Mangaluru: Women allegedly assaulted for opposing loudspeakers in Madrasa

Mangaluru, Feb 15: A groups of women who opposed the use of loudspeakers in a Madrasa were allegedly assaulted by about 21 persons at Subhashnagar under Ullal police station limits on the night of Saturday February 14.

In retaliation, another group also assaulted a woman. Following the incidents, three women have been admitted to a private hospital in Deralakatte, and cases have been filed against 28 persons.

It is learnt that on Saturday night, local women, identified as Baby, Kishori, Geeta and Shashikala Naik went to the house of Anjuman Mablagul Falah Madrasa committee president Hameed to complain that the Madrasa was illegally using loudspeakers and that locals walking past the area at night were troubled by groups assembling near the Madrasa.

In response, Madrasa committee president Hameed allegedly behaved rudely with the women and threatened to assault them if they did not leave his house. He also allegedly refused to give into their demands to do away with the loudspeakers.

While the women were returning home, a group of youths led by Naufal allegedly misbehaved with them and assaulted Geeta and Baby. A complaint in this regard was filed by Anita Veigas, a local, in Ullal police station.

Two of the group of women were admitted to hospital, and cases have been registered against Hameed, Rahiman, Naufal, Salim, Basheer, Kareem, Imran, Majeed, Ashraf, Ishaq and Mohammed Haneef. They have been booked under sections 506, 504, 143, 147, 149, 323, 324 and 354 on charges of issuing death threat, attempt to murder, attempt to outrage modesty, and hurting religious sentiments.

Meanwhile, it is said that when Subhashnagar resident Naushad was returning home after offering Namaz in the mosque, he saw a group of six youths forcibly dragging away a woman identified as Aminamma, a resident of Subhashnagar. When he tried to intervene and stop the youths, they allegedly assualted him. Naushad has filed a complaint in this regard in Ullal police station.

Acting on the complaint, the police registered cases against Subhashnagar residents Anil, Nithin, Dhanu, Yathish, Prashant and Manjunath under sections 143, 147, 148 , 149, 323, 324, 354 of the IPC.

ACP Kalyan Shetty, DCP (crime) Vishnuvardhan, Ullal police inspector Savitra Teja and SI Bharati visited the spot. Additional police security has been deployed in the area.


Court case

The case relating to Anjuman Mablagul Falah Madrasa is in court. It is said that an empty plot in the residential area had been set aside for non-residential institutions as per an order by the then assistant commissioner. The Madrasa was built on the same plot, and mosque activities also began, which were opposed by the locals who approached the court. The court ordered a stay on the mosque activities.

Thereafter, the Madrasa was rebuilt and mosque equipment was installed there, which was again opposed by the locals. The equipment was removed in the presence of police. The locals allege that despite the stay order by the court, the Madrasa still uses loudspeakers between 8 pm and 11 pm.

    Better stop all loud speakers everywhere!
    Its noise pollution as even at weddings or other functions the loud speakers are atleast 10times louder than what a normal ear can tolerate.
    I never understand the affinity for loud sound.
    We need to be tolerant to others and not be a issue of concern or complain.

    I wonder whether there is any government department with regard to pollution control especially in Mangalore. Because there is no control whatsoever on the use of public address / sound system, fireworks, during the day or night. Forget the noise level that is supposed to be within certain decibels, on the contrary maximum volume is maintained that disturbs people around the noisy area. Also the undaunted use of fireworks that sound almost like dynamites are being used for various occasions such a weddings & religious celebrations creating lots of hardships to people. People celebrate their functions / religious ceremonies at the cost of the inconvenience to others. If there is slightest concern for fellow citizens there wouldn’t be such callousness in using the sound systems & fireworks. In the metros such as Mumbai the rules are strictly followed. After 10 pm all the sound systems have to be shut irrespective of any functions. I also heard that in Bengaluru these rules are strictly enforced. (Correct me if I am wrong) Therefore it is high time the pollution control board (if it exists), strictly enforces all the pollution controls norms so that such instances of polluting the environment are fully curbed for the welfare of the society .

    Also, search Youtube for a 4 part documentary(6mins each) titled “Zara suniye toh” on noise pollution by Gautam Benegal(feat. noise polln. activists Dr.Yeshwant.T.Oke & Mrs.Sumaira Abdulali).

    The predecessor of the loudspeaker was the “Horn”, developed around 1880’s. The LS as it is known today had its beginnings around 1920’s.
    Dev has rightly commented that LS’s did not exist when the current crop of religions began being propagated. Even the Hon’ble Supreme Court of India has observed the same.
    Instead of LS announcements group sms or Whatsapp messages etc.may be used.
    Of course noise is not emitted only from LS’s : fire crackers, drums, trumpets, vehicles horns, shouting etc. are all examples of noise. Any sound which is made at an unwanted place and at unwanted time is NOISE to those who are unwilling to participate in it. According to Dr.Y.T.Oke noise is “Man’s hidden enemy”.
    Some of the ill-effects of noise which are documented by the World Health Organisation (WHO)are: Ischaemic heart disease, Hypertension(due to increase in blood pressure and surge of hormones in the body), Tinnitus, noise induced hearing loss, temporary and permanent threshold shift, elevated threshold of hearing, cognitive impairment in children, Sleep disturbance , Annoyance, Hyperacusis, Paracusis of Willis, Mental tension, effects on social behavior and on performance etc.

    Loud speakers in religious places is really a big problem. Loud speakers are used by people who dont pray from the heart, but want to cover up by being loud and threaten other people.

    In the vicinity where I live, Religious place X turned its speakers towards Religious place Y. Y in return upgraded its speaker system made it as loud as possible. So now we have a competition between 2 Gods. One God wakes up several times a day and lets out a wail. He also keeps awake one full day of the week and also during festivals. Another God wakes up at 5:00 in the morning and starts singing until mid afternoon and starts playing drums on the mike and makes speeches whenever he wants. Poor people are afraid to complain because that can start a blood shed. It's high time Government take this problem seriously.

    Today I am ashamed to me called as Mangalorean. How low we can fall, beating women...oh..no!!. I remember during my exam time, The loudspeakers from (including those melodious soft devotional songs from temples) the nearby temple even at 9 am (yeddelu mannjunatha, yelu belagayitu. I wrote later in college times a joke about this that manjunatha went to yakshagana last night and hence he is still not got up) and from nearby church (again melodious soft devotional songs since I can understand konkani very well) Being a Hindu myself, I thought this should be done for the temple or church not for the public. There was no Mosque in our village. Why cant we ban all loudspeakers irrespective of religion and use indoor speakers like BOSE. Also during Mangala, bhajane, kola, Nema, pooje, Uroos, Sant mari, Christmas, Ashtami, Chowthi, Sharada Pooja, Dassara, marnemi, etc..etc.. we should not only limit the impact of speakers but also stop using the public places and traffic jams. It is the first step to make "religion is personal" thing. We lived with all traffic problems during Garodi Jatre, Car street Ter to name few. cant we make it more simple and make a kind of place like Dharmasthala (sashtang praman to even bring that name here) where most of the time functions held within the areas and disturbing the public. I know very big functions do get a bit problematic for everyone but we have to live with it but surely we can reduce the number of processions that takes the public places. I know in spite of me being impartial, I will get at least 100 disagrees.. this is how well educated we are...

    Saturday one yakshagan near by AJ hOspital and residential area was played by some Yakshagana mela upto 3am. Entire night , we could not sleep.Doesn't God hear your prayers if not shouted on loudspeakers?
    Unlike melodious soft devotional songs from temples, adhans do disturb neighbours. I am against loud devotional songs during Ayyappa vratha season.
    I am for banning of all loud speakers from religious prayer centres.If some body object these, they will attack directly and Hit also.The police dept can not control this type of none sense things in India.I oppose such celebration which will disturb all citizens in name of God and Dharma(All Islam/Christian /some hindu caste activities).

    Anjuman madras have NO right whatsoever to disturb peace & tranquility of neighbourhood. whatever they want2 convey let'em confine to their own audience.
    I DONT understand why they torture every1 else to ear shattering sermons.we've absolutely NO interest even remotely to listen any of sermons screamed thru their podium.just like we dont want the RSS/VHP ideas forced on us.we HATE some1 FORCING any ideology on us.we are all smart & intelligent enough to take care of ourselves. madrasa or RSS or taliban or ISIS we just dont want them anywhere near to us at all.
    SO police must act & stop all these public harassment in the name this/that religion.

    Noise pollution abatement groups:

    Download noise meter app from above and record the decibel levels and report to police.

    According to the Noise polln. rules 2000 the max. dB levels allowed are:

    Residential area:55dB and 45dB(day and night respectively)

    Silence area:50dB & 40dB(day and night respectively).

    Note that NOBODY can use a loudspeaker without police permission and even police cannot give permission to use loudspeaker after 10pm .Nobody can give permission to exceed the dB levels.

The World Health Org.(WHO) has recognised the problem years ago. In India we have the Noise Polln. rules 2000. The Hon'ble Supreme Court orders of 2005 in WP(c) 72/1998 and and what is known as the Church of God case: have all addressed this problem.But as usual there is no implementation by the authorities due to political pressure and interference.

    Why create nuisance in the name of religious fervor & trouble others while now all communities live side by side in cities?
    Real "Bhakthi" doesn't mean open show of devotion through loud noise & fire cracker bursting.
    Why Swami Vivekananda went to secluded rock for "Dhyana" is the answer for these disturbances or noise pollution let loose on people which only contributes to high blood pressure & lack of sleep can play havoc with health of all living beings.
    Need Self Regulation by all community people, instead of indulging in one-up-manship & disturbing peace of each other.

    Issue is about so called "alleged" assault some people claim....police should investigate the matter any wrongdoers from whichever community should be booked ...As from other reliable source issue started out when adhan was given from masjid not loudspeaker from madrassa as madrassa dont use loudspeaker...some local met madrassa president and tried to sort out it went smooth later scuffle occured outside masjid between both groups and women from both community claim they are being targeted....Meanwhile giving Adhaan from loudspeaker is not objected from court itself...it is just for two minutes...
    I live near a temple town I hear all sort of temple festival but never complain...

    The timing 8 pm till 11 pm looks bit odd timings. Madrasa may be conducting some Dikr. I don't think it is not welcoming step by the management to disturb the locals when there is objection to it. School study may also be affected. Assaulting women is a condemnable act for both the parties.

    No need of loud speaker in Madrasa after 8.pm isha salah.
    However azaan takes about 2 minutes maximum
    so after Azaan no extra activities should be in loud speaker.

    We have to respect each and every religion and human being so we shouldn't trouble our neighbours.

    It is not compulsory to give azaan in mike or loudspeaker.

    Win heart by peace not by fighting. True muslims will never hurt or attack any women.

    For trivial reasons fight erupts between ladies and there after with males.8PM and 11 PM these three hours loud speaker used for special purpose and daily masjid Adhan calling will affect above timing.if Court stayed the activities of masijid then it should.Ladies Going to the house of President of the Masjid in fact looks very strange and these assault cases against ladies need to be counter checked.

    If a group of your ladies went to the house of our temple priest and objected a loud speaker in our temple, in turn the priest calls the other men from his community and assaulted your ladies, .....will you still considered it as a trivial reason and investigated why your ladies went to temple priests house in the night?

    this correction also not acceptable. everyday there could be a special occasion for different person. first thing is this building is in residential area & there is no permission for doing this kind of activity. case is still running in court then how can you support them. many times you have blamed RSS/BD/VHP for not respecting the court orders, then why now you are supporting this incident. as per my understanding law is equal for all the citizen of India.
