Bengaluru, Aug 7: The mandatory rural service for medical students will be implemented from this year itself, announced Karnataka’s Health and Family Welfare Minister U T Khaderin Bengaluru on Friday.

A monthly stipend of Rs 38,000 and Rs 42,000 respectively would be given to MBBS and PG doctors during the rural service, the minister said.

A government order issued on June 3, 2015, has notified rules for making rural service mandatory for MMBS graduates, who studied in State-run colleges and for all government-quota students in private medical colleges.

With this, nearly 2500 MBBS graduates would be available for rural service and they would be deployed at the primary health centre, Khader said.

The Rajiv Gandhi University of Health Sciences (RGUHS) has been designated as the nodal agency for conducting counselling for rural service.

The counselling would be held twice a year, he said.

The minister said doctors, who joined for post-graduation courses, have to do rural service after their studies.

According to Karnataka Health Minister, rural fellows are less privileged class and intervention from medicos with limited exposure is enough for them. Specialists and experienced will be exclusively made available to urban folks. After gaining experience on rural folks, they will given license to practice at urban areas. By supporting Kanachur Models, he is doing yomen service to the society. By implementing rural service, he will ensure that management quota students who paid lakhs together for MBBS seat and may have passed RGUHS examination by bluetooth technology [who are from elite class and presently exempted from rural service] only will be eligible for PG Entrance examination next year. And, at any cost, they will not be available for rural service on completion of PG as they are financially strong to pay penalty prescribed by the Government. By arranging essential manpower and money by this route, Mr. Khader is introducing a win-win situation to the government! If his intention is to serve the rural society, the agrarian hub of our economy, he should recruit competent doctors exclusively for rural service to ensure that they are continuing in this category for a minimum stipulated period. But, bye the bye, where is the money to pay salary?? Nursing students at Govt Hospitals..... MBBS students at major hopitals... Fresh interns for Rural Primary Health Centers.....No medicines and diagnostic facilities at Dispensaries......In this process, Health Minister will ensure that hefty travelling and telephone allowances of ministers running to crores and crores are drawn without hindrance from taxpayers money. In between few eating at road-side eateries and inauguration of Kambla at countryside will ensure adequate media coverage to project him as a minister of common-man. Our health minister is only interested in cosmetic interventions. No long-term strategies. Having such people get elected is the tragedy of our democracy.

This is something of a publicity stunt. the govt. wont increase its expenditure on health but wants to force young doctors- doctors who barely have any practical knowledge to serve in the rural areas. everybody knows the situation of india's phcs. no equipment, no supplies no facilities. what is a doctor supposed to do with that? does the govt. think that a doctor can snap his/her fingers and cure disease? this move is as good as posting quacks. forcing service on doctors before they can pursue higher studies is a violation of the right to education. its a desperate attempt to show that the government cares while in reality its playing with the lives of both the people and doctors

Law should be same for all in India. Why student who took admission in Karnataka should be given additional extended period of one year after the admission. in case Karnataka government willing to do any change in their curriculum they should have made it very before a student get admitted to the school. This will be injustice to the student who are undergoing the MBBS course. Now there is a gap of one year for the student want to go for PG and student become one year junior to the other student who did MBBS from the other states. What a justice?.

It is good move by Health Minister - Mr. Khader. Hope it would be really made "mandatory " because, medical students will get away with this mandate by paying lakhs of rupees as penalty and do not go to rural hospitals. This should not happen. If this happens then who takes responsibility? Think about this ..!!

While I wholeheartedly support this initiative, I feel that it is discriminative that only students pursuing medical education have to bear the brunt of it. Are there no free seats or government seats in other streams of education like engineering, management, architecture, etc.? What about NIT's, IIT's, IIM's? What about reserved category-Aren't they too obliged to give something back to society for the privilege they enjoy just by being born in a certain caste or religion? All these categories should also be made accountable to the society for the privileges they enjoy and hence should serve in rural or other government initiatives. Why single out medical professionals...
