Bidar: Village accountant who accepted Rs 600 bribe gets seven years in jail

Bidar, Jun 24: A village accountant (VA), who was caught red-handed while accepting bribe of Rs 600 from an applicant, was subjected to seven years rigorous imprisonment (RI) by a Lokayukta court here.

In addition, the guilty has also been levied with a fine of Rs 8,000.

Rajkumar, working as VA of Chambola village in the taluk, has been handed down this sentence.

Judge of the chief district and sessions court, Sanjeeva Hanchate, who also happens to be the judge of Lokayukta special court, announced this verdict on Tuesday June 23.

Rajkumar had been arrested when accepting bribe of Rs 600 on August 3, 2009 from Venkatrao Sherikar from Hippalgaon village, who had applied for the mutation of his property.

Afte prolonged hearing and based on evidence, the judge came to the conclusion that the VA was guilty of charges levelled against him.

Public prosecutor, R M Patil, had appeared in the case on behalf of Lokayukta.

    I share the thoughts and views of many readers and emphatically state that a penalty of seven years imprisonment for taking a bride of Rs.600/- is not proportionate at all with regard to the gravity of crime committed. Many get away free even after accepting large amounts.

    It is wrong - certainly it is not right for any one take bribes and corruption should by all means should be rooted but in this case the village accountant perhaps could have been fined Rs. 5,000/- which is reasonable with regard to the magnitude of the crime.

    In our country murderers, thief's and politicians who steal money in broad daylight and walk free without a scratch.. but the punishment for the V/A for a mere Rs 600/ is highly intolerable, distasteful and displeasing sentence. I don't have words. We need to think deeper and make sense out of things, because in the recent past we get to hear unjust and crazy sentences for major crimes committed. I feel Rajkumar must file a return case for wretched, pitiful and distressing sentence and for dragging him all the way since 2009. Wake up people time to rise and involve in building a better India.

    The lesson from this sentence is- bribe should be taken in plenty (more than Rs 100,000) so every one benefits. 600 Rupees is not sufficient even for a meal. Hope he gets good meals in the jail. May be that was his plan.

    Deterrent punishment will certainly bring down the corruption. It is not the amount of bribe, but it is the act of accepting bribe itself is punished.

    V A Rajkumar should have called Corruption Helpline in Mani-Bantwal,Surathkal,Kadri or Kankanady for help to eradicate the charges. He could have asked Help Number from few corrupt Corporators of MCC. These Corporators always use these Numbers for Help in getting Transfered of Honest Police Officers or Commissioners when needed. Ex Mayors may have these numbers too.
    Law of the Lawless:-Jayalalitha in Crores Rupees fraud is innocent.
    Belikeri Port Iron Ore Scam Heads and Port Ministers are free and Scaming more and more. Did they go to Jail?NO-because they have Corruption Helpline in Delhi.

    @John P.Dubai,John it doesnt function in Office mostly.even a cctv camera cant get hold of These goons when they arrange to Exchange the moneten out of Office .Usually a mediator will bring the Party to the Person in Office which they had already spoken out of Office premises.only when they agree to the amount ,mediator will give sign to carry on with records.when work is done ,the amount will be handed over to mediator ,which will be later Clerk gets his due.no one can catch here red handed.so is Business in some govt.offices.Here Looks like a small fish is in net.but bigger ingeneur,doctors or big heads ,even politicians are moving around freely with Police and Police too.Of course he too should be punished.but seven years?Better they make a start.Rapists are better to be punished first.

    This punishment might sound a little harsh, but it really isn't. Imagine how many people have suffered since they could not afford to bribe this guy.

    Say someone wanted to sell his land and is very poor. he has to come up with the bribe money before he can sell his land.

    The quicker way to fix this is to make an example out of people who demand bribes by sending them to jail

    Just go to taluk office in mangalore for any work, you can see without bribe your paper will not move from one table to another. who will catch them? Please install cctv in all govt offices, so that bribe taking people could be traced easily.

    Wow!! what a beautiful judgement in our biggest democratic country India.This is our MAHAN judicial system.The poor Rajkumar an village accountant by profession has accepted a paltry sum of Rs 600/=as bribe,has been awarded seven years in jail,whereas the people especially politicians,rich/affluent people who amassed disproportionate wealth and property and looted the country in whole are still enjoying and roaming freely and are still in the same profession but there is no punishment for those people. RIDICULOUS. This is what the difference between large crocodile and small fish. Politicians,rich and affluent people,bureaucrats can do anything as per their whims and fancy but for them no law because lawyers wre scared to touch them.For such people different law as compared to common people.As the common proverb says:-If the rich/affluent people eat human excreta,it is for their medicine,if the poor/common man eats the same,it is for their hunger.What a beautiful U-Turn in our judicial system?.The law is applicable same to all the places but verdict/judgement of the judges differ from place to place,man to man,state to state.

    If you were in victims place, then you will know the pain. The question is not money here for anybody, but the problem he was creating and will create if not paid. If it is your case then will you allow such thing to happen just by saying so many ministers takes so much bribe,just forget and pay. What your retiered parents face such problems for whom you send money, call them almost every alternate days, try to pay all bills through interent, take care that nobody cheats them, harm them etc and then you find people like him (accontant) creating trouble, what you will fill ??? . This 600 is nothing for you, but see the pain your loved one will face.

    Very very harsh punishment..!! I still don't understand why does judgement vary from case to case,person to person and place to place..Our lawyers studied same LAW subject, but judgement always differ..Just take the simple example of minor boy's murder at Hubli..Step father killed boy and boy's mother helped step father to bury the body !! Both were caught and judgement was life imprisonment to step father and mother got only 4 years in jail !! If I were a judge,I would give life imprisonment to both..Now,let me come to Village accountant case..He took only Rs.600/- bribe and 7 years in jail..!! Mother who helped to kill her own son got 4 years imprisonment,Village accountant who took Rs.600/-got 7years in jail..One judgement in Hubli and one in Bidar..Both in Karnataka..If these cases go to Supreme Court,I am sure judgement will be changed again !!

    I think in India,judgement is according to the mood of Judge,if he is in good mood,light punishment,if mood off...KATHE GOVINDAAA !!

    Amazingly " Incredible India " with " Incredible Judicial System" . Poor man just took rs. 600/- as bribe and has been sent to Jail. What has Lokayuktha Police done to those numerous politicians, Govt Officials who are caught taking lakhs n lakhs rupees bribe? Those politicians whose houses were raided for having amassed wealth, dis- proportionate to their known income.!! They are all enjoying life still, roaming around with not a slight feel of guilt & here you are imprisoning a VA for just rs. 600/- bribe.!! Come on officials, be fair in your dealings, lest we people loose our faith & trust and confidence in your systems. We fear that you get what you want after raids to big wigs are squashed under the blanket, is it what we are supposed to believe.!!

    Can we take how many of us do not pay bribes. The Village accountants, clerks, all government offices papers can not be moved ahead without doing so. Few months before I went to change my ration card ... was told its not possible now....Rs .... made it possible. Took the papers to Taluk office to get a ration card and 6monhts date was given...got hold of someone with ...Rs.... and got the ration card... Great system of India. Do you expect expatriates to visit India as per their policies or its better pay something and get your job done. Its ridiculous system.

    It is not the Justices. poor man taken only 600 rupees.and get 6 years jail. In Mangalore Traffic police per day income is more than 10000 rupees. Octroi incharge per day income is more than 25000 rupees, What about these people.

    This is Pure Village Accountant's mistake. Why did he take only Rs 600 as bribe, he should have taken more.

    As we all know bribe which is taken from each level, certain % reaches higher authority (This is the custom prevails in most of the offices, you cannot imagine till where this money goes)

    Higher level authority must have got insulted and fed up of this poor guys incapability of generating more money. Hence, they only must have complained in order to terminate him and recruit capable person who can generate more money (bribe). If not why no one went to help to sort out this petty issue. We all know how much bribe is taken everyday in offices.

    Well Mr. Ashok. I think we all agree with the punishment but, quantum of the punishment for crime is too big. it like using a dragger to remove a throne in our leg. State must give corrective punishment in tune with the crime. How can we justify 7 years for Rs.600/- bribe when millions of scamsters are at large. State should not take action like with vengeance. In my opinion 6months imprisonment without payroll should be fine for a first time offenders for petty crimes. even a community service like making the convict work in a hospitals or work with Municipality to clean city would make the culprit repent for the crime. Change of heart is most important than giving harsh punishment and making a person even more ruthless. at times, law enforcement agencies take disadvantage of these draconian laws.

    I heard and red many incidences where IPS, PWD Engineers,Municipal Engineers and high level people caught caught by lokayya for unusual wealth(more than their salary),fleet of cars,bungalows,bank lockers never jailed for a single day.

    some people who are involved in giving day to day bribes and Amassed huge wealth on account of poor families in india ( with the support of corrupt politicians are roaming freely )and greatly honored in public . Rs 600 is not even sufficient for a beer for a fat filled businessman in a 5 star hotel.

    Delhi Law Minister Jitender Singh Tomar arrested/asked to resign for fake certificate but some of our leaders are having fake certificate but refused to resign or Some political parties for some they want give reason i.e. humanitarian ground or sick etc.?????
