Maharashtra: 5 Congress MLAs suspended for injuring guv


Mumbai, Nov 12 (Agencies) : Five Congress MLAs on Wednesday were suspended from Maharashtra assembly for two years for causing injury to governor C Vidyasagar Rao and two senior legislative officers while trying to block him from entering into the House to address a joint sitting of the bicameral legislature.

The governor sustained minor injuries in the heckling.

A resolution moved by the parliamentary affairs minister Prakash Mehta seeking to suspend Rahul Bondre, Abdul Sattar, Amar Kale, Virendra Jagtap and Jaikumar Gore was passed by the the House by voice vote. The MLAs were banned from entering the premises of the legislature in Mumbai and Nagpur.

The MLAs were protesting against "unconstitutional" manner in which the motion of confidence in the Devendra Fadnavis government was passed by voice vote instead of a division vote.

By terming the protest an act of 'belittling the image of the legislature and derogatory to its dignity', the assembly had constituted a five-member committee led by Speaker Haribhau Bagade to probe the incident.

The panel included the Leader of Opposition Eknath Shinde, Congress legislature party leader Radhakrishna Vikhe Patil, senior PWP legislator Ganpatrao Deshmukh, Prakash Mehta and BJP MLA Girish Bapat.

The committee will probe the incident and submit its report next month. The decision on whether to continue or revoke the suspension will be taken during the winter session of the state legislature in Nagpur, also beginning next month.

Governor Rao was blocked by the Opposition party MLAs at the entrance of the Vidhan Bhavan and later in the porch amid protest and chanting of slogan 'governor chale jao' (governor go back) when he reached the assembly for the address.

The Shiv Sena MLAs blocked his way and stopped his vehicle at the main entrance. The Congress MLAs, who were sitting on a dharna at the door of the assembly, did not allow the governor to enter the building for more than ten minutes. The MLAs urged the governor not to address the legislature as the formation of the government was unconstitutional, they alleged.

The security at the aseembly had to use force to make way for the governor to enter the building. Revenue minister Eknath Khadse said two officials of the legislature were also injured in the melee.

"Governor's left hand was injured. The issue does not end with an apology. This should not be tolerated," Khadse said before the motion for suspension was moved. The entire incident delayed the address by ten minutes.

Congress leader Radhakrishna Vikhe-Patil said there was no intention to hurt anyone but he was prepared to apologise. State Congress president Manikrao Thakre denied that the governor was manhandled and said the punishment was harsh and needed to be reconsidered.

"The MLAs were protesting and presenting their side to the governor. There was no deliberate manhandling,"Thakre said.

NCP leaders Ajit Pawar, RR Patil and Chhagan Bhujbal said the matter should be put to rest after an apology, if the report of governor getting injured was true. Wednesday was the first day of the new assembly and it should not start on a bitter note, they said.

Revenue minister Eknath Khadse, while moving the motion in the assembly said that the act by the Congress MLAs maligned the image of the soverign house and the stricter action against them was inevitable.

He added that the misconduct by the MLAs was captured on the 29 CCTV cameras on the premises of the building and about 15 MLAs were identified. Khadse said since it was the first session of the government, they have taken a lenient stand and initiated action against five only.

Maha Governor injured as legislators try to block his entry'


Mumbai, Nov 12 (PTI): Protesting legislators of Congress caused "injury" to Maharashtra Governor Ch Vidyasagar Rao on the first day of the session today when they tried to block his entry into the legislature complex here, revenue minister Eknath Khadse said.

Speaking in the Assembly,Khadse said Congress legislators Rahul Bondre, Amar Kale, Ranjit Kamble, Vijay Wadettiwar and Abdul Sattar "caused injuries" to two legislature officials as well as the Governor.

Khadse said he wanted to move a resolution suspending these members for unruly behaviour.

"Governor's left hand was injured. The issue does not end with an apology. This should not be tolerated," Khadse said.

Congress leader in the House Radhakrishna Vikhe-Patil said there was no intention to cause hurt to anyone, but he would apologise.

NCP MLAs Ajit Pawar, R R Patil and Chhagan Bhujbal, however, said the issue should be put to the rest with the apology if the report of Governor getting hurt was true.

Today is the first day of the new legislative Assembly and it should not start on a bitter note, the NCP leaders said.

BJP MLA Girish Mahajan said he was an eyewitness to the incident and it was a condemnable development.

Speaker Haribhau Bagde then adjourned the House for 30 minutes to discuss the issue with group leaders.

BJP Govt wins Maharashtra Assembly trust vote

Mumbai, Nov 12 (Agencies) : The BJP government headed by Chief Minister Devendra Fadnavis, won the vote of confidence on the floor of Maharashtra Assembly on Wednesday. The confidence motion was passed by voice-vote.

According to reports, Shiv Sena voted against the BJP government, while National Congress Party (NCP) abstained from voting.

Meanwhile, Shiv Sena's Eknath Shinde accorded the status of Leader of Opposition by Maharashtra Assembly Speaker Haribhau Bagde.

Hours before the trust vote by Chief Minister Devendra Fadnavis to prove the majority of his government, Shiv Sena announced that it will not favor the BJP government during the floor test and will sit in the opposition.

"Shiv Sena has decided to sit in opposition. We will vote against the trust vote," senior Sena leader Ramdas Kadam told reporters at Vidhan Bhawan here.

"We have lost faith in them (BJP)," Kadam said. Meanwhile, the BJP said the decision of Sena, with which it had an alliance for 25 years in Maharashtra, was not in the state's interest.

"The Sena's decision is against the interests of Maharashtra," state finance minister Sudhir Mungantiwar said.

    Difference no. 1. In MH, BJP is the single largest party, in Delhi AAP was the 2nd largest party.
    2. In MH NCP abstained from voting, in Delhi AAP took support of Congress to fill the number.
    3. In MH end of day the party with highest number of seats will rule for quite a long time hopefully, in Delhi the party with 2nd highest number of seats ruled for 49 days and ran away in spite of having support of a tiny party.

Forget ruling, there are not even getting LOP position in most of the state as well as in parliament. In most of the states they are fighting for 3rd 4 th or 5 th position.     NCP abstained from voting, that means the majority was counted between the people who actually voted. Shivsena and congress voted against BJP. But BJP being single largest party voted for themselves, and since NCP was out of the picture. BJP had the upper hand in the Voting (BJP has more MLA's than Cong SS included). Hence winning majority.
    That's why we call the support given by NCP as outside support.
    Hope it would be helpful.

    I have been telling u it will eb a minority govt and BJP will be glad if this govt falls down, but before that they will push reforms and development measures! SS will oppose for the sake of it.. and all this hullabaloo of congress is a waste of time.

    the moment when SPEAKER was elected UNOOPSED, it meant majority and govt fate sealed... if they had numbers and wanted to oppose governor address, they should have fielded a "speaker" themselves and got congress/SS together for that!... when that didnt happen, its victory for the govt.     The biggest gainer in all this political drama is Sharad Pawar. He will keep blackmailing till the end and get his share for every voting session. What a dirty game this is!! The day he backs out, Shiv Sena will again enter and take their share for rest of the period. In the end, when both NCP and Shiv Sena get their piece of cake, both will withdraw and the Govt will collapse. But it may take more than a year because the share expected by each one is large enough for distribution immediately. BJP will keep dragging it as much as possible.

    Good that BJP Govt won trust vote.
    It is good for people of the state.
    If stalemate continues, law makers get their income. But no work happens so people are losers.
    It shouldn't be like Delhi.
    More and more people learning how to govern, they become responsible and sensitive.
    Handling corruption will be a challenge to Govt for they have taken NCP support.
    NCP till date sided with all Govt and managed to suppress their corruptions exposure,including with Crusaders like Anna Hazare & Subramanian Swamy.
