Mangaluru: Water disruption - MLA J R Lobo takes officials to task, warns of strict action

Mangaluru, Aug 6: Addressing a press conference held here relating to water woes under which the citizens of the city reeled since the last five days, MLA, J R Lobo, warned that strict action would be taken against those who were responsible for the rupturing of the main water supply line to the city from Thumbe. He also took the officials to task for their lackluster approach in keeping close watch on water pipeline and supply.




Briefing media persons about the sequence of events, he said that on August 1, it was observed that there was severe depletion in quantum of water flowing through the 80 mgd pipeline supplying water to the city from Thumbe purification plant. A thorough check revealed water leakage in the main line near Kannur mosque. Thereafter, water supply was suspended from Thumbe plant, and work was undertaken with the help of a number of JCBs, tipper, generators, machinery, and tools, he explained.

During the work, it was observed that a 1100 mm pipeline about ten feet below the main pipeline had also been broken, as a result of which water flow to Padil purification plant was hampered.

For removing sand and debris heaped by people on the pipelines, machinery and equipment had to be used. Because of rain and slippery clay, the operation took longer than expected, and normal supply was resumed on August 5, he stated.

As a precautionary measures against disastrous consequences of such incidents in future, he said that steps like surveying of land acquired wherever the pipeline passes through, marking of borders with red flags, planting of signs at different places, etc would be undertaken. It has also be decided that whenever a connection road to private property needs to be laid over the spot through which water pipeline passes through, the concerned will have obtain permission from the city corporation in advance, and lay the road in tune with the measures suggested by the city corporation engineer. All these measures would come into force with immediate effect, as per a decision taken, he narrated.

Lobo also thanked the citizens of the city, city corporators, opposition leaders, media etc for supporting the corporation and extending cooperation to it at this time of crisis.

    A lot is said about the ACTION taken or NO ACTION by competent authorities. However one must also see the other aspect..... Here is a situation that the breach occurred due to obvious reasons. In the fitness of the situation action was taken and water supply has been restored. Now .. 1. action needs to be taken to ensure that a situation like this does not occur again. 2. Develop an ACTION ORIENTED PLAN to ensure that in the unlikely situation like this how to act fast.

    It is good to see the situation is perceived in the right perspective without POINTING A FINGER AT AUTHORITIES. However if any one has any bright ideas it is good that these are shared with the concerned people.

    Why only warn ? Take action and then communicate to people on what action has been taken against people responsible. This is the usual story of playing to the gallery and hoping people have very short memory. You can also blame the previous commissioner whom you probably got transferred for political reasons. This is what you politicians can do best.

    Mayor jecinthai s useless mayor with corrupt corperators.She ensured about water tankers to house.Pumpwell area did not get any water tanker supply.Poeple were struggling to do day to day activities.No corporator came to see us.

    The citizens of Mangalore are reactive rather than proactive. That is why we have roads with no footpaths, streets with no lights, bus accidents 5 times a day, pipes without water & politicians without any scruples. In one way we deserve it for our lackadaisical approach, we blame the corporators, police, DC, et al, but we do it from the comfort of our chair. How come we have a 300 apartment building in the heart of the city where there is no proper road, no proper drainage, a car cannot make a proper turn. Shameless Mangalore corporation dishing out building licenses without proper infrastructure, where will the water come from, where will the sewage go? Rotary, Lions, Toast Masters, Round Table, are meant to develop the nation. Only looking for self glory. Tackle the city corporation first.

    During last few years, the water pipes were broken here and there often. The MCC repairing the pipes with prior notice to the public. This time it is horrible. People were kept in dark about the grave situation. MCC has not thought to feed alternate drinking water to the people. It took the step only after three days.This is not correct. We know that it is also not possible to feed water through water tankers to all the area.The Administration should have taken the the decision early rather than issuing false statement that the supply will be restored by afternoon, by evening and so on. I think there is a lapse from the Authority. We are living in a apartment of 8 flates and have 15000 ltr storage capacity It can long last for two days.But it is 5 days!!!! Oh my God. I called the Corporator. but I did not get any releif. People might have experienced Similar situation. I think the life of the things used(pipes) might have elapsed. So my suggestion to the authority to lay other alternate pipeline parallel to present pipe line and use it alternatively. Provide few gate walls for controlling the water. Dumping debries should be stopped. Penal them who violate. I have visited the site and seen the difficult work there. I thank all the men worked and the Authority supervised day and night for repair work. Precaution is better than cure. We are going to have a smart city.

    It would be prudent for this joker to keep his mouth shut. What is the meaning of 'warning of strict action?' Why is he just warning? What prevents him from taking strict action when there is solid proof of the reasons for the disaster and who the culprits are? Being ex-commissioner, doesn't he know how deep rooted is corruption, irresponsibility and lack of accountability in MCC (both on part of public servants and elected representatives)? His statements are just an eyewash. Mr. MLA, don't try to fool us. Your days are numbered. I hope you know this truth.

    Only taking the officials to task is not enough. Just suspend them for two months at least to straighten them. Ask written clarification from them as to why they did not take action against those people who dumped building debris and stones on the pipelines and caused its rupture. Why the no action was taken even though local residents had brought this to the notice of MCC officials many times several months ago.

    Pl. disclose the name of that Builder-developer who dumped a hill of Soil on the Pipe line and ran his JCB & Lorries on the Pipes to go beyond that pipe to fill the marshy land which he is developing in collaboration with a powerful Politician ??

    Mr Lobo, Pls be informed that majority of the well water in Mangalore has been contaminated by sewage water because of old drainage pipes are worn out /leakages/ and blockage due to animal waste dumped from market place. The concerned duty person here at pump house are letting the sewage waste to the gutter which also leads to contamination of ground water. Mangalore is rich in water resources but not properly managed and thus given rise to water tankers mafia during water crisis. Even our well water along with a no of wells at Kottara has been contaminated .Since twelve years I have personally made several attempts to put forward this issue to the Corporator /Mayor MCC, health department /engineers/commissioner, all in vain. Is there any way a solution to this issue.

    Rodrigues, I really appreciate your efforts taken and still having no results. Even this MLA cannot change much. The whole system has to be changed. Giving press meetings is easy, it gives publicity for a fraction of days. Then we start from the beginning.
    The employees of different sections get their salaries in time for minimum of efforts on top of that collect bribes. Unless a few senior staff get beatings from the public and also in public then only things will change. Until then the taxpayers will only suffer. I need activists like you to take fast action.
