100 days of Modi regime: PM tones up governance, lays out policy roadmap

New Delhi, Aug 29 (IANS): Narendra Modi has sought to mark his first term as prime minister with some distinct initiatives in terms of both policy and governance style - direct communication with the people, faster decision-making, a disciplined bureaucracy, thrust on innovation and technology, cleanliness, rural transformation and kindling a can-do spirit in the people. In the three months in office, Modi has already laid down contours of his government's priorities.

Modi, who began his innings on a high note after leading the Bharatiya Janata Party to its first full majority in the Lok Sabha, has sought to sustain the tempo of his victory and meet the enormous expectations of him. He has been reaching out to the people through social media and speeches and has sent a clear message that he will be personally driving governance.

Modi laid a thrust on cleanliness right at the start of his term in office and soon central government offices began presenting a neater look. He emphasised on punctuality and established a direct dialogue with the top echelons of the bureaucracy.

Modi has also sought to energise the people and "awaken the power" of a laggard civil service down to its lowest level to ensure efficiency and time-bound delivery of services.

With "minimum government, maximum governance" as one of his mantras, Modi has sought to make government systems citizen-friendly and accountable and has initiated action to eliminate obsolete laws. The Modi government has also sought to bring about convergence among ministries for focused delivery.

Carrying forward some of his initiatives as the Gujarat chief minister, Modi has drawn up plans for rural transformation, boosting agricultural productivity and spreading e-governance through the Digital India programme.

With "Sab ka Saath, Sab ka Vikas (Support of all, development for all)" the pronounced development philosophy of his government, Modi has sought to send out a message of inclusiveness.

Former cabinet secretary Prabhat Kumar said that the Modi government, like many others in the past, had come to office on a wave of euphoria and had started "very well".

"Three months is a short time to make an assessment, but in terms of coping with (the issue of) delivery of services, I think it has done what no previous government had done. Modi made it clear that civil services must behave. He also put confidence in them, telling them to do their job without fear and favour. He has quickened the pace of decision-making by reducing layers," Prabhat Kumar told IANS.

He said Modi had made his intentions clear in terms of policy by laying emphasis on sanitation and the need to boost rural and urban infrastructure.

"He has reviewed the performance of ministries and the directions he has given are very positive," said Prabhat Kumar, who was cabinet secretary during 1998-2000.

Kumar said the Modi-led National Democratic Alliance government should make a "rigorous review" of the previous government's programmes, including the rural employment guarantee scheme and the rural health mission.

At the same time, he felt that the government's move to replace the Planning Commission had been announced in a hurry and the homework for an alternative mechanism was only now being done.

Former cabinet secretary T.S.R. Subramaniam said that Modi had inherited issues from the past and was not starting from a scratch.

"His head is in the right place. His heart is also in the right place," Subramaniam told IANS.

He said Modi has "galvanized the bureaucracy in Delhi".

"In 100 days, I am seeing much more than expected. The design is very much there. The foundation is being done. In the next 100 days, the ground floor will take shape," said Subramaniam, who was cabinet secretary during 1996-98.

Various ministries have got going about goals announced by Modi including "Swatch Bharat" (clean India) by 2019 and a "pucca (permanent) house" for every family by 2022.

Work has also started on Modi's other ideas including a golden quadrilateral, bullet trains and solid waste management in 500 urban centres across India through the public-private-partnership (PPP) model.

A forceful speaker and arguably the best communicator in India's present political leadership, Modi has used big occasions such as his Aug 15 Independence Day address to powerfully reinforce his ideas of governance and policy. He has eschewed big-ticket announcements and focussed on issues of everyday concern which have won him accolades and silenced some of his bitter critics. He has sought to end poverty through initiatives aimed at empowerment rather than encouraging doles.

Modi's emphasis on women empowerment and their safety has won him accolades.

While Modi has laid thrust on cooperative federalism with the states and the centre working as a team, hooting of some opposition chief ministers in his presence at government events has created some suspicions and acrimony.

Modi has also spawned a change in the way the government interacts with the media, with officials cagey about talking to journalists. He has stopped taking mediapersons from newspapers and TV news channels on his visits abroad and has instead encouraged a culture where information comes through releases and tweets.

Major decisions of the Modi government in 100 days

* Panel created to locate the estimated Rs.50,000 crore ($8 billion) in 'black money' estimated to have been stashed away in tax havens abroad.

* The previous government's 62 panels, called Groups of Ministers (GOMs) and Empowered Groups of Ministers (EGOMs), supposed to aid the decision-making process scrapped. Modi says there would be one decision-making centre.

* The Planning Commission that existed for 50 years scrapped as it had not moved with the times. Is likely to be replaced by a think tank.

* Collegium or internal system of making appointments to the higher judiciary scrapped in favour of a commission comprising the prime minister and the chief justice of India.

* Juvenile Justice Act to be amended to enable Juvenile Justice Board decide whether juvenile above 16 years involved in heinous crimes such as rape be tried in a regular court.

* Ambitious financial inclusion scheme - Pradhan Mantri Jan Dhan Yojana - launched with 15 million bank accounts opened and each of the holders provided Rs.100,000 insurance cover on the first day. First phase target of 75 million account holders advanced to Jan 26, 2015, from Aug 14 that year.

* Government to create a National Food Grid to connect deficient areas with surplus producing regions to reduce wastage of fruit and vegetables and ensure stable prices. Government expects it to help contain price rise.

* Modi prioritising relations with Asian nations as a part of government's Look East policy, visiting Bhutan and Nepal, followed by Japan Aug 30-Sep 3. Chinese Foreign Minister Wang Yia's visit to India is seen as a positive development for bettering relations between the two countries.

* Cancelled Aug 25 foreign secretary-level talks with Pakistan after Pakistan High Commissioner Abdul Basit invited Kashmiri separatists for talks. Seen as the government's tough side.

* Gas price rise put on hold for three months, given that this is a sensitive issue and needs further discussion to address many important aspects before taking the final call.

* In a major pointer to government's firmness against graft in defence procurement, no further deals with Italian conglomerate Finmeccanica, whose Britain-based subsidiary AgustaWestland is enmeshed in the kickbacks relating to the purchase of VVIP helicopters.

* Ministers asked to adopt austerity measures; among others, asked not to buy new cars. Ministers were also asked to get PMO approval for expenditure above Rs.1 lakh.

    The poor voted the BJP to power on the assurance "ACHE DIN....." but their worries have increased as the prices have skyrocketed as essential commodities become scarce and un affordable. Boasting of achievements will not satisfy peoples hunger. Do something urgently to bring down the prices of essential food items.

    Because of 10% voters who were disappointed with the corruption of UPA, voted Modi for his promise of good governance, price control and expectations of firm Pak and China policy.(For having a large and bold 56 inch chest which he never shown after winning).Now the assembly results already shows that within 100 days 2% who voted NDA realized the hollowness of FEKU and his deputy that their real agenda is dividing India, are back with their original party. Another 100 days who knows what happens?

    Though Bangalore is JOB HUB, my Bangalore friend's cousin who is a marine engineer works in Mangalore port. Now don't ask me why can't he work in Bangalore if Bangalore is bigger job market than Mangalore. Neither Modi nor Obama can create Harbour in Bangalore :-)

    ....your comments ....I am glad that in the first 100 days, the Govt under PM Modi has made the first steps towards a better Government of reconstruction & reviving our Economy!

    Reconstruction & Reviving Our Economy......all "Bull $#it".

    Indian Public expected a lot from this majority BJP government at the center.

    It's true that Mr. Modi did "Good Business" in Gujarat and proved that he is a good Sales Man in the past and not the "Over-All Development".

    But now Mr. Modi has realized that he is sitting on a "Hot Chair" to answer not only the Gujarat's Gujarati's Alone!!! but the "Entire Indians as a Nation"!!!


    He is more focusing on electricity!!!! so that he can milk Adani's well. One can notice his game plans and the "Coal Block Allocations" are "Come to the Fore" recently through the "Supreme Court Ruling/Observation" right from 1993 onwards!!!!

    "Sabki Band Bajegi".... agar Supreme Court ne kuch nahi kiya to!!! Northern and Western Grids have already anticipated the shortage of "Demand & Supply" mismatch.

    For recommending VICKS, ZANDU BALM, TIGER BALM, GELUCIL etc one don't need to become compounder or doctor. In healthcare terminology they are called OTC products, which does not need to be prescribed by a medical practitioner. That is why they are available in kirani stores also.

    10) ALIGARH: A church with a cross in it that belonged to the 7th Day Adventists overnight turned into a temple with a portrait of Shiva after what some Hindu groups in Aligarh termed successful conversion of 72 christians who as per them were Hindus in 1995.

    They terrorized them and nobody said they converted to Hinduism and are all tight lipped. TOI news.

    On the face value I agree that he talks about inclusiveness of all the Indians. But when his MPs talk venomously he does not interfere, which gives an impression that he has some hidden agenda. About governance, he is totally following the Gujarath Model. Look what is happening to Rajnath? He will be forced to resign or a vacancy will be created in the near future, for the real no 2 is waiting outside the cabinet. Rajnath is already a member of Margdarshak mandal ( 70 unwanted group)whose advise no one listens.
