Caste census: Only 25 per cent of survey work completed


Enumerators to survey one crore households in 11 days

Bengaluru, Apr 23 (DHNS): It will be a race against time for enumerators of the socio-economic and educational survey, also known as caste census, as nearly one crore households will have to be surveyed in the next eight days. So far, only 25.5 per cent of the 1.31 crore households have been surveyed during the last 11 days.

As per information uploaded on the Karnataka Backward Classes Department website, of the 1.31 crore households, only 33.52 lakh have been surveyed (25.57 per cent) in the last 11 days. About 1.52 lakh forms have been dispatched to the data entry centres, out of which 1.12 lakh have been digitised. In all, only 7, 388 forms have so far been approved, that is, a completion rate of 0.62 per cent.

Survey officials said that the pace of the survey will improve in the next few days.
According to a press release from the department, Tumakuru district tops the progress list with 56 per cent of the households surveyed, followed by Kolar (52.2 per cent) and Ramanagara (50.61 per cent). Vijayapura, Bengaluru Urban and Davangere are at the bottom half of the progress list.

Each of the 1.26 lakh enumerators has been given 110-150 households to survey. They are not given any daily target but will have to cover all the households by April 30. On completion of the survey of a household, the enumerator will have to provide the completed enumeration form to the supervisor. The supervisors, after verification, will have to send the forms to the data entry centres. The information is digitised at the centres where it is quality-checked and approved by the supervising officer.

Chief Minister Siddaramaiah on Wednesday directed deputy commissioners to issue strict instructions to enumerators to fill up the census forms with pen and in the presence of respondents during the on-going socio-economic and educational survey.

Siddaramaiah held a video conference with DCs, Chief Executive Officers (CEOs) of Zilla Panchayats to review the progress of the survey at his home office ‘Krishna’. Siddaramaiah said there were complaints that the enumerators were filling the forms using pencil and it gave rise to doubts that the information gathered could be manipulated later. Also, photocopies of the forms should not be used, he added.

The chief minister directed senior officers of the district administration to take personal interest and monitor the survey on a day-to-day basis.

He said the time frame of the survey, to end on April 30, will not be extended at any cost. Deputy commissioners of the respective districts will be held responsible for any lapses and delays in the socio-economic and educational survey, the Siddaramaiah said.

    Enumerators have to ask 55 questions regarding each member of each household. Besides they have to verify Aadhar Card, Voters ID and Ration Card regarding each member in each house. Where the people are illiterate it is very difficult to extract exact information from the household members. At this rate Surveyors cant even complete Ten households per day.
    Therefore, the time limit to complete this survey should be extended by atleast by another Ten days.

    Who will pay the price, common man.

    just to give an example, there was mistake in my name in the ration card, and while went for renewal process, there should have been a provision for correcting this error since i have already have enough evidences such as Aadhar card, school certificate, passport. However, they said it will be corrected only after issuance of ration card. Isnt that double job and waste of valuable time for standing in the 'Q' in Mangalore One and also Ration card issuance office.

    To elaborate more, my voterid was cancelled and now they insist tohave new one.. Isnt that the policy should one man one identity...

    You will be surprised to note that, in my sisters voter id, I am the husband of my sister...

    Neither Government nor any concerned authorities are bothered to find out the root cause..
