Kundapur: Acquisition of farm land for underground drainage project opposed

Kundapur, Jun 17: On behalf of Agricultural Land Action Committee, a petition was handed over to the assistant commissioner, tahsildar, and president of the municipality here on Monday June 16, expressing its strong opposition to the move of the municipality to acquire farm land for the proposed underground drainage project. The committee says that farmers are fully dependent on agriculture for livelihood, and therefore, fervently opposes move to use agricultural land for executing underground drainage project.

Speaking on behalf of the committee, its conveners explained that the proposed plan envisages dividing of the town into seven zones and to allow the collective effluents to flow into the sewage treatment plant from where treated water is then pumped out.

"While we welcome the objective of the proposed plan towards making the town cleaner and more beautiful, we oppose anti-agriculture stance of the project and the total apathy it has towards protecting the rights and interests of the common people," they added.

The committee leaders say that as per their information, notices had been issued to owners of only four acres of land so far, although the project needs 7.25 acres of farm land. They added that even these land owners have no clear idea about the proposed project. They questioned the basis on which the municipality has invited objections, without even serving notices to about 50 percent of land owners. They demanded to review the project, save agricultural lands proposed to be acquired, and re-draft the project in a scientific way. They also warned of stronger forms of protest, if their demands are not met.

Convener of the committee, Rajesh Voderhobli, taluk president of Democratic Youth Forum of india, Santosh Hemmady, farmers, Nityanand Hawaldar, Babu Kailkerimane, Babu Poojary Shantiniketan, and others were present in the delegation.

    The project is ill conceived.
    The project was planned in 2013. A DPR for "SEWERAGE" submitted to GoI in Nov. 2013 for assistance under UIDSSMT scheme, was appraised for Rs.47 crs. An amount of Rs.19 Crs was released to SLNA on 19.02.2014. There has been progress in the project.

    Mr. Shenoy, I do agree with you partly. But in the name of development, it is always a farmer who suffers. The days are not far where will see the lush green paddy fields only in Tulu or Kannada pictures, that too picturised in Kerala or Tamilnadu

    Out coastal districts are being ruined in the name of development and both the BJP and Congress useless politicians are to be blamed.

    But since people in turn elect these politicians, the blame lies with the people for electing such fools who are only after money and not the welfare of the people.

    Chemical Industries, Thermal powe plants, Nuclear Power plants, ports, Naval Bases, these are polluting enterprises and they will pollute your air and waterways, Yet all of these are being dumped on us and the useless leader we have elected are busy filling their pockets with the spoils

    First of all the city has to:
    plan out a master and mega plan for the state the city and town ..
    This should be a proper sewage and drainage programme..recycling waste ,collection garbage..treatment plants..conversion of solid waste...etc.
    With help of Germans /japanese /Europeans this can be done.
    Before acquiring land and simply asking some third arte subcontractors to dig and lay some stone sin pits without proper Drawings ..without proper plans .standards and specs and you have the clogging and oozing as the manholes are not constructed professionally..
    The entire programme from POINT A to Point B should be on drawings..take permission of the locals through whose property the drains ..sewage lines are passing..
    compensate them we..
    more importantly.. the construction method...should be done to accommodate the future as the Town becomes a city within no time ..so plan for min 250 years ahead from now..lay proper schemes of the future..
    Seek help from USA..UK they can teach us ...
    health..hygiene...sanitation is paramount..
    all construction should be mechanized by quality builders...
    with proper bidding process. and proper specifications ..

    Drainage required in the upcoming city for the sanitation purpose.Need to inform the farmers about the effect of installing drainage in the fields and no forcible implementation be allowed.

    Ratnakar- I feel sad after reading your suggestion to go ahead with the project. At least in Kundapur or Niddodi we can see the green cultivated land and paddy fields, on that too the authorities keep an eye in the name of development. The farmer is loosing his farmland and not you. You would have felt the pinch or pain if that happens to you.Palatial RCC house or hut, is not your problem the owner might have worked hard in the fields to construct the same.

    Mrs Lobo, Is drainage and sanitation necessary for a town or city ? If the authorities have not found any other better land then they will eye this property. We cannot help it because of the growing population and the need for civic amenities / infrastructure. Road connectivity ,water supply, power, schools, colleges too are all important. From where does the Govt. get land from. Somewhere down the line we have to compromise. But adequate compensation must be given to the farmer.

    For the widening of the Udupi - Manipal road, I lost 7 out of 15 cents. I was suitably compensated though.

    Dear Rahul Shenoy
    You have mentioned here, for road widening, u have lost, 7 cents of land out of 15 but suitably compensated.
    My question here is, the value of remaining 8 cents of land, after road widening is more OR the value of 15 cents before widening the road is more.
    Definitely the value of 8 cents of land after road widening will be high.

    But here, after acquiring the farmland for drainage, the value of the farm land may not remain the same and the farmers are loosing fertile land.

    MP is refurbishing and sprucing up her premises in Udupi. She has to show expenditure to pocket money. This type of works can give good kick backs. After this work, Udupi will be refurbished\spruced up!!! You should also remember MP has to keep in mind "The other half" too for the share. They go hand in hand always.
    Until all the above is done and finished no attending any other official work.
    So you do not keep asking where is MP of the area...

    It’s very surprising to see that almost all Government or Private implemented Projects are coming up in our coastal region especially in Agricultural land!!! Can’t they shift their base to non-agricultural land? Who is the person who decides these all things? I think better we catch this person and force him to stay in our coastal region in between our farmers to know the importance of agriculture and farmers family life. Funny thing is Project like New Mumbai Airport was delayed by more than 5 years just because of mangrove and environment reasons. Several Projects were not yet started due to Forest Protection Law but when it comes to agricultural land nothing is applicable!!! I think even Industrialist wants clean environment and beautiful land for their Projects whereas all the Law & Order will go to ashtray after construction of their Industry on that land

    This is utter non- sense move taken by the authorities concerned.Although the objective of the project was good in the best interest of cleaning the town,this is not the way to exploit the farmers,who are solely dependent on agriculture for their livelihood.These things authorities concerned should have kept in mind at the time of initiating the project.This is very funny and ridiculous.Farmers got every right to object because these lands are the pulse of their lifeline.Even I oppose this move and support farmers stand in this regard.Authorities concerned should the idea of implementing the project in the agricultural land and have to resort for some other alternatives.Don't harm the sentiments of the farmers.Allow them to live peacefully before it is too late and go beyond their reach.
