes. So they wanted to create some sympathy wave by making a policy against students and then withdrawing it to show they are in favour of poor students.
