Pillion riders may have to wear helmets in Karnataka soon


Bengaluru, Jan 19 (DHNS) : Helmets may soon be made compulsory for pillion riders, too, as the Bengaluru Traffic Police are mulling over the idea, citing the rising number of accidents involving two-wheelers.

The Transport Department has, meanwhile, sent a proposal to the State government to make helmets compulsory for two-wheeler riders in the entire State.

Currently, helmets are mandatory only under seven corporation limits.Transport Commissioner Ramegowda told Deccan Herald: “We have sent the proposal to the government to make helmets mandatory across the State as the number of accidents involving two-wheeler riders is on the rise even in rural areas.”

He added: “Regarding helmets for those riding pillion, we will seek public opinion. We are starting with riders now. Gradually, it will be easy to extend it to pillion riders as well for their safety.”

The move comes following the analysis of fatal accidents that happened on City roads over the past two years.

As many as 309 two-wheeler riders were killed in the City alone in 2013, whereas the number went up to 332 in 2014.

Additional Commissioner of Police (Traffic) B Dayananda said: “We are thinking of making helmets mandatory for pillion riders. There are many cities in India where it is mandatory and we are studying it. It’s still in the early stages,” he said.As per a study conducted by Nimhans, without helmet laws, less than 5 per cent of riders and pillion riders wore them in Bengaluru, while it was less than 1 per cent in other parts of the State.

Helmet use can reach nearly 80-90 per cent when the pertinent law is notified and enforced.

The Indian Motor Vehicles Act (1998) stipulates compulsory wearing of helmets by riders and pillion riders.

Chapter 7, Section 129 of the Indian Motor Vehicle Act (1988) stipulates that every person riding a motorcycle of any class or description shall, while in a public place, wear protective headgear conforming to the specifications of the Bureau of Indian Standards.

The Central law, however, leaves it to the states to decide the issue, said an official of the Transport Department.

As of now, Delhi, Chandigarh, Maharashtra and Gujarat abide by the Central Motor Vehicle Act.

    Nonsense? I don’t think so.

    1. As per rules only 2 ppl can sit on a bike. If you are accompnying children n if a police sees u, then you'll have to pay a fine.
    2. Don’t wear helmets with tinted glasses, you will also get a transperent one in the markets
    3. You will get a lock for the second helmet in automobile shops, which is theft proof . You can fix it anywhere in the bike after parking
    4.yes its true that helmet covers only the head, but if its his fate, he may die in his BMW also
    5. If you can afford a bike you can definitely afford a ISI wala Helmet.
    6. Process of constructing NH 17 Is underway. Have some Patience
    7. The subsidies are kept only items which are called as Necessities, and not luxuries. The Govt. is not so Dumb as u think

    If elections are held now, Both the prominent parties loose, and the third party will be the winner as happened in Delhi.

    Are the traffic police / R.T.O really concerned about the safety of two wheeler riders compelling the use of helmets for the pillion rider too? If so first and foremost let them make the roads safe with no potholes, no lumpy unmarked humps, barriers without reflectors or cat-eyes and make proper side-walks/footpaths for pedestrians. The accidents will decrease but for the rash drivers and riders. Karnataka taxes are one of the highest in India and so is the one time Road Tax on new vehicles. Should it not be used for providing good roads and for the safety of its citizens? Where is all that money going for the last so many years??? Now sell helmets to pillion riders!!! Who is up-to making the fast buck???

    This is rule is utterely a nonsense.

    # Not only 2 people, some times kids are accompanied & we may need 2 more small helmets for them.
    # In case people start wearing covered helmets with tinted screen, officials may have to stop the rider ask him to uncover shield to look at his face in case of any suspect reason.
    # Safety of helmet is utmost concern. Normaly 1 helmet can be stored underseat in case of scooter. Now where to keep 2nd helmet ?
    # Helmet may cover only head. But what about safety of other parts of rider ? Ironicaly, If safety is must, he may have to use extra pads to cover body, if we take this as a 'guage of safety'.
    # ISI helmets costs around 1000 bucks & again it may be heavy for many riders.
    # Instead why can't importance be given to improve roads ?
    # Or Why can't he introduce 'Helmet Bhagya' Scheme, to provide Helmets to Riders at very very subisidised price ?

    If elections are to be held now, Nidderamiah can easily get peoples feedback !.....

    Stop issuing driving licenses to those who are not trained fully to drive vehicle on the road. This will bring down accidents drastically. (in another words, stop issuing driving licenses for a bribe)

    It has become almost a mockery every year to make helmet compulsory by either the Government, or the High court, and within 3-4 months, the rule is relaxed. It gives an impression that this ruling is only to support helmet manufacturers. We need only one rule which is lasting. Make it COMPULSORY for bike riders and even pillion riders throughout the country. I have been in Sri Lanka for almost 4 years and have never seen any one travelling in bike without a helmet,including pillion riders, nor any one complaining about it. Motor accidents are much lower here.

    This is good move and it should be introduced not only in cities but to be made compulsory. A motorcycle/bicycle rider on the road can get knocked off by a speeding 4 wheeler even if he or she is stationary. Helmets should be worn even if your speed is 0 km/hr.

    all these rules will benefit only few helmet makers, and some cops who can fine you and harass you! it wont help in any way!..     First let the people see the need and safety of their..As if government has made rule for people to have medicine when people are sick..No right..Then even if law is not enforced also,people would use helmet eventually.

    Use helmet guys..it is for riders safety issued..

    why one need to wait if he/she loves his/her life.
    And friends dont support your friends if they are not wearing helmet.Think how you would feel when some one close to you dies in accident..

    YOU CAN SEE PLENTY OF MANGALOREANS RIDING TWO WHEELERS WITH THEIR HELMET ON JUST FOR NAMESAKE WITHOUT FIXING THE STRAP. ALSO SO MANY OF THEM USE A SIMPLE SAFETY HELMET USED IN CONSTRUCTION SITES. YET THERE ARE MANY EITHER KEEP IT ON THE FUEL TANK OR HANG IT ON THEIR ARM. THESE DANGEROUS PRACTICES SHOULD ALSO BE STOPPED.

    It is high time that the Government enforces this. Many of the deaths due to two wheeler accidents could be avoided. In GCC countries, both the rider and the pillion rider are supposed wear helmets fully covering their skulls only the eye portion is visible i.e. as per the specifications of the Traffic authorities and not the flimsy ones we see people using in India that too not strapped properly.
